BALANCE CIVIL & ARCHITECTURAL WORKS
1.0 INTRODUCTION
Government of India had entrusted the revival and restructuring of the Dabhol
Project to GAIL and NTPC (both are Government of India Undertakings). GAIL and
NTPC formed a Joint Venture Company, named Ratnagiri Gas and Power Private
Limited (RGPPL) which has taken over the assets of the Dabhol Project and shall
complete the balance works at the LNG Terminal and Power Plant, commission the
same and thereafter, operate the facilities. The balance works of completion at the
LNG Terminal are being looked after by GAIL as Owner’s Engineer to RGPPL..
GAIL has appointed Engineers India Limited (EIL), a Government of India
undertaking as their primary project management consultant for completion of
balance works of the marine facilities of the LNG terminal.
This document comprises of scope of work and technical specifications for
completion of balance civil & architectural works of the Jetty.
2.0 PROJECT DESCRIPTION
The configuration of the Dabhol Project consists of a 2,150 MW (net) combined
cycle power plant along with an integrated 5 MMPTA LNG Terminal located at
Anjanwel, about 340 km by road to the south of Mumbai. (India)
3.0 PROJECT FACILITIES
The marine facilities at the LNG terminal include a 2.3 km long offshore
breakwater, approach channel, 1750 m long approach trestle, jetty head
consisting of unloading platform, berthing dolphins, mooring dolphins,
intermediate walkway supports, navigational dolphins, LNG unloading arms, LNG
unloading lines, vapour return line, and other associated infrastructure. Approach
trestles, Jetty head and dolphins are supported by 762 dia steel piles and the
deck is of concrete construction.

4.0 PRESENT STATUS
The Dabhol Project was incomplete when the construction works were stopped in
June 2001. Thereafter, since April 2002 the plant facilities have been kept under
preservation and the revival process envisages putting the facilities into commercial
operations after completing the balance jobs left in the Power Plant and the LNG
Terminal and marine works.
The EPC consortium that had carried out the design & construction of the marine
facilities has recently undertaken a detailed survey of the facilities, material
reconciliation, health audit, etc. including assessment of the balance works for
completion Jetty.
Main observations with respect to balance civil & architectural works on the
topsides are as follows:
The elevated control room above the main deck of the jetty head is incomplete, with
work outstanding on the false flooring and rest room.
Handrails are to be installed at number of locations on the approach trestle, jetty
head, berthing dolphins, mooring dolphins, intermediate walkway supporting
dolphins and navigational dolphins.
Two numbers of staircases that are to be installed between jetty head and mooring
dolphins BD2& BD3 are also lying at the construction jetty which are also to be
transported to the jetty head and installed.
5.0 SCOPE OF WORK
5.1 CIVIL WORKS
The scope of work includes but is not limited to the following. This shall include
mobilization, de-mobilization of labour, all equipments, tools, tackles, cranes,
scaffolding, etc.

5.1.1 Installation of steel stair cases on the jetty head main deck to Berthing
dolphins BD2 and BD3 including all works required for its supports on
the Jetty head and Berthing dolphins. (The steel staircases are
already fabricated and lying at the construction Jetty. Any repair works
to be carried out and any additional steel works including touchup
painting, if so required, shall also be in contractor’s scope. Supply and
installation of all items for the supports of the staircases including
4numbers of Elastomeric bearing plates of size 120mm x150mm
x10mm with PTFE sliding plates as per the drawing number JHT102
– Rev B is in the contractor’s scope )
5.1.2 Supply and fixing balance steel grating on the walkways & access
frames, Including galvanizing.
5.1.3 Installation of access frames between the walkways on the
intermediate walkway supporting dolphins WD1, WD2, WD3 & WD4
including all works required for its supports and supplying and fixing
new gratings for the same. (The access frames with handrails of
approximate size 1m x 1m x 1m height and approximate weight of
150kg, are lying at the construction Jetty. Refer Section A-A in the
drawing no. WDT106 (Rev A), which is attached with this. Any repair
works to be carried out and any additional steel works, if required, for
the same also shall be in contractor’s scope)
5.1.4 Removal of damaged handrails on the approach trestle, Jetty head,
Berthing dolphins & Mooring dolphins.
5.1.5 Supplying, fabrication and installation of new handrail on the jetty
head, berthing dolphins, mooring dolphins and intermediate walkway
supporting dolphins as per the drawings including galvanizing.
5.1.6 Supply and Installation of ‘gap closure’ handrail on the approach
trestle parapet & jetty head, same as or equivalent to that have been

