8.1 District Superintendent Report

Les Phillips

28TH January 2017

Dr Warwick, Dr Chambo delegates and friends, I greet you in the matchless name of our

Lord and Saviour Jesus Christ. It is indeed a privilege to report to the 22nd District Assembly

of the Gauteng District.

The report of the DS is by definition the report of the collective of all that God is doing through

and with His people throughout the Gauteng District.

.The Gauteng District is a melting pot and microcosm of South Africa as a whole. As a country

we have come a long way but the challenge of racial harmony is still an issue that requires

constant attention. New legislation, example legislation against hate speech, that endeavors

to keep the church accountable is creating growing concern. The reality is as church we are in

this world and is subject to all highs and lows of societal challenges.. In this environment the

church is called to be the prophetic voice ,to clearly point to the alternative society God has

called us to - It is a group of believers that pursue God’s future for His church……..”by this

shall all man know that you are my disciples if you have love for one another”.

11 | P a g e

The position of the church is clear

903.2. Discrimination

The Church of the Nazarene reiterates its historic position of Christian compassion for people of

all races. We believe that God is the Creator of all people, and that of one blood are all people

created.

…….We urge our churches everywhere to continue and strengthen programs of education to

promote racial understanding and harmony. We also feel that the scriptural admonition of

Hebrews 12:14 should guide the actions of our people. We urge that each member of the

Church of the Nazarene humbly examine his or her personal attitudes and actions toward

others, as a first step in achieving the Christian goal of full participation by all in the life of the

church and the entire community.

We reemphasize our belief that holiness of heart and life is the basis for right living. We believe

that Christian charity between racial groups or gender will come when the hearts of people

have been changed by complete submission to Jesus Christ, and that the essence of true

Christianity consists in loving God with one’s heart, soul, mind, and strength, and one’s

neighbor as oneself. (2005)

The issue of relationships is an issue of the heart.

The challenge is how we deal with differences in such a way that is redemptive and continue

moving us forward. The challenge is how do we actively build bridges and not walls.

As believers we are privileged that the Word gives us guidance.

Prov. 16:7 When a person’s ways are pleasing to the Lord, he even reconciles his enemies to

himself.

The first challenge would be our motives. We need to ensure that in everything we do that we

will reflect the attitude of Christ.

12 | P a g e

Secondly we must be intentional in our effort to embed the unity that Christ has called us to.

“So I strive always to keep my conscience clear before God and man” (Acts 24:16).

“If it is possible, as far as it depends on you, live at peace with everyone” (Rom. 12:18).

“Let us therefore make every effort to do what leads to peace and to mutual edification” (Rom.

14:19).

“Make every effort to keep the unity of the Spirit through the bond of peace” (Eph. 4:3).

““Make every effort to live in peace with all men and to be holy; without holiness no one will

see the Lord” (Heb. 12:14).

The challenge for all inclusive growth is our goal.

Our mission remains to make Christ like disciples. We must be intentional in our growth

strategy. Our membership have grown to 8546which represents a 5% growth. We need to

celebrate any growth but it is important that we trust he Lord of the Harvest to send in

labourers as the field is ready for harvest.

Financially we had a difficult year. There has been a significant drop in our collective

contributions. This could be as a result of the economic situation but unfortunately the lack of

faithful giving is a concern. I want to urge churches that we are faithful in our giving and let us

give as unto the Lord.

In spite of this we have secured the transfer of the Gauteng District Centre and we want to

thank the Lord for this. The property is a blessing and in the past year the Centre has been

used as a place of worship. For the past year we have also used the Centre for NTC training on

Saturdays. I trust that the Lord will continue to use the Centre to impact positively on the

communities around it.

On the property scene we have made significant strides in setting up a process to deal with

properties. Churches have responded well and we made great progress in resolving the issue

of title deeds.

13 | P a g e

The Auxillaries have been active the past year and have made a major impact in their specific

areas of ministry.

The SDMI focused on training and development and had great success in this endeavor.

Children Bible Quiz – is an effective tool in embedding the word of the Lord into young hearts.

Let us continue to “teach the child in the way he should go and when he is old he will not

depart from it”

Vacation Bible School Ministry (VBS) – There is an ever increasing number of churches that are

participating in the VBS programs. Some churches have used the VBS as an effective tool for

outreach and evangelism.

The Ladies ministry on the district has set the pace in showing the way in uniting women across

the district and consistently putting in significant effort to pursue an all-inclusive agenda that

will embody our oneness in Christ. May they continue on this path…………..”He that Has started

a good work is able to complete it.”

In all my visits to churches it is evident that most churches is showing positive signs in growth

and is indeed making an impact in the societies that they find themselves.

I want to thank those that unrelentingly pursued the God given agenda of striving towards a

community that is non sexist, non racial and place of oneness in Christ. This they have

prioritised above personal ambition, culture and that pursued all inclusive unity that reflects

and embodies our DNA that reflects our Lord's Prayer....Father make us one.......

