LDZL AD 2.20 LOKALNI AERODROMSKI PROPISILDZL AD 2.20 LOCAL AERODROME REGULATIONS
Pokretanje motora nije dozvoljeno bez odobrenja TWR Lučko.
Izvan radnog vremena TWR Lučko pilot zrakoplova koji namjerava obavljatilet u kontroliranom zračnom prostoru prije pokretanja motora mora setelefonom javiti FIC-u Zagreb +385 1 6259 503, te obavezno emitirati poruku uslijepo svim sudionicima u prometu o svojim namjerama.Pozivni znak u radnom vremenu TWR Lučko je “Lučko toranj”, a izvan radnogvremena kada je aktivna ATZ, kod emitiranja u slijepo koristi se fraza “Lučkopromet”.
Kretanje po manevarskim površinama prije uzlijetanja
Odlasci zrakoplova s istočne stajanke - stajanka “ECOS”
RWY 28L:Po odobrenju TWR Lučko zrakoplov vozi stazom za vožnju B1 i B do pozicijeza čekanje na stazi za vožnju B. Ukoliko prometna situacija dozvoljava , TWRLučko izdaje uputu za nastavak vožnje stazom za vožnju B i krosiranje RWY10L/28R (jedriličarske staze), te vožnju do pozicije za čekanje na stazi zavožnju E.
RWY 10R:Po odobrenju TWR Lučko zrakoplov vozi stazom za vožnju B1 i B do pozicijeza čekanje na stazi za vožnju B. Ukoliko prometna situacija dozvoljava, TWRLučko izdaje uputu za nastavak vožnje stazom za vožnju B i po RWY 10L/28R(jedriličarskoj stazi) do pozicije za čekanje za RWY 10R na stazi za vožnju C.
NAPOMENA: Pozicije za čekanje zrakoplova za TWY E i C nalaze se na RWY 10L/28R.

Odlasci zrakoplova s glavne stajanke
RWY 28L:Po odobrenju TWR Lučko zrakoplov vozi s glavne stajanke stazom za vožnju Ado pozicije za čekanje na stazi za vožnju A. Ukoliko prometna situacijadozvoljava , TWR Lučko izdaje uputu za krosiranje RWY 10L/28R i nastavakvožnje do pozicije za čekanje na stazi za vožnju E.
RWY 10R:Po odobrenju TWR Lučko zrakoplov vozi s glavne stajanke stazom za vožnju Ado pozicije za čekanje na stazi za vožnju A. Ukoliko prometna situacijadozvoljava, TWR Lučko izdaje uputu za vožnju po RWY 10L/28R (jedriličar-skoj stazi) do pozicije za čekanje za RWY 10R na stazi za vožnju C.
NAPOMENA: Prilikom voženja s istočne stajanke na glavnu stajanku i obr-nuto treba obratiti posebnu pozornost na to da se dio vožnje odvija preko RWY 10L/28R, te za to treba tražiti/ishoditi odobrenje.
Kretanje po manevarskim površinama poslije slijetanja
RWY 28L:Nakon slijetanja na RWY 28L zrakoplov po uputi TWR Lučko napušta istupreko staze za vožnju D ili C te vozi po RWY 10L/28R, te stazama za vožnju A,B i B1 do odgovarajuće stajanke.
RWY 10R:Nakon slijetanja na RWY 10R zrakoplov po uputi TWR Lučko napušta istuputem staza za vožnju D ili E te vozi po RWY 10L/28R i stazama za vožnju A,B i B1 do odgovarajuće stajanke.

Odlasci i dolasci civilnih helikoptera
Svi civilni helikopteri danju obavljaju vožnju zrakom (air-taxiing) putem istihstaza za vožnju i po istim postupcima koji važe za motorne zrakoplove, a zapolijetanje i slijetanje koriste isključivo RWY 10R/28L.
Helikopteri MUP-a (Ministarstva unutanjih poslova) polijeću/slijeću s/naFATO vojnih helikoptera, a do/od njega voze zrakom (air-taxiing) direktnomrutom do/od stajanke za helikoptere MUP-a.
Napomene:
- RWY 10L/28R kad jedrilice nisu aktivne koristi se kao staza za vožnju zaaktivnu RWY 10R/28L- Pozicije za čekanje zrakoplova za TWY C, D i E nalaze se na RWY 10L/28R.- Razmak između središnje linije RWY 10R/28L i ruba RWY 10L/28R je 45 M.Stoga je dozvoljena vožnja neaktivnom stazom dok je susjedna staza aktivna.Nije dozvoljeno istovremeno polijetanje niti slijetanje na paralelnu stazu- Prilikom vožnje s istočne stajanke na glavnu stajanku i obrnuto treba obratitiposebnu pozornost na to da se dio vožnje odvija preko RWY 10L/28R, te za totreba tražiti/ishoditi odobrenje- Zrakoplovi koji lete u pilotažnim zonama nisu zaštićeni od ostalog VFRprometa. U zonama se leti po VFR pravilima. U radnom vremenu TWR Lučkoizdaje informacije o prometu u zonama- Ukoliko se odobrenje i/ili upute nadležne KZP razlikuju od gore opisanihpostupaka, pilot zrakoplova je dužan postupiti po dobivenim odobrenjima i/iliuputama sukladno Zakonu o zračnom prometu.
Ograničenja:
- RWY 10L/28R (sjeverna USS) koristi se isključivo za letenje sportskih zrakoplova bez motora i zaprege- RWY 10R/28L (južna USS) koristi se isključivo za motorne zrakoplove ihelikoptere- Istodobne operacije (polijetanja i slijetanja) na RWY 10L/28R i RWY 10R/28L nisu dopuštene