already provided. ( Refer annexure 1 for details of gap closure
handrail already provided.
5.1.7 Installation of safety chains which are to be supported and hung from
the deck as per the details in the relevant drawings, on the Jetty head,
Berthing dolphins & Mooring dolphins (About 39 numbers of safety
chains are available at site and the same will be issued to the
contractor for installation. Additional safety chains, if required shall
be supplied, fabricated and installed by the contractor in accordance
with that are available, Fixing arrangement for all chains such as
plates bolts etc. shall be supplied and fixed by the contractor.)
5.1.8 Construction of local RCC steps as required for the walkways on the
jetty head and dolphins.
5.1.9 Any other item / work associated with the above scope of works
required to complete the job in all respects whether specifically
mentioned here or not, but required to fulfill the intended purpose of
this tender.
5.2 ARCHITECTURAL WORKS.
The scope of Architectural work shall consist of, but not limited to the following 5.2.1 Providing fire check steel doors and paneled door for toilet.
5.2.2 Providing fixed glazed windows.
5.2.3 Completion of incomplete false flooring works consisting of fixing metal
frame work, providing and fixing missing false flooring panels, providing and
fixing PVC finish on all panels (new and existing ones).
5.2.4 External & Internal painting.
5.2.5 Providing sanitary/ plumbing fittings and fixtures.
All the works are inclusive of all material, labour, tools, tackles, incidentals etc. All renovation/ addition/ alteration shall match with existing condition.

6.0 CONTRACTOR’S RESPONSIBILITIES
6.1 Supply of all material required for completion of the works shall be in the
contractor’s scope.
6.2 Mobilization of labour, tools, tackles, equipments, all installation aids,
scaffolding, cranes, etc shall be in the contractors’ scope. Contractor shall
furnish details of the same along with the offer.
6.3 Contractor shall visit the site and satisfy himself of the prevailing site condition, location, nature and the magnitude of work before submitting the bid.
6.4 The staircases that are to be installed from the Jetty head to Berthing dolphins
BD2 & BD3 are lying at the construction Jetty. Contractor shall assess the
condition of the same and carry out repair works, touchup painting and any
additional works if required.
6.5 Contractor shall carry out pre-construction / pre-installation survey at site prior
to the execution of the works.
6.6 As built drawings are not available. The drawings attached are received form
agencies that carried out the work, may not be the latest revisions and there
may be changes at site. The contractor shall verify the details and carry out
the works in accordance with the site conditions and as per he instruction of
the Engineer in Charge.
6.7 Contractor shall take maximum care not to damage any parts of the
structures while carrying out job. In case of any damage occurred, it is
contractor’s responsibility to rectify the same to the full satisfaction of the
Engineer- in- charge without any extra cost and time.
7.0 SPECIFICATION. 7.1 CIVIL WORKS
7.1.1 Structural steel shall be as mentioned in the drawings attached .
7.1.2 In case of non- availability of the structural steel items specified in the
drawings, equivalent Indian sections shall be used with prior written
approval from the Engineer in charge. In such cases the contractor

shall submit data / calculations showing comparison of size and
properties of the sections for review and approval.
7.1.3 For new handrails, if the tubular members shown in the drawings are
not available, nearest equivalent section available shall be used with
prior approval by the Engineer-in-charge. In such cases the contractor
shall submit data / calculations showing comparison of size and
properties of the sections for review and approval. New handrails
shall conform to IS: 1239 / API - 5L Gr.B or equivalent.
7.1.4 For any additional structural steel works required for minor works,
structural steel shall conform to ASTM A36 or IS2062 grade A.
7.1.5 Painting to new structural steel works shall be as follows
Surface preparation
Surface preparation shall be carried out according to SSPC-SP-10 or
SA2½ - Near White Metal using suitable size of steel grit / shots
combination as abrasives to obtain a surface profile of 35-50microns.

