The Energy Conservation Act was enacted on 1st October, 2001.
The Bureau of Energy Efficiency (BEE) was set up on 1st March, 2002.
It is a statutory body under the Ministry of Power, under the provisions of the EC Act.
The Energy Conservation Building Code (ECBC) was developed by BEE and launched on 27th May, 2007.
It was revised and relaunched on 19th June, 2017.

ECBC implementation and enforcement is done at the state and local level.
The cells bridge knowledge, technical and human resource gap in the state.
The composition of the cells differs in different parts of the country.
The cells have a mixture of architects and engineers from different
streams (mechanical, electrical, etc.), as per requirement of the
particular cell.
The cells mainly do three types of activities:

Updating the SoR in Karnataka
SoR Schedule of Rates
SoR is a reference document followed by PWD and some Public Sector Undertakings (PSUs) for providing material and technology specifications and for cost calculations.
ECBC cell assisted Karnataka PWD in updating the SoR to include energy efficient materials and technologies.
Karnataka has two distinct SoR documents – one for civil works, another for electrical & mechanical works.
