A motion was made by Commissioner Morris to accept the minutes of the last meeting and seconded by
Commissioner Walraven. Minutes accepted.
Item One: Item one was a request from the Garland County Sheriff’s Office requesting a second
psychological evaluation for Jimmy Caldwell. Commissioner Holladay made a motion to grant the
request and the motion was seconded by Commissioner Walraven. Motion passed unanimously.
Item Two: Item two was a request from the Benton County Sheriff’s Office for a waiver of basic training
in exchange for the military police experience for Deputy Matthew Vandiver. Commissioner Wilburn
made the motion to deny the request and was seconded by Commissioner Walraven. The motion
passed requiring Mr. Vandiver to attend the full 12 week basic training class.
Item Three: Item three was a request for decertification from the Conway Police Department for former
Officer Christopher M. Adkins. Commissioner Morris made the motion to go forward with
decertification. The motion was seconded by Commissioner Wilburn and passed unanimously.
Item Four: Item four was a request from the Faulkner County Sheriff’s Office requesting decertification
of former Deputy Keith D. Rick. A motion by Commissioner Walraven and a second by Commissioner
Golden to go forward with decertification was unanimous.
Item Five: Item five was a request from the Washington County Sheriff’s Office for decertification of
former Deputy Hayden Miller. A motion to go forward with decertification was made by Commissioner
Wilburn and seconded by Commissioner Morris. Motion passed.
Item Six: Item six was a request from the Department of Community Correction requesting
decertification of former Officer Anthony Chad Lawrence. Commissioner Morris made a motion to go
forward with decertification and was seconded by Commissioner Holladay. Motion passed.
Item Seven: Item seven was a request from the Malvern Police Department for decertification of former
Officer Robert C. Taylor. A motion to go forward with decertification was made by Commissioner
Holladay and seconded by Commissioner Morris. Motion passed.
Item Eight: Item eight was a request from the Guy Police Department for decertification of former
Officer Josh George. A motion to go forward was made by Commissioner Wilburn and seconded by
Commissioner Holladay. Motion passed.

Item Nine: Item nine was a request from the Benton County Sheriff’s Office for decertification of former
Deputy Michael Long. A motion to go forward by Commissioner Morris was seconded by Commissioner
Wilburn. Motion carried.
Item Ten: Item ten was a request from the Little River County Sheriff’s Office for decertification of
former Deputy Daryl Keith Lincoln. A motion was made by Commissioner Walraven and seconded by
Commissioner Morris to go forward with decertification. Motion carried.
Item Eleven: Item eleven was a request from the Hot Springs Police Department requesting
decertification of former Officer Garrett W. Nelson. The motion to go forward by Commissioner Wilburn
and seconded by Commissioner Morris carried.
Item Twelve: Item twelve was a request from the Conway Police Department for decertification of
former Officer Aaron Julian. A motion to go forward with decertification was made by Commissioner
Holladay and seconded by Commissioner Wilburn. Motion carried.
Item Thirteen: Item thirteen was a request from the Bull Shoals Police Department for decertification of
former Chief Daniel Sutterfield. A motion was made by Commissioner Wilburn to go forward and
seconded by Commissioner Morris. Motion passed.
Item Fourteen: Item fourteen was a request from the Office of Law Enforcement Standards for
decertification of former Officer Torey Pulliam. A motion by Commissioner Wilburn and a second by
Commissioner Morris passed unanimously to go forward with decertification.
Item Fifteen: Item fifteen was a request from the Arkansas State Police requesting decertification of
former Trooper Thomas Weindruch. Commissioner Holladay made a motion to go forward with
decertification and was seconded by Commissioner Morris. Motion carried.
Item Sixteen: Item sixteen was a request from the Lee County Sheriff’s Office for decertification of
former Officer Terry Ray Steward. Commissioner Holladay made a motion to go forward with
decertification. Motion was seconded by Commissioner Morris. Motion carried.
Item Seventeen: Item Seventeen was a request from the Des Arc Police Department for decertification
of former Officer Chris Roy Fisher. A motion to go forward with decertification was made by
Commissioner Walraven and seconded by Commissioner Morris. Motion carried.
Item Eighteen: Item eighteen was a request from the West Memphis Police Department for
decertification of former Officer Lacy M. Robertson. Commissioner Walraven made to motion to go
forward with decertification and his motion was seconded by Commissioner Wilburn. The vote was
unanimous.
Item Nineteen: Item nineteen was a request from the Independence County Sheriff’s Office for
decertification of former Deputy Bianca Tate. Commissioner Morris made the motion to go forward
with decertification and his motion was seconded by Commissioner Wilburn. Motion carried.

Item Twenty: Item twenty was a request from the Bethel Heights Police Department requesting a waiver
of basic training in exchange for the training Jerry Camilo had received while working for the Border
Patrol in Artesia, New Mexico. Commissioner Wilburn moved that the commission deny the request and
require Mr. Camilo to attend the full 12 week basic training course. Commissioner Walraven seconded
the motion and the motion passed requiring Mr. Camilo to attend a full basic training class.
Item Twenty One: Item twenty one was a request from the Ashley County Sheriff’s Office for
decertification of former Deputy Tony Carter. A motion to go forward was made by Commissioner
Morris and was seconded by Commissioner Holladay. Motion carried.
Item Twenty Two: Item twenty two was a request from the Washington County Sheriff’s Office
requesting decertification of former Deputy Daren Morrow. Commissioner Wilburn made a motion to
go forward with decertification and was seconded by Commissioner Morris. The motion carried.
Item Twenty Three: Item twenty three was a request from the Jackson County Sheriff’s office to rescind
the Commission’s vote made at the April meeting in regard to former Deputy Lindsey McCullar.
Commissioner Morris moved to table the matter until the next meeting. Motion was seconded by
Commissioner Jiles and carried.
Item Twenty Four: Item twenty four was a request from the Arkansas State Police asking for
decertification of former Trooper Christopher L. Crim. Commissioner Morris made a motion to go
forward and the motion was seconded by Commissioner Wilburn. Motion carried.
The Jail Standards Committee gave a report on their progress of revising and improving the training for
the jailers of Arkansas. The Commission gave a vote of approval and support of the proposed new 56
Hour Jailer Training Class. The committee will report back to the Commission on other changes after
further study.
Director Jones reported on the training curriculum and the continued upgrading of the ALETA facilities.