The Gauteng District is widely spread and we organized ourselves in Zones. The effectiveness

of our structure and organization as a District must be reviewed. The Advisory Board has set

up a task team to Review the effectiveness current structure/organization and to make

recommendations to the next Assembly. The Advisory Board will track the process throughout

the year to ensure that the process is comprehensive and all inclusive. The names of the

individuals that will deliberate on this matter will be the following:

14 | P a g e

Vuyo Mokwena

Caleb Mathubula

Hendrik Voster

Grizelda Smith

Walter Matuang

Dave Samson

Theola Phiri

Rudi Booyens

I want to thank the Advisory Board for their commitment and wise counsel throughout the

year. I also want to thank Grizelda Smith that graciously accepted the role of DAB secretary

and District Assembly secretary. The administative role as DAB secretary she did with

distinction.

Para 216.1. If the district secretary shall cease to serve, for any cause, in the interim of

sessions of the district assembly, the District Advisory Board shall elect his or her successor

upon nomination by the district superintendent. (208.7)

Thanks Grizelda.

Above all I want to thank my Lord and Saviour for His faithfullness. I am a recipient of grace

and all glory belongs to Him.

Respectfully submitted

Training & development: Superintendent and SDMI Leaders workshop–What an awesome way for us to start the year in the ministry, full of excitement and hope for our Lord to carry us through. Attendance was excellent and our council members presented on different programs in the ministry. We thank the Eastern Zone and the Boksburg Hisop Gemeent COTN Church for hosting us.

Training & development: Small group Ministries Work – We had a wonderful time with our adult ministries leaders. The day was full of engagement and presentations on how to effectively render the Adult ministry in the local church. Big up to the Southern Zone & the Ennerdale Good News COTN for hosting us.

Training & Development: Children’s Teachers Training – This training has a been a cherry on top of the cream. The training was well attended. The partnership with the Walk thru the Bible is God design. Facilitators from Walk Thru the Bible poured out their heart and experience to us to effectively render the excellent children ministry in the local church.

Children-Jnr Camp – 2016 We took a leap of faith and diverted to Hekpoort Stoney Ridge Camp. God being a faithful God, we managed to take more than 150 children and 20 teachers to the camp. This venue gave us more opportunity to be in touch with our Lord. Children were led to Christ and grew in relationship with Him. We thank God for this powerful and Holy experience in the camp.

Children Bible Quiz – Our bible quiz has always been our strength and Joy in the ministry. We once again celebrated to most exciting day of children competing with the book of 1&2 Samuel. Competition started in the local church, zones and into the District Quiz final. More churches are now taking part in quiz. We thank God all our 5 zones took part in the Quiz. Our Gauteng District Quiz Master (Elaine Hamilton) did splendid work on the ministry, her work will be treasured. Mrs Hamilton has resigned as District Quiz Master after more than 15 years of serving the district in the quiz amazingly and with great humiliation. Glory be to God (Kuzobongwa namaqawe). In the past years the Southern Zone has not been unable to participate and 2016 they came with a bang and took the first prize and got total score, followed by Roodepoort Zone and third place SOWETO Zone. Congratulations to Rev Peter Naidoo and the team of Southern Zone.

Vacation Bible School Ministry (VBS) – The number of local churches that are participating in the VBS is growing and the church is reaching to the community and making a positive impact. We have received a lot of pictures from participating churches exhibiting the work conducted during the VBS program. Big up!! to all our hard working leaders and to most deserving churches congratulations. Thank you so much to our Pastors and workers who ensured that such program takes place.

19 | P a g e

Gauteng District Nazarene Women Ministry International (President Mrs Bongi Mphela) – We take pride in the excellent work done by Mrs Bongi Mphela. She took the ministry into the next level. We have seen our woman gathering in great celebrations, empowerment sessions and giving thanks to God. This included the High Tea event @ Kibler Park, women ministry workshops and Ebenezer service at Turfontein Race Course.

Zones SDMI Highlights- we applaud the leadership the SDMI Zone leaders for hard work, dedication and commitment in the ministry. Without this team we could not have not been where we are today in the ministry. In 2016 we bid farewell to Mimi Schoeman who served as SDMI Roodepoort Zone leader for the past 10 years with passion and love. Roodepoort Zone SDMI (Mimi Schoeman) Lots was done and detailed report submitted. Supported the District 100 percent and was involved in all ministries. She also hosted children Talents Show.

Eastern Zone SDMI (Pastor Desibi Mtsweni). A lot was done and detailed report submitted. Supported the District 100 percent and was involve in all ministries. They organised a rally for the old age people in the zone. Eastern zone has active and growing Men, women and couples ministry under different leadership. We congratulate the zone leadership for tremendous work done for the Lord.

SOWETO zone lot was done and detailed report submitted. Supported the District 100 percent and was involve in all ministries. Hosted a children-youth ministry graduation in a big community hall and more than 70 children were welcomed into the NYI. The Zone also shines with it Men’s Leader with their annual camps and monthly meeting for men and the woman ministry in one of their annual gatherings, the Mother and Daughter event that has grown amazingly.

