Project Description Access to SR 28 from the local roadway network between the Columbia River and SR 28, immediately south of US 2/97, is provided by stop-controlled intersections that have mobility and safety performance opportunities. Recent safety improvements at the intersection of US 2/97 and SR 28 altered to Cascade Avenue, leaving westbound travelers in this area to access the highway network at these stop controlled intersections along SR 28. Constructing a roundabout at SR 28 and 35th St. and revising access to Cascade Avenue at US 2/97 to right-in only will improve safety, access to local roadway network, and aide access for future economic development in the area.

As of May 2019: The current scope initially planned to build two roundabouts on US 12 at the intersections of Anderson Road and Moon Road SW. However, Thurston County committed to closing 188th St at Moon Rd, which eliminated the need to construct a roundabout at this location. Additionally, the schedule has being delayed due to a lengthy environmental process and right-of-way negotiations.

Reported October 2019: The design of the secant pile walls adjacent to Siebert Creek is taking longer than previously estimated due to the challenging geotechnical site conditions. This has lengthened the design effort and delayed the environmental process, right-of-way acquisition, and construction phase and has resulted in an increase to the project cost. As of December 2019: This location is known historically for landslides and the recently completed seismic geotechnical analysis required the installation of drilled shaft walls and soil reinforcement to excavate the new creek bed and maintain stability around the existing US 101 eastbound and new westbound bridge piers. This will increase the cost of the project.

Reported April 2019: Negotiations with Burlington Northern Santa Fe (BNSF) Railway identified that a railroad detour bridge is required. This increased the right-of-way and design costs for the project. As of December 2019: This project is delayed in response to the passage of I-976 and the Governor's direction to WSDOT to postpone certain projects not yet underway. Additionally, more time is required for negotiations with Burlington Northern Santa Fe (BNSF) Railway and to mitigate the Stormwater flow control system.
