n an era of shrinking personnel and increased responsibility, government workers require guidance in self‐discovery and
learning, which expand their understanding of leadership while building practical abilities and developing self‐
awareness. The Blacks In Government (BIG) National Training Institute (NTI) training sessions are selected to provide

This training will help participants uncover the worries and nagging questions that keep them stuck. Do you need a push to go after a promotion, a venture, a relationship or anything that is new or outside of your normal? Before you can make any move, are you paralyzed by an avalanche of worry that begins with “What if…?” If you want to tune out the “what ifs,” this training is for you. I currently work in the capacity as a GS 14 Information Technology Specialist for the Office of Architecture, Strategy & Design (ASD). My
core duties are Digital Strategy, Social Strategy, Web Development, SharePoint Administration and Knowledge Management (KM)
Engineering. I oversee ASD’s Internet, Intranet, SharePoint, and KM activities using various techniques and tools to facilitate the
creation, storage, retrieval and transfer of information/knowledge throughout the VA.
AVA ROSS
Ava Ross is the founder and Executive Director of Tabula Rasa Domestic Violence, Inc. a nonprofit organization that provides life tools
to victims and survivors of domestic violence. She is a survivor, an overcomer, and a motivational speaker who was just recently
interviewed by ESPN about domestic violence in the NBA/NFL. Ava Ross is also the CEO of TRDV, Inc. a company that provides services,
education, and training to employers and employees about domestic and sexual violence, sensitivity, risk management, policy and

DONNA RUCKER
As Deputy Managing Partner at Tully Rinckey PLLC’s Washington, DC office, Donna takes a focused and custom approach to her work
with the firm’s employment law clients. She is highly cognizant of the fact that no two employment law cases are the same, and therefore
no two client case strategies should be the same. She dedicates the time necessary to develop the legal pathway most likely to lead to
a client’s desired outcome given the circumstances at play. She invests personally in each client’s legal matter, is highly passionate about

Mr. Glenn Scotland is a retired member of the United States Army, a former Business Owner, holds a Bachelor degree in Computer
Science and is currently pursuing a PHD in Clinical Psychology. Mr. Scotland is the past EEO Director, ADR Manager, and FOIA and Privacy
Act Officer for Joint Buckley Air Force Base in Aurora CO. Currently, Mr. Scotland is employed at the Department of the Interior (DOI),
U.S. Geological Survey (USGS), EEO Office in the Formal Complaints Department, where he conducts investigations, frames arguments
for investigation, reviews Investigative Plans, Review Report of Investigation, respond to Judge Orders, conduct mediations and prepare
documentation for the courts. He is also called upon as a guest speaker for numerous organizations on diverse topics.
JAMES SCOTT
James Scott is an Innovation Specialist and Lead Diversity Engineer for 18F and the new Technology Transformation Services (TTS). He
works on cloud.gov where he is building a cloud platform which enables agencies to deploy compliant applications to the cloud easily.
He is also committed to building a diverse and inclusive culture within 18F and TTS. Before coming to the government, James worked
for Intel Corporation where he worked on many software projects.
PIA N. SCOTT
Pia Scott is an Innovation Visioneer. As the Training and Development Director for the new Technology Transformation Service and the
former Chief of Staff for Presidential Transition Support Team, she expertly navigates complex issues and collaboratively creates optimal
solutions. Pia's philosophy is Equip Them, and They Will Lead You to Victory. Just ask her protégés, who acquired advanced degrees,
earned promotions to the Senior Executive Service, and launched successful enterprises. As a Presidential Management Fellow, who led
various government‐wide programs, Pia is most honored to serve as her father's caregiver, her niece's guardian and the 3rd grade
Sunday School teacher.