- Istodobne operacije (polijetanja i slijetanja) na RWY 10L/28R i na FATO nisudopuštene- U slučaju polijetanja vojnih helikoptera i/ili helikoptera MUP-a s FATO -a upravcu 10 i slijetanja u pravcu 28 nije dopuštena vožnja zrakoplova po TWY A,B i B1.- Nije dopušteno istovremeno obavljanje padobranskih skokova od trenutkaulaska u nalet za skok do doskoka zadnjeg padobranca, i polijetanja, slijetanja,vožnje i startanja motora zrakoplova- Tijekom jedriličarskih aktivnosti, jedriličarski start i parkirane jedrilice sje-verno od RWY 10L/28R moraju biti na udaljenosti 45 M od središnje osi RWY10L/28R- U radnom vremenu TWR Lučko rukovatelji zrakoplovnih modela morajupribaviti odobrenje za letenje modela. Tijekom letenja moraju izbjegavatiletenje prema osobama ili zrakoplovima i zadržavati se samo na površinamadodijeljenim za letenje modela. Zrakoplovni modeli moraju izbjegavatizrakoplove s posadom- Rukovatelji zrakoplovnih modela moraju voditi računa da tijekom letačkihaktivnosti ne smiju prići bliže od 156 M rubu osnovne staze (stripa) RWY 10R/28L, te ne smiju letjeti na visini višoj od 100FT AGL za vrijeme dok se odvijajuoperacije na RWY 10R/28L i RWY 10L/28R- Tijekom odbacivanja užeta na lokacijama između RWY 10L/28R i RWY 10R/28L operacije na RWY-ima nisu dozvoljene- Zabranjeno je voziti unutar prostora između RWY 10R/28L i RWY 10L/28R,osim po objavljenim stazama za vožnju- Zabranjen je prilaz i ulazak na RWY 10L/28R bez odobrenja tijekomjedriličarskih aktivnosti- Zabranjeno je prelijetanje parkiranih zrakoplova na vojnoj stajanci i rezevoarasa gorivom- Na svim stajankama je zabranjen ukrcaj i iskrcaj za vrijeme dok se vrti elisazrakoplova.

Outside Lučko TWR operational hours a pilot intending to perform flight incontrolled airspace shall before starting engines, call FIC Zagreb on +385 16259 503 and transmit blind message about his intentions to all trafficparticipants.During Lučko TWR operational hours call sign is “Lučko TWR”, afteroperational hours, when ATZ is active, phrase “Lučko traffic” shall be usedwhen pilot transmits blind message.
Movement on manoeuvring areas before take-off
Aircraft departures from the eastern apron - “ECOS” apron
RWY 28L:Upon Lučko TWR approval an aircraft shall taxi via TWY B1 and B to theTWY B holding position. Taxi via TWY B and cross RWY 10L/28R (gliderrunway) and to continue taxiing to the E holding position shall only be doneupon TWR Lučko instruction if traffic situation permits.
RWY 10R:Upon Lučko TWR clearance an aircraft shall taxi via TWY B1 and B to theTWY B holding position. A clearance to taxi via TWY B and the RWY 10L/28R (glider runway) to the taxiway C holding position for RWY 10R shall onlybe given by TWR Lučko if traffic situation permits.
NOTICE: Holding positions for TWY E and C are located on RWY 10L/28R.
Aircraft departures from the Main apron