7.1.6 New gratings, new hand rails, new ladders, new chains, new anchor
bolts, shall be hot dip galvanised as per ASTM A123 & A153.
Galvanising shall preferably be done after cutting, shaping and
welding have been done. The weight of zinc coating shall average

915 gms per square meter (3 ounces per square foot) and no
specimen shall show less than 710 gms (2.5 ounces). The
galvanised surface shall be free from bare spots, Drass pimples,
Lumpiness and runs, flux inclusions and Ash inclusions. The
composition of the zinc used in the galvanizing path shall not be less
than 98% zinc.
7.1.7 Galvanized members excluding gratings which are to be permanently
fixed to the structure by welding shall be attached after the support
members are primed but before top coats are applied. The heat-
affected areas shall be cleaned of all welding flux, blasted, and spot
primed with:
- 1 coat of (F-8) Self priming type epoxy mastic coating cured with
polyamine hardener @ 125 Microns DFT/coat Minimum (maximum
DFT 150 microns)
- Top Coat - 2 coats of (F-2) Two-component Acrylic Polyurethane
finish paint @40 microns DFT/coat=2x40=80 microns
Total DFT = 205 Microns minimum: Maximum 260 Microns

1.0 INTRODUCTION
Government of India had entrusted the revival and restructuring of the Dabhol
Project to GAIL and NTPC (both are Government of India Undertakings). GAIL and
NTPC formed a Joint Venture Company, named Ratnagiri Gas and Power Private
Limited (RGPPL) which has taken over the assets of the Dabhol Project and shall
complete the balance works at the LNG Terminal and Power Plant, commission the
same and thereafter, operate the facilities. The balance works of completion at the
LNG Terminal are being looked after by GAIL as Owner’s Engineer to RGPPL..
GAIL has appointed Engineers India Limited (EIL), a Government of India
undertaking as their primary project management consultant for completion of
balance works of the marine facilities of the LNG terminal.
This document comprises of scope of work and technical specifications for
completion of balance civil, architectural, electrical, and HVAC works of the Jetty.
2.0 PROJECT DESCRIPTION
The configuration of the Dabhol Project consists of a 2,150 MW (net) combined
cycle power plant along with an integrated 5 MMPTA LNG Terminal located at
Anjanwel, about 340 km by road to the south of Mumbai. (India)
3.0 PROJECT FACILITIES
The marine facilities at the LNG terminal include a 2.3 km long offshore
breakwater, approach channel, 1750 m long approach trestle, jetty head
consisting of unloading platform, berthing dolphins, mooring dolphins,
intermediate walkway supports, navigational dolphins, LNG unloading arms, LNG
unloading lines, vapour return line, and other associated infrastructure. Approach
trestles, Jetty head and dolphins are supported by 762 dia steel piles and the
deck is of concrete construction.

4.0 PRESENT STATUS
The Dabhol Project was incomplete when the construction works were stopped in
June 2001. Thereafter, since April 2002 the plant facilities have been kept under
preservation and the revival process envisages putting the facilities into commercial
operations after completing the balance jobs left in the Power Plant and the LNG
Terminal and marine works.
4.1 Marine Facilities
The EPC consortium that had carried out the design & construction of the marine
facilities has recently undertaken a detailed survey of the facilities, material
reconciliation, health audit, etc. including assessment of the balance works for
completion Jetty. Main observations from the assessment survey are as follows:
Installation of the ladders, timber fenders and mooring rings at the jetty head and
mooring dolphins are not carried out. Many of the structural steel items for the same
such as clamps for the piles, ladders, beams and mooring rings are already
fabricated and lying at the construction jetty. These are to be transported to the jetty
head and install. However any additional clamps, beams or ladders if so required
for completion of the works need to be fabricated. Timber fenders are not available
and are to be procured and supplied by the contactor.
In addition to the completion of the balance works temporary facilities provided for
the construction works such as temporary floodlights, temporary access platforms
brackets, temporary handrails, damaged handrails etc are to be removed.
4.2 Cell Fender System As part of the above assessment survey, M/S Bridgestone, who supplied the fender
system at Jetty head, carried out detailed inspection to establish the present status
of the fender system. Four numbers of Twin fender systems of Bridgestone fenders
SUC1600H (RE+10) are installed at the berthing dolphins of the Jetty head.
( Refer Drg no. BDC 003 (Rev C) and Annexures 1 & 2) The fender systems have
not been in use ever since they were installed due to suspension of the project.
During the assessment survey, it was observed that there is a cut of approximately
5cm long and 1cm deep on the bottom fender on the berthing dolphin BD3. From

