L e s s than 6<V years ago in fifteen s t a t e s of th i s Union a n y "suspected abol i t ionist" w a s subjected t o a l l s o r t s of in su l t s and if he even mi ldly doubted the Div in i ty of Slavery, h i s l i f e w a s no t worth a farthing. E v e n in the Free S t a t e s of the North, Ant i S lavery ag i ­tators were beaten and robbed wi thout mercy. Learned min i s ters from the pul­p i t s and great publicists* from the. ros­trum and i n . t h e press o p e n l y . a n d sol­emnly declared that anyone who pers i s t ­ed in d i s c u s l n g the s lavery ques t ion "should be regarded a s an enemy of h i s Country."

Abraham Lincoln w a s the wors t abus ­ed man who even ran for public office in th i s Country, and w h e n h e w a s a can-, didate for Pres ident "in 1&60, h e dare not s e t foot in a t l e a s t t en s t a t e s "of t h i s Union nor did a man in a n y of t h e s e s t a t e s dare cas t a vote f or h i m on elect ion day. All t h i s i s a mat ter "of undisputed history.

And y e t the essence of S lavery i s or w a s the "assumed r ight of one m a n t o l ive off of the t o i l - o f another on ac­count of the color of h i s skin." That doctrine w a s finally "shot to death by the mil l ion g u n s upon the gory batt le­fields of the South" and i t .finds no ad­vocate or defender among inte l l igent men today. And al l th i s happened l e s s than 60 years ago.

But there h a s appeared- in th i s Coun­try great bus iness interests , fos ter ing and protected by c l a s s leg is lat ion , em­ploying mi l l ions of working people, that h a s a s s u m e d the r ight to determine a l l of the condit ions under which t h e s e persons shal l labor a s we l l a s the wages .

In addition they, through interlocking directorates, have s iezed control of the means and ins trumenta l i t i e s of distri­but ing farm produce and take two- th i rds of what the farmed g r o w s , for carrying the other third t o market.

These favored c la s se s h a v i n g a l ­ready accumulated two-th irds of the surplus weal th of the nation are now desirous of making i t a crime for any­one to object t o their absorbing the balance. Indeed they appear to be adopting the same tac t ics in a some­what milder degree, that w a s practiced by the old s laveholders .

A g a i n s t th i s condition of affairs there i s a m i g h t y nat ion-wide protest that i s f a s t a s s u m i n g shape .and form. Organiz­ed Labor i s up in arms everywhere, and staid and conservat ive wel l - to-do farmers have taken ser ious a larm in m a n y sect ions . In former- upris ings , only the poorer c l a s s e s of farmers took act ive part, but in the present move­ment the financially independent farm­ers are general ly the leaders. In f a c t in some townsh ips in Kandiyohi and many other count ies every s ing le farm owner who l ives upon and operates h i s land a n d . has no other m e a n s of a l ivel ihood i s ac t ive ly or pass ive ly en­gaged in th i s work.

To meet t h i s ^spir i t of unrest , the special in teres t s nd.t only use the n e w s ­papers, but are endeavoring to curb and deny the great const i tut ional r i gh t s of free press , free speech and free public a s semblage through the courts . They apparently do not dare to m e e t the quest ions , "IJow did you acquire your wealth?" "What profit are y o u mak­ing?" in the forum of open discuss ion. They" seem to fear the l ight of publi­city. B u t invoking prejudice, misre­presentat ions and fa l sehoods wi l l no t win in the battle. In the end the American people wi l l preserve their const i tut ional r ights and l ibert ies even though the h ighes t courts should de­cide a s they did in the case o f the negro, that the "toil ing m a s s e s in t h e mines , in the factor ies and upon the farms have no r ight s that the b ig capi ta l i s t s are bound to respect."

The Street Committee reported that they had taken up mat ter of changing State Road No. 6, on W. Litchfield Ave., with the local Superintendent of the Great Northern Rai lway, a s they were requested to do a t the las t meet ing and that they had no further report to make a t th i s t ime.

Alderman C.. F. Olson introduced an Ordinance for renewing -certificates of indebtedness now outstanding, which Or­dinance i s entitled, "An Ordinance Auth­orizing the Sale of Certificates of In­debtedness In Anticipation of the Taxes Levied for the year A. D. 1919, For and On Account of the General Fund."

Moved and seconded tha t the afore­said Ordinance be considered and given i t s first reading. Carried. The said Or­dinance w a s then read. ,

Engineer R o w a t spoke about a change of the sewer p l a n s that would be neces ­sary in order to lower the present s treet grades in the South W e s t part of the City.

Mr. R. W. Wigley , the n e w owner of the Majest ic Theatre, made application to have the l icense of Mr. Carey for said theatre changed over - to him, for the unexpired term, which w a s granted.

The fo l lowing sewer permits were granted: C. F . Olson for residence on Lot 1, Bloek 129, wi th the 12th S t N. sewer! F . B. Swal in for new residence oh Lot 19, Highland Addition, to connect wi th the E a s t Becker Avenue sewer ; John A.
