LOOKS like Umzimyati and Umvoti Municipalitieshave forgotten that they are there for the residents of Greytown.
The latest in the notorious water overchargesaga is that Umvoti Municipality has been instructed by Umzimyati not to issue a ratesclearance certificate (which is required before aproperty can be transferred) unless they are provided with proof from Umzinyathi that the wateraccount has been settled.
This means that sellers of properties may beforced to settle these unsubstantiated debits inorder to transfer their properties.
In the past month, two lawyer’s letters havebeen sent to Umzinyathi requesting that thedebits, which are not supported by documentaryproof and are now prescribed, should be reversed.
However there has not even been the courtesyof an acknowledgement from Umzinyathi.
In a third lawyer’s letter sent this week on therates clearance certificate, it is stated “This isclearly unsatisfactory and we are recommendingto our clients that they should approach thecourt for an order that you reverse these debitsunless you confirm in writing within seven daysfrom the date hereof, that you will be doing soand that the reversal appears in the next statements”. Once again, residents are reminded tojust pay the current amount on the Umzinyathistatements until the whole five year debacle issorted out.
STOP PRESS: DA Councillor Paul Buss informed by Umvoti Municipality that sellers muststate water account in dispute with Umzinyathiwhen applying for rates clearance certificate.

IT would be impossible to in-corporate his life in this shortspace as we all mourn, andcelebrate, the lifeofoneof theworld's greatest icons – Nel-son Rolihlahla Mandela. Hedid not belong to SouthAfricaonly, as can be seen since theannouncement of his deathlast Thursday night.
The world has come to-gether not only to expresstheirsadness,butalsotocele-brate the hope and freedomhe gave to so many.
Born inQunuintheEasternCape on 18 July 1918, he wasgiven the name Nelson by ateacher at primary school.
Having completed his BAand LLB, Mandela co–found-ed the ANC Youth League in1944 – also the year he mar-ried his first wife, Evelyn.
The year of 1952 saw thestart of the defiance cam-paign and he was arrestedand convicted for violatingthe Suppression of Commu-nism Act – the sentence wassupended.
In this year he opened thecountry's first black law firmwith Oliver Tambo.
He was arrested in 1956with 155 others – they weretried for treasonata fouryeartrial and all were acquitted in1961.
Nelson andWinnieMadiki-zela were married in 1958and divorced in 1996. On his80th birthday in 1998, Madi-ba married Graca Machel. The following year, steppeddown after one termas presi-dent.
When the governmentbanned the ANC in 1960,Mandela went underground, formed uMkhonto we Sizweand left the country for mili-tary training.
He became known as the“Black Pimpernel” but on 5
August, 1961, was arrestednearHowickonchargesof in-citement and leaving thecountry illegally.
The Rivonia sabotage trialstarted in 1963 and the fol-lowing year he was sen-tenced to life with nineothers.
Mandela served 27 yearsin prison on Robben Island,Pollsmoor and Victor VersterPrisons until 11 February,1990 when President deKlerk granted him freedom.
Elected as ANC deputypresident, hebecamethe firstpresident of a democraticSouth Africa on 9 May, 1994,following the country's firstever democratic elections. This remarkable man, whochallenged apartheid as“moral genocide” laid thefoundations of a new SouthAfrica through promoting aclimate of forgiveness andpeaceful reconciliation.
Madiba cannot be replacedinperson, buthehaslefta leg-acy of love, total dedication toequality for all and justice, and South Africans can hon-our this great gentle giant ofamanbycarryingout and liv-ing this legacy. Many of themost touching iconic imagesbeing viewed by millionsthroughout the world are ofMadiba and children – in ac-cepting theNobel Peace prizein 1993 he said “children arethe most vulnerable citizensinanysociety ...andthegreat-est of our treasures”.
The Mandela family haveappealed toall tokeepNelsonMandela's dream alivethrough honouring humani-ty,andcourageandraisingupthe poor, the downtroddenand themarginalised. He hasfinished his longwalk to free-dom – now it is up to us to ac-cept and live his legacy.
LALA NGOXOLO TATA
Nelson Rolihlahla Mandela18 July 1918 – 5 December 2013
“During my lifetime, I have dedicated myself to the struggle of the African people.
I have fought against white domination, and I have fought against black domination.
I have cherished the ideal of a democratic and free society in which all persons live
together in harmony and with equal opportunities. It is an ideal which I hope to live
for and to achieve. But if needs be, it is an ideal for which I am prepared to die.”
HE HAS LEFT A LEGACY OF LOVE, TOTAL DEDICATION TO EQUALITY FORALL AND JUSTICE, AND SOUTH AFRICANS CAN HONOUR THIS GREATGENTLE GIANT OF A MAN BY CARRYING OUT AND LIVING THIS LEGACY.