the corrosion stain observed at the cut, it is believed that the cut has exposed the
embedded steel plate to the seawater. All fender frames are found to be in
satisfactory condition as per visual inspection except mild corrosion observed
surrounding the edges and at some spots on the back plate.
Under the exposure to direct sunlight, discoloration & surface hairline cracks were
noticed on all pads of the fender frame on BD3. It was also found that these cracks
have developed around the pad fixing bolts at the bolthole area. These cracks were
found to be quite deep which pose a risk of detachment of the bolt.
As per the recommendation by Bridgestone, the damaged rubber fender ( bottom
fender on berthing dolphin BD3 ) need to be replaced with new one, since this can
give better guarantee on the performance in future.
5.0 SCOPE OF WORK
The scope of work includes but is not limited to the following. This shall include
mobilization, de-mobilization of labour, all equipments, tools, tackles, cranes,
scaffolding, marine spreads, divers etc.
5.1.1 Installation of ladders, timber fenders and mooring rings and its
supporting steelwork at Jetty head, Berthing dolphins (BD1, BD2, BD3
& BD4), Mooring dolphins (MD1, MD2, MD3 & MD4) and Navigational
dolphins (ND1, ND2 & ND4). Including assembling, transportation to
site etc. (Steel items such as clamps for piles, beams, ladders,
mooring rings etc are lying in the construction jetty and the same shall
be used. However in case any additional clamps, beams, ladders etc
are required, the contractor shall supply the material and fabricate the
same in accordance with the drawings and the same is covered under
item no. 5 in SOR. All timber fenders, shall be supplied by the
contractor and the same is covers under SOR item no. 7)

5.1.2 Supply and provide touch up painting to the corroded portions of
structural steel members of the walkways, staircases, clamps, beams
etc. excluding handrails & grating. (Walkways are presently lying at
the customs jetty, which will be installed prior to start of this job
through a separate contract. Touch up painting to the walkways to be
carried after the installation of the walkways. Touch up painting to the
underside of the bottom chord members of walkways is excluded)

5.1.3 Supply, fabrication, transportation and erection of the minor platform,
grating and hand railing on the navigational ND4 including painting to
the structural steel members and galvanizing of grating and hand
railing. (Refer drawing no. NDT004 (Rev A)
5.1.4 Removal and disposal of damaged handrails on the approach trestle,
Jetty head, berthing dolphins, Mooring dolphins and navigational
dolphins.
5.1.5 Supply and install new handrail as per the drawings on the
navigational dolphins including galvanizing.
5.1.6 Removal and disposal of all temporary access platforms, temporary
handrails, brackets etc from approach trestle, jetty head, berthing
dolphins, mooring dolphins, intermediate walkway supporting
dolphins, navigational dolphins etc.(Excluding the temporary walkways
presently connected between jetty head and berthing dolphins,
removal of which is included in another contract.)
5.1.7 Removal & disposal of temporary brackets and bracing from jetty
head piles..
5.1.8 Removal & disposal of temporary brackets from piles.
5.1.9 Installation of new fender & associated works.
a) Installation of one no. SUC1600H (RE+10) fender at the designated
location on berthing dolphin BD3, all complete. ( Replacement of the
existing lower fender on BD3)

b) Removal of damaged fender (Lower one of the twin fender system)
from the berthing dolphin BD3 and handing over the same to the
owner as per the instruction of Engineer-in-Charge.
c) Fixing of new Anchor bolts for fixing the new fender at Berthing
dolphin BD3 and all associated works.
d) Fixing of new frontal pads on the existing frontal frame on the
berthing dolphin BD3 including fixing of bolts, washers etc including
removal of the frontal frame, if so required, etc all complete.
e) Re-fixing and realignment of the frontal frame to its original position, if
the same is removed for fixing of the frontal pads, all complete.
New fender SUC1600H (RE+10), Anchor bolts, Frontal pads, Pad
fixing bolts & washers will be issued free to the contractor. The scope
of installation of the above items include transportation of all material
to site, all labour, tools, tackles, equipments, scaffolding, cranes,
marine spreads as required etc all complete. Bridgestone personnel
will supervise the fender installation activities and the contractor shall
carry out the works in accordance with his instruction.
5.1.10 Any other item / work associated with the above scope of works
required to complete the job in all respects whether specifically
mentioned here or not, but required to fulfill the intended purpose of
this tender
6.0 CONTRACTOR’S RESPONSIBILITIES