NOTICE: While taxiing from the east apron to the main apron and vice versa,pilot should be aware that part of taxiing takes place via RWY 10L/28R, and forit a prior permission should be obtained.
Movement on manoeuvring areas after take-off
RWY 28L:After landing on RWY 28L an aircraft shall be cleared by TWR Lučko to vacatethe runway via taxiway D or C, then continue taxiing via runway 10L/28R andTWY A, B and B1 to the appropriate apron.
RWY10R:After landing on RWY 10R an aircraft shall be cleared by TWR Lučko tovacate the runway via taxiway D or E, then continue taxiing via runway 10L/28R and TWY A, B and B1 to the appropriate apron.
Departures and arrivals of civilian helicopters
All civilian helicopters shall perform air-taxiing by daylight using the sametaxiways and complying with the same procedures applicable to power-drivenaircraft. For take offs and landings only RWY 10R/28L shall be used.
Ministry’s of the Interior of the Republic of Croatia (MUP) helicopters take-offand land from/on FATO military helicopters, and air-taxi to/from it directly to/from MUP’s helicopter apron.

- Holding positions for TWYs C, D and E are located on RWY 10L/28R- The distance between the RWY 10R/28L centre line and RWY 10L/28R edgeis 45 M. Therefore, it is allowed to taxiing on an inactive RWY until theadjacent RWY is active. It is not allowed at the same time take-off nor landingon a parallel RWY- While taxiing from the east apron to the main apron and vice versa, specialattention should be payed that part of taxiing takes place via RWY 10L/28R,and for it should be obtained a prior permission- Aircraft flying in training areas are not protected from other VFR traffic. VFRrules are mandatory in training areas. Within operational hours TWR Lučkoprovides traffic information about traffic in training area- If the clearances and/or instructions of the appropriate ATC Unit are differentfrom the procedures stated above the pilots shall follow the obtained clearancesand/or instructions in accordance with the Aviation Law
Limitations:
- RWY 10L/28R (North RWY) is used only for flying of sport aircraft, withoutan engine or tow rope- RWY 10R/28L (South RWY) is used only for power driven aircraft andhelicopters- Take-off nor landing are not allowed at the same time on RWY 10L/28R andRWY 10R/28L- Take-off nor landing are not allowed at the same time on RWY 10L/28R andFATO- When military helicopters and/or MUP’s helicopters are taking-off fromFATO from direction 10 and landing in direction 28, taxiing on TWY A, TWYB and TWY B1 are not allowed- Parachute jumpings are not allowed from the moment when the drop aircraftis ready to drop the first parachutist until the very last parachute jumper, at thesame time when taking-off, landing, taxiing and engine run-up operations - During glider activities, glider start and parked gliders north of RWY 10L/28R shall be at 45 M from RWY 10L/28R centreline-Within TWR Lučko operational hours aircraft modellers have to obtainpermission for flying aircraft models. Po uputi TWR Lučko uspostaviti radiokomunikaciju snadležnom kontrolom zračnog prometa. Izvan radnog vremena TWR Lučko,ukoliko se let nastavlja u kontroliranom zračnom prostoru, pravovremenouspostaviti radiokomunikaciju s nadležnom kontrolom zračnog prometa, anajkasnije na točki N2.
Odlazak preko točke N3
Poslije polijetanja letjeti unutar aerodromskog prometnog kruga, napustiti krug na kraku najbližem točki L2 u pravilu na 2000 ft AMSL i letjeti prema točki N3. Po uputi TWR Lučko uspostaviti radiokomunikaciju s TWR Zagreb i po njihovim uputama nastaviti let.Izvan radnog vremena TWR Lučko radiokomunikaciju s TWR Zagreb uspostaviti odmah po napuštanju aerodromskog prometnog kruga, a najkasnije po preletu točke L2.
Odlazak preko točke W1
Poslije polijetanja letjeti unutar aerodromskog prometnog kruga, napustiti krug na kraku najbližem točki R2 u pravilu na visini 1500 ft AMSL, te se priključiti odlaznoj ruti R2-W1. Po uputi TWR Lučko uspostaviti radiokomunikaciju s nadležnom kontrolom zračnog prometa.Izvan radnog vremena TWR Lučko pravovremeno uspostavitiradiokomunikaciju s nadležnom kontrolom zračnog prometa, a najkasnije na granici ATZ Lučko.

