• basic content should be accessible to all browsers

• basic functionality should be accessible to all browsers

• sparse, semantic markup contains all content

• enhanced layout is provided by externally linked CSS

• enhanced behavior is provided by unobtrusive, externally linked JavaScript

• end user browser preferences are respected