Wanda L. Scott is an Educator. She is an Associate Professor in Higher Education, a Corporate Trainer specializing in Effective
Communications and Leadership Development for companies such as Nissan, and she is an ordained minister teaching the Word of God.
While working in Corporate America as an IT Networking Engineer for companies like Bridgestone and Microsoft, she trained their
employees and Government clients such as the IRS and the Department of State. Wanda has a Master’s in Education from Johns Hopkins
with Leadership Development and Leadership in Technology Development Certificates. Wanda is an Author and a Consultant.
RABBONI SELAH
Mr. Rabboni Selah is a successful salesman and business owner, nationally celebrated Motivational speaker, as well as founder and CEO
of the Black Professional Speaker’s. Author of Be Your Own Hero, Stay Positive Baby, & How to Love Yourself in 40 Days. As the founder
of Master’s Concept Unlimited, a motivational training company, he has been in various publications including Jet Magazine and many
major newspapers. Additionally, he appeared on television and radio programs and before numerous business groups, civic

BRIAN SHACKELFORD
Brian Shackelford ‐ COO of UEBSC, was born and raised in Memphis, TN. A lifelong friend of Cedric Lancaster, Mr. Shackelford was an
instrumental figure in the building of UEBSC and its brand. Brian holds an Associate's Degree in Business Administration from the
University of Maryland. Before his involvement with UEBSC, Brian served our great Nation with 20+ years of service in the United States
Air Force. He traveled the world to support and defend our country. His training expanded across many horizons and has earned several
honorary awards. Brian retired from the US Air Force as a Masters Sergeant in February 2008. Mr. Shackelford has taken extensive
courses in Leadership, Team Building, Strategic Planning, and Operations Management.
CHRISTINA SHAW
Christina Shaw, of the General Services Administration's Personal Property Management Division, will be hosting a Basics of Property
Disposal training course. Agencies will learn how to dispose of federal owned personal propertyproperly. This training will examine the
four steps of the typical disposal process (internal screening, federal screening, state/local screening, and sales) as well as special
programs such as Computers for Learning. The course will also cover the abandonment and destruction rules and regulations.
COL KEITH B (USAF, RET) SHOATES
Col Keith B. Shoates (USAF, Retired), PMP holds a BS (EE) and Masters (EE) from Cornell University, MBA (Finance) from Chapman
University, Certificate in Financial Planning from College of Financial Planning, Certificate in Project Management from the Project
Management Institute, and Level III Certification in Program Management and Systems Engineering from Defense Acquisition University.
With 28 years of experience in the public, private, and not‐for‐profit sectors, he provides mentoring and coaching services on the
fundamentals of project management, personal strategic & financial planning, effective time management, and wealth building
strategies. Col Shoates currently provides acquisition, project management, and systems engineering services to the Department of

Ryan Sibley is a writer and content strategist with a history in the open data and open government movements. Her work focuses on
making web writing and design intuitive and accessible to all people who helps her accomplish her goal of empowering users through
clear explanations and providing access to data. She's worked to simplify language describing some of the government's most complex
procurement and identity programs and remains an advocate for the regular person's right to understanding government

Ms. Simmons has brought her passion for helping people to the federal market where she consults federal personnel in various agencies
regarding their employee benefits and assists them in attaining their retirement goals. She has been a BIG NTI workshop presenter for
the last six years.
LAMETRICE S. SIMS
Lametrice S. Sims, am a Senior Non‐ Commissioned Officer with 30yrs. of military & civilian experience within and outside of the U. S.
Air Force (Active/Reserves) with 16yrs of experience as a professional development facilitator in the subjects: Team Building, Emotional
Intelligence, Healthy Thinking, Frontline Supervisor, Suicide Prevention & Violence Awareness, Stress Management, Supervisory

John Sporing is the Founder & CEO of JohnSporing.com, LLC, an organization dedicated to assisting minority professionals within and
outside the government to maximize their leadership potential and prepare them to become world‐class leaders. John served in the
Federal government for nearly a quarter century and has spoken at colleges and professional organizations across the country. He holds
a BBA from The University of Texas, San Antonio, an MA from the St. Mary’s University of Texas, and was a Ph.D. candidate at American

