President’s Letter– Welcome!
I would like to welcome you to GBR SHRM! With almost 300 members
represented from one employee to Fortune 500 organizations, GBR
SHRM has educational and networking opportunities to appeal to both
new and seasoned professionals regardless of your organization’s size.
2013 is shaping up to be an exciting year. You may notice a few changes
right away:
1. Revised website – our website has been redesigned to highlight the
many networking and educational events available to you. Take a few
minutes to browse the site and see what’s new. Also, many changes
to come to our monthly newsletter! Check out our website!
2. Monthly meeting location – our breakfast meetings will remain
at Juban’s Restaurant but our lunch location is now located Oak
Lodge Conference Center.
3. Meeting format – a few things will change in regard to the format.
First, we will provide a rolling power point 30 minutes before the
speaker presentation to highlight upcoming events and interesting
facts about our chapter and members. Second, we will provide more
opportunities to network with your colleagues. Bring your business
cards to every meeting! Finally, we are modifying the times of the
meetings.
Breakfast – networking 7:30 – 8:00 am, Speaker 8:00-9:00 am.
Lunch – networking 11:30 – 12:00, Speaker 12:00-1:00 pm.
This timeframe still meets the requirements for HRCI credit. I invite
you to get involved in GBR SHRM. Great
things are happening.

At the January chapter meeting, Rebecca Briley, Human
Resources Manager for E Federal Credit Union was
awarded the HR Professional of the Year award for 2012.
Among her numerous accomplishments, Ms. Briley is a past president of GBR
SHRM, past state director of LASHRM, a member of the state conference
committee and most recently has been named to the as the Southwest Cen-
tral representative to the national SHRM Advisory Panel. In her role with E
Federal Credit Union, she has designed the HR group to be more employee
friendly and helped reduce the number of complaints and legal claims against
her employer. Rebecca has mentored young HR professionals both within her
company and in her SHRM roles.
She is an active member of her church and has participated in outreach activi-
ties for adults in job search capacities.
GBR SHRM is proud to have Rebecca Briley as the recipient of the HR Profes-
sional of the Year award.

Starting Thursday, February 14 at 7am at the Shaw company cafeteria on Essen Ln. and continuing each month GBR SHRM will “resurrect” monthly Coffee Talk meetings with Jerry "Jay" Stovall, Jr. - Legislative Director of 2013 GBR SHRM and Partner with Breazeale, Sach-se & Wilson, LLP. Jay will lead discussion regarding current issues in the world of labor and employment law. Can’t make the meeting? Contact Jay directly with your sug-gestions on meeting places, dates/times!
Did You Know?
GBR SHRM announced the winner of the 2012 Excellence in
Diversity award at its October meeting. The award, which
was created in 2011, is awarded to companies that excel in
their diversity efforts. Companies are nominated for the
award by employees and are reviewed by the GBR SHRM
Diversity Committee. The 2012 Excellence in Diversity
award recipient was the Louisiana State University Office
of Equity, Diversity and Community Outreach. Dr. Katrice
Albert, Vice Provost and Chief Diversity Officer accepted the
award on behalf of LSU. Congrats!

GBR SHRM January Chapter Meeting
Sherry Johnson, SPHR, was the guest
speaker at the January Chapter Meet-
ing. Ms. Johnson is the Field Services Di-
rector in the Southwest Central Region for
the Society of Human Resource Manage-
ment. She discussed the four major chal-
lenges that HR professionals are facing to-
day and provided a two-part strategy for
turning these challenges into opportuni-
ties for organizations. Her presentation
was intriguing and a great way to kick off
the new year as many organizations are
preparing for strategic planning. We are
excited that there was record-breaking at-
tendance for the January meeting and look
forward to another great speaker, Ms. Ma-
ria Manuel, in February.

One of the Core Leadership venues for SHRM is its Foundation.
For over 40 years, the SHRM Foundation has focused exclusive-
ly on the advancement of the workforce through studying, ana-
lyzing, reporting, and promoting the best in human resource
management. The Foundation funds research grants and aca-
demic scholarships, and offers a series of products on Effective
Practice Guidelines, Executive Briefings, and Educational
DVDs.
In the coming months, the GBR SHRM Foundation effort for
2013 will roll out its goals and objectives. There will be two sep-
arate campaigns: one is the Leadership Campaign, which in-
volves Board members and the other is the Chapter Campaign,
which involves the entire membership. We have not set the tar-
get for fundraising for 2013 and we have not committed yet to
the fundraising activities we will pursue. Any chapter members
with ideas for fundraising are encouraged to share them with
the Board's Foundation lead, Carey Foy, at: cfoy@lwc.la.gov.

On Friday, January 25, 2012, a three-judge panel of the U.S.
Court of Appeals ruled that Obama violated the U.S. Constitu-
tion when he bypassed the Senate to fill three vacancies on the
NLRB.
The Obama administration is expected to appeal the decision to
the U.S. Supreme Court. However, if the decision stands, it
means that literally hundreds of decisions issued by the NLRB
since the appointments are invalid. This would also leave the
five-member NLRB with just one validly appointed member,
effectively shutting it down because the Board can only issue
decisions when it has at least three sitting members.
The ruling of the U. S. Court of Appeals is generally seen as a
victory for business and industry in that the individuals ap-
pointed by Obama to the Board were widely considered to be
very pro-union and anti-business. If you are attempting to com-
ply with any of the ruling issues by the Board since these ap-
pointments, you may want to evaluate your position in light of
this new development.

Louisiana SHRM Conference
The 2013 Louisiana State Conference on Hu-
man Resources will take place on April 8-9,
2013 at the Baton Rouge River Center in Down-
town. The conference is an excellent network-
ing opportunity for meeting top HR professionals in an environment dedicated to