Dolasci
Za dolaske iz svih pravaca, prije ulaska u CTR Lučko, pravovremenouspostaviti radiokomunikaciju. Obvezne točke ulaska u CTR Lučko su N2 (Zaprešić), N3 (ranžirni kolodvor) i W1 (Jastrebarsko).
Dolazak preko točke N2
Po preletu točke N2 na visini 2000 ft AMSL, letjeti prema točki P3, te se prema uputama i odobrenju TWR Lučko uključiti u odgovarajući aerodromski pro-metni krug. Prije uključenja sniziti na visinu kruga - 1500 ft AMSL.
Dolazak preko točke N3
Prema uputama TWR Zagreb preletjeti točku N3, u pravilu na 1500 ft AMSL. Nakon preleta točke N3 letjeti prema točki L2, te se prema uputama i odobrenju TWR Lučko uključiti u aerodromski prometni krug ili izvršiti prilaz iz pravca ako je staza u uporabi 28L. Ako je dolazak na većoj visini prije uključivanja sniziti na visinu kruga - 1500 ft AMSL.
Dolazak preko točke W1
Po preletu točke W1 na visini 2000 ft AMSL nastaviti let prema R2, te se prema uputama i odobrenju TWR Lučko uključiti u odgovarajući aerodromski pro-metni krug ili letjeti prema određenoj geografskoj poziciji. Prije uključivanja sniziti na visinu kruga - 1500 ft AMSL.
Napomena: Ukoliko nema aktivnosti jedrilica motorni zrakoplovi i helikopteri mogu koristiti i lijevi aerodromski prometni krug za USS 10R, odnosno desni za USS 28L na visini 1500 ft AMSL./
Rezervni uređaj na TWR-u za slučaj potpunog otkaza komunikacije
U slučaju potpunog prekida komunikacije, na TWR Lučko na raspolaganju je signalna svjetiljka. Piloti trebaju pratiti svjetlosne signale s tornja.

Use of two-way radio-communication on frequency 118.075 MHz ismandatory even outside the operational hours of Tower Lučko.
Departures
Mandatory points of departure from CTR Lučko are N2 (Zaprešić), N3(marshalling yard) and W1 (Jastrebarsko).
During the operational hours of TWR Lučko, a pilot departing must request clearance and comply with clearances and instructions issued by TWR Lučko. Outside the operational hours of TWR Lučko, a pilot must fly to mandatory points of exit from ATZ Lučko and establish timely radio-communication with the appropriate ATC Unit.
Departure over point N2
After take-off a pilot must fly within the aerodrome traffic circuit, then leave the circuit at leg closest to the point P3 at 1500 ft AMSL and continue flight towards point N2. Radio-communication must be established with theappropriate ATC Unit according to instructions given by TWR Lučko.Outside the operational hours of TWR Lučko, a pilot continuing flight within controlled airspace must establish timely radio-communication with theappropriate ATC Unit but not later than on reaching point N2.
Departure over point N3
After take-off a pilot must fly within the aerodrome traffic circuit, then leave the circuit at leg closest to point L2 at 2000 ft AMSL and continue flight towards point N3. Radio-communication with TWR Zagreb must beestablished according to instructions given by TWR Lučko. The flightcontinues according to instructions issued by TWR Zagreb.Outside the operational hours of TWR Lučko, radio-communication with TWR Zagreb must be established immediately upon departure from the aerodrome traffic circuit but not later than flying over L2.

Departure over point W1
After take-off a pilot must fly within the aerodrome traffic circuit, then leave the circuit at leg closest to R2 at 1500 ft AMSL, then join the departure route R2 - W1. Radio-communication must be established with the appropriate ATC Unit according to instructions given by TWR Lučko.Outside the operational hours of TWR Lučko, a pilot must establish timely radio-communication with the appropriate ATC Unit not later than on reaching the border of ATZ Lučko.
Arrivals
All flights inbound to CTR Lučko must establish timely radio-communication prior to entry into the CTR. Mandatory points of entry into CTR Lučko are N2 (Zaprešić), N3 (marshalling yard) and W1 (Jastrebarsko).
Arrival over point N2
Aircraft flying over point N2 at 2000 ft AMSL, must proceed towards point P3, then join the appropriate aerodrome traffic circuit according to clearances and instructions issued by TWR Lučko. Descend to join circuit altitude at 1500 ft AMSL.
Arrival over point N3
Aircraft flying over N3 at 1500 ft AMSL must do so in compliance with instructions issued by TWR Zagreb. After N3 a pilot must continue towards L2, then comply with clearances and instructions of TWR Lučko to join theaerodrome traffic circuit or make an approach if runway in use is 28L. When arrival altitude is higher, descend to join circuit altitude at 1500 ft AMSL.
Arrival over point W1
Aircraft flying over W1 at 2000 ft AMSL, must proceed towards R2, then join the appropriate aerodrome traffic circuit according to clearances and instruc-

Note: When there are no glider operations, power-driven aircraft andhelicopters may use left-hand traffic pattern for runway 10R and right-hand traffic pattern for runway 28L at 1500 ft AMSL.
Backup device on TWR in case of a complete communication failure
In case of complete communication failure, ATC signal light gun is available on Lucko TWR.Pilot shall observe light signals from TWR.
