2020 Vision Systems was employed to supply a turnkey solution to satisfy the present and future demands of integrated CCTV systems for Lothian and Borders Police, with an emphasis on quality, price and low maintenance costs.
The new Force Communications Centre (FCC) at Bilston is the largest purpose built police communications centre in Scotland. Five areas come under its jurisdiction: East Lothian, Mid Lothian, West Lothian, Scottish Borders, Edinburgh and the new Scottish Parliament Building, each with a council run CCTV system. The project required these CCTV systems to be networked back to the FCC.
The first of these was Edinburgh’s City & View system. Since November 2004, police at the FCC have been able to gain direct access to, and control of, any CCTV camera at City & View for investigative purposes, following 999 calls or other enquiries. Previously, City & View only provided police with CCTV footage after an incident, as post investigative information.
Innovation
2020 Vision Systems provided the following system features:
1. The front end, user friendly GIS mapping system at the FCC, which provides a matrix of all cameras from all independent CCTV systems. Accessed via PC monitors at 45 operator desks and interfaced with the police IT network.
2. Camera control, from the front end at FCC, of all cameras PTZ functions, in real time.
3. Integration of the front end with existing legacy systems from each town/ city centre scheme, ensuring that functions such as local camera control were unaffected by the networking.
4. Transmission of images, in real time, across a reliable network infrastructure, without loss of picture quality.
5. Networking of different protocols for each CCTV system back to one uniform front end.
6. Installing a back up system at the Gold Command Centre at Lothian and Borders police HQ, to retrieve all information from FCC in case of an emergency.
7. A hard disk recorder at FCC that automatically records CCTV from cameras viewed by FCC staff.
