According to the data comparison of unsafe events of last 36

months 。Generally, NON-HGS:7.06 vs HGS:5.86,decreased by

17%。For 2012 NON-HGS:6.03 vs HGS:3.35,decreased by

45%。

HUD regulations of CAAC

Regulations on HUD

As early as July 16th, 2004, the CAAC published a AC named 《Special approval procedure on CAT II or lower than CAT I minima with head up guidance system》 to instruct the usage of HUD. A revision named 《The approval procedure on Special Authorized CAT II Or lower than CAT I minima 》 came out on May 19th,2006. At that time the second AC gave the regulation guide for Operation Certification of Shandong airlines. For the situation in 2009, CAAC amended it again for the SA CAT I. Started from 2009 to 2010, CAAC revised this AC 4 times before the final version came out which is called《 Procedures for the Evaluation and Approval of Facilities for CAT II or Special Authorization Category I Operations》。

Requirements for SA CAT I (RVR 550m/DH150ft):

1. runways must have or be qualified for a 14 CFR part 97 SIAP .

2. Runways must have or be qualified for CAT I DH of 200 feet and visibility

minimum of not more than RVR 1800 feet .

3. The runway must have a declared landing distance of 5000 feet or greater .

4. Required lighting and ancillary equipment.

(1) A SSALR, MALSR, or ALSF-1/ALSF-2,

(2) HIRL, and

(3) A TDZ sensor of an RVR reporting system.

5. The commissioned glide path angle shall be 3.0 degrees.

6. The TCH, RDH, or ARDH must not exceed 60 feet.

7. The operator must be qualified for CAT II operations.

Requirements for SA CAT II (RVR 350m/DH100ft): 1. runways must have, or be qualified for, a part 97 CAT I SIAP with a DH of 200

feet and a visibility minimum not more than RVR 550m .

2. The runway must have a declared landing distance of 5000 feet or greater

3. Required lighting and ancillary equipment.

(1) An SSALR, MALSR (with threshold bar that is separate from runway end

lights), ALSF-1/ALSF-2,

(2) HIRL ,

(3) Require not less than 2 sensors of an RVR reporting system, and one of the

required sensors must be for the TDZ.

4. The ILS must be certified and maintained, and the critical areas must be

protected to provide not less than performance classification II/D/2.

5. Only those operators with an authorized OpSpec for CAT II operations using

aircraft currently operationally approved for CAT III operations (i.e., autoland or

HUD approved to touchdown capability) may be considered eligible for these

operations.

6. The ILS must be certified to CAT II flight inspection tolerances including the

LOC CAT III structure to Point D.

How HGS operation be

certified?

CAAC concerns

April 30, 2007 Shandong Airlines officially presented approval to the CAAC for the application of HUD Supplementary Operation Certification

May 10, 2007, the meeting of formal application for HGS supplemental operation certification was held in Jinan, in which 14 kinds of manuals such as Operation Manual, training program were submitted to CAAC.

May 15, 2007 CAAC started to go through all the documents of Shandong airlines.

The second half of 2007, the CAAC suspended the work of HGS because of RVSM work.

March 2008 CAAC restarted HGS certification project.

June 2008, the CAAC Flight Standard Department, East China Regional Administration, Shandong Authority conducted a joint review on the manuals related to HGS, Shandong Airlines answered all the questions on the review .

August 18, 2008, the CAAC gave initial approval for HGS operation, document reviews stage ended.

October 10, 2008, the CAAC successfully conducted HGS test flight in Jinan airport.

October 27, 2010, the CAAC successfully completed SA CAT I demo flight in Qingdao Liuting airport.