CALVIN STEVENS

Serves as the Civil Rights Chair for The Coalition For Change, Inc. (C4C). She is also President, and co‐founder of a non‐profit organization
called Black Females for Justice II at the Social Security Administration. Ms. Taylor is a retired U.S. veteran from the U.S. Army, and she
now serves as the class agent in an EEOC certified race‐based class complaint representing over 5,000 Black females (Taylor, et al. vs.
Commissioner of Social Security Administration). Ms. Taylor holds an associate degree in fine arts from the Community College of
Baltimore County and a Bachelor’s degree from University of Maryland University College in Business Administration.
JOANN TOLBERT‐YANCY
Joann Tolbert‐Yancy is the President of Jotoski Human Resource Consulting Firm based in Dallas, TX, specializing in employment law
compliance, diversity training, and management/employee development training. Her Serving clients such as Homeland Security, State,
Farm Insurance Texas Zone, Chase Bank, US Postal Service, United States Department of Education, U.S. Department of Agriculture,

TANYA WARD‐JORDAN
The workshop session will be presented by the three three panelists identified below. See brief biography for each presenter who is
with the Coalition For Change, Inc. (C4C). C4C, a volunteer civil rights organization, founded in 2009, addresses the need for increased
diversity and inclusion in the federal sector and provides an informational and spiritual support network for current and former Black
Federal employees who have challenged civil rights violations.
ROBERT WILSON
Rob Wilson is a financial advisor, television contributor and new media personality who concentrates his practice on providing advice
to and managing financial affairs for successful professional athletes, entertainers, and other young professionals. His work providing
advice and guidance to prominent young stars has earned him the moniker "Hip Hop's Financial Advisor." Rob received his bachelor's
degree in Industrial Engineering from the University of Pittsburgh and started his career as a systems analyst at Deloitte Consulting, one
of the largest professional services firms in the world. There, Rob provided information technology expertise to clients in the financial
services industry such as JP Morgan Chase, Bank of America, and the State of New Hampshire.
STEPHANIE E. WILSON‐COLEMAN
STEPHANIE WILSON‐COLEMAN, The Empowerment Doctor, inspires others with her motivational seminars of overcoming sexual
molestation, being a teenage mother and homelessness to becoming one of the highest ranking females in the federal government's
Midwest region. She lives her inspiration as the founder of The Champagne Connection, Inc. which is dedicated to helping other
transform their lives so they may live their dreams. She has published three books and hosts a cable access television show, "A Sip of
Inspiration." She is actively involved with homeless shelters, at‐risk youth, teenage mothers, and victims of domestic violence. Stephanie

Former NYC Employment Recruiter, Cornelia Wright, will use her decade‐plus experience to share various "interview styles," non‐
traditional type questions that may be asked during an interview, how to use life experiences successfully to your advantage, and

CHRISTIE WYATT
Ms Wyatt is currently a District 27 Officer with Toastmasters International which is located in Washington D.C. I have over 20 years of
public speaking, training and facilitation experience. I am working on becoming an Accredited Speaker with Toastmasters International.
I currently have my Advance Communicator Silver and Advance Leader Silver awards with Toastmasters (TM) International. She is
currently a member of USDA Patriot Plaza III Toastmasters (TM) Club, USPS Speak Up 727 TM Club and the President of PMP Experts
Toastmasters Club. Additionally, I am an executive leader within District 27. As a Division C Director, Ms Wyatt mentors and trains
members, and club officers on becoming better speakers and leaders within TMs International as well as within their professional

Basilia Yao has 15+ years of experience providing management and advisory services for commercial and public sector clients. In 2015,
Ms. Yao was recognized as one of Consulting Magazine's Top 25 Consultants. Before joining A&M, Ms. Yao was the Chief Operating
Officer for the NYC Office of Housing Recovery Operations. She was also a Senior Policy Advisor to Mayor Bloomberg's Special Initiative