6.4 Steel items such as steel clamps for piles, steel beams, steel ladders,
mooring rings etc that are to be installed at the Jetty head & Dolphins are lying

in the construction jetty and the same shall be used. Contractor shall assess
the condition of the same and carry out repair works and any additional works
if required. In case any additional clamps, beams, ladders and any other
structural steel items are required for the completion of the works, the
contractor shall supply the material and fabricate the same in accordance with
that available at site and drawings.
6.5 The contractor shall submit his methodology for the installation of new
Bridgestone fender and frontal pads on Berthing dolphin BD3 and details of
equipments, marine spread etc that will be deployed for the same.
6.6 Contractor shall furnish the details and duration of marine spread deployment,
and details of equipments, cranes, installation aids etc for completion of the job
along with the offer.
6.7 Contractor shall carry out pre-construction / pre-installation survey at site prior to
the execution of the works.
6.8 Location of the Construction Jetty / Customs Jetty, location of the Jetty head,
water depth etc, are given in the layout drawings and Elcome survey reports.
The contractor shall plan transportation of the walkways accordingly. How ever
the following details may be considered.
Water Depth at the Construction Jetty (within the River Vashishti) : Around 8m Minimum Water Depth between the Construction Jetty and the river mouth: 3.4m* (* at the mouth of River Vashishti within the channel) Water depth between River Mouth and LNG Jetty : Refer NHO Chart No. 256 Minimum Water Depth at the LNG Jetty: between 11 m to 12m Distance between the Construction Jetty and the LNG terminal: 12km. (aprox.) Contractor shall verify distance during the pre-bid survey.
6.9 As built drawings are not available. Drawings attached are of original
construction of the Jetty received form agencies that carried out the work.
These drawings may not be the latest revisions and there may be changes
at site. The contractor shall verify the details

7.1.3 For new handrails, if the tubular members shown in the drawings are
not available, nearest equivalent available section shall be used with
prior approval by the Engineer-in-charge. In such cases the contractor
shall submit data / calculations showing comparison of size and
properties of the sections for review and approval. New handrails shall
conform to IS: 1239 / API - 5L Gr.B or equivalent.
7.1.4 For any additional structural steel works required for minor works,
structural steel shall conform to ASTM A36 or IS2062 grade A.
7.1.5 All gratings, handrails, ladders, chains, anchor bolts, bolts for
connection of timber accessories shall be hot dip galvanised as per
ASTM A123 & A153. Galvanising shall preferably be done after
cutting, shaping and welding has been done. The weight of zinc
coating shall average 915 gms per square meter (3 ounces per
square foot) and no specimen shall show less than 710 gms (2.5
ounces). The galvanised surface shall be free from bare spots, Drass
pimples, Lumpiness and runs, flux inclusions and Ash inclusions. The
composition of the zinc used in the galvanizing path shall not be less
than 98% zinc.
7.1.6 Galvanized members excluding gratings which are to be permanently
fixed to the structure by welding shall be attached after the support

affected areas shall be cleaned of all welding flux, blasted, and spot
primed with:
- 1 coat of (F-8) Self priming type epoxy mastic coating
cured with polyamine hardener @ 125 Microns DFT/coat
Minimum (maximum DFT 150 microns)
- Top Coat - 2 coats of (F-2) Two-component Acrylic
Polyurethane finish paint @40 microns
DFT/coat=2x40=80 microns
Total DFT = 205 Microns minimum: Maximum 260 Microns
7.1.7 Painting to structural steel works shall be in accordance with the
specification attached with this.
7.1.8 Timber used for timber fenders shall be as per the specification
enclosed.

120mm x 150 mm x 10mm with PTFE sliding plate glued on bottom
plates of the stairs as shown in the drawing no. JTH 102 ( Rev B) is
included in the structural steel works required for the supports for
the stair cases from the jetty head to berthing dolphins BD2 & BD3.
• Supply and fixing of 4 numbers of stainless plates300mm x 250 mm x
