3. QUALITY ASSURANCE FOR RNP AR APPROACH

States must establish a quality system for the entire IFP process. (ICAO’s Doc. 9906 Quality Assurance Manual for Flight Procedure Design Vol.1 - Flight Procedure Design Quality Assurance System)

There is no QA system for RNP AR Flight Procedure in JAPAN.

Study to develop QA system for RNP AR is on-going.

4. TRAINING

Training is one of the most important elements of quality assurance. (Doc 9906 Vol.2 – Flight Procedure Designer Training)

Training is conducted to train competent designers for RNP AR APCH Procedure Design.

Outline of RNP/AR Training (Advanced Training)

Duration: 2 weeks

Trainee: 10 Active procedure designers(trained in Basic Training Program)

GOAL: To identify basic facts and terms of ICAO RNP/AR principles and definitions, and RNP/AR approach can be designed in accordance with PANS-OPS criteria.

• 4 days practical exercises to develop and draw procedures

• 7 days lectures to cover overview, and Procedure Construction with progress test

5. FLIGHT PROCEDURE DESIGN SOFTWAE

States are encouraged to use software packages to design instrument flight procedures. (Doc 9906 Vol.2)

Procedure Design Automation Tools are expected to improve not only speed and efficiency of design process, but also accuracy and quality of design output.

An Automation Tool complied with Doc.9905 (RNP AR Procedure Design Manual) is selected for RNP AR APCH Procedure Design.

There is a significant need to define a validation process for such Automation Tools. (Doc. 9906 Vol.3 –Flight Procedure Design Software Validation)

7. FLIGHT OPERATIONAL SAFETY ASSESSMENT (FOSA)

ICAO’s Doc. 9613 PBN Manual (Vol-2, Part C, 6.4.1.1) states the requirement of FOSA.

PBN Manual does not provide a complete method or process for conducting a FOSA.

FOSA document is being prepared in JAPAN.

Quality Assurance – Flight & Ground Validation Procedure for RNAV Route

Training – Advanced Program for RNP AR

Automation Tools – Compliance with Design Criteria

FOSA – Assessment and Mitigation by stakeholder’s discussions

Some issues are remain, but possible to resolve side by side with relevant organizations.

Further effort to be made for successful implementation.
