once strained human resources / Technical capabilities

• Lack of commitment by agencies to follow through on responsibilities

• Resistance to change – not recognizing the potential of the system

timely accounting for the monies collected on their behalf

• Full capability of the system is not being used

• Resources (GDBS-onsite transactions)