Western Zone SDMI (Leornard Tshabalala) lot was done and detailed report submitted. Supported the District 100 percent and was involve in all ministries. They hosted the children music show.

Challenges: Financially SDMI has been struggling as most of our local churches has been not complying. The SDMI district budget is paid by few churches. We experience a serious challenge on the SDMI Annual local church report. Only a few churches adhere to submissions of report. As a result of this we do not have the statistics of growth in the ministry. There is a lack of local church support in the SDMI activities.

Acknowledgements I thank all our churches for faithfully loving, supporting and praying for us. Our achievements in the year 2016 were made possible by you all. May God bless and remember you in all the area of your lives.

Respectfully Submitted

8.4 Report of the District NMI President

Dear General Superintendent, District Superintendent, other dignitaries, delegates to this assembly, and friends,

The idea of having a department in the Church of the Nazarene that support missions and individual missionaries is of the utmost importance -- because it is GOD’S plan! And that alone makes it crucial and non-negotiable. NMI and missions in general, is God’s plan to establish new churches and bring new believers to Himself. When we think of missionaries and mission movements we often think of foreign works; however, missions is something that can be done in your own home town. Maybe the purpose of missions is needed in your own house to bring your family to Christ.

Here are some thoughts on why we should support NMI:

1) The Early Church did! When Christ was ascending into Heaven after His resurrection from the grave, He told the crowd standing around that they should tarry in Jerusalem until the Holy Spirit came to indwell them (Acts 1:8). After they had received the filling of the Holy Spirit (whom Jesus had promised would be a comforter to them in John 14), they were to spread out in the area and around the world carrying the Gospel to those who had not heard. It was a direct command from Jesus for the early church to carry the good news to other places. New churches were established in the region and beyond by these early believers.

2) Missionaries Are Dependent On Churches We often think of the financial dependence a missionary has on a church, but there is much more to it than that. Paul often talked about the church praying for missionaries so that the missionary could accomplish his work. In 2 Thessalonians 3 Paul says that the church should pray for the missionaries so that God’s Word would be effective and glorified in the lives of the believers. He also said that the missionaries needed protection from the world and from wicked men. Paul implied that without the prayers of the churches he and his missionary team could not do the work God called them to do.

3) Missionaries Work On Behalf of US! In the book of Philippians the great missionary Paul wrote to the church in that city to thank them for their support for his ministry. In chapter four, Paul told the church that he knew that it was God who took care of him. Yet, God used the people in Philippi to be the agents of that provision. Paul thanked them for their part in the ministry. At the end of his letter he made sure the people understood he was not thanking them because he wanted them to give him more things. He already acknowledged that God would give him everything he needed, either with, or without the help of the church in Philippi. Because of the gifts of the Philippian believers, Paul said that God would put the fruit of his own ministry to the account of the church in Philippi (v. 17).

4) People Need To Hear The Gospel God is not willing that any should peris (2 Peter 3:9). His plan is that those who already know the Gospel share it with those around them. God could have chosen any means to propagate the story of redemption; however, He chose current believers to be the ones who shared Christ’s love with others. An individual can only do so much for spreading the Gospel in the world. Yet, through a church-wide mission program like NMI, we are privileged to pool our resources to help fund the spread of the Gospel throughout the world.

5) Jesus Requested Prayer For The Laborers In Matthew 9:38 Jesus said that we should pray for the laborers to carry the Gospel to the harvest field. The harvest is plenteous. The work to be done is tremendously large. What is necessary, are the people to go out and do the work. Jesus said that we should pray that the laborers would step up to the task and accept the challenge of carrying the Gospel to the people.

21 | P a g e

6) We Are Commanded To Go

In Matthew 28:19-20 Jesus said - to ALL of His followers - to go into the whole world with the Gospel, teach the hearers and baptize believers. IT IS YOUR RESPONSIBILITY TO OBEY THIS COMMAND… If you are unable to reach the unreached nations by your presence – SUPPORT THOSE WHO CAN, is if you would support YOURSELF being there.

DEAR NAZARENE:

What will your part in missions be? We should all be sharing the Gospel with those close and far from us. Even if you are not called to be a missionary on a foreign field, you can help the cause of missions by supporting missions in your local church. This support can come by way of prayer, finances, speaking on behalf of the missionaries, visiting and encouraging them, work and witness or supporting programs that they have initiated.

SUPPORT OF NMI IS NOT AN OPTION… IT IS GOD’S PLAN TO BUILD HIS KINGDOM.

In 2016 we once again struggled with inactive NMI-branches, mainly because pastors are not supporting NMI-initiatives. It is heart-breaking when local NMI Presidents tell how their pastors and churchboards are effectively blocking PRIORITY NUMBER ONE in the local church…

Because of the lack of support from the overseers in the church, the NMI President become discouraged and abandon all the efforts the District NMI Council have initiated, to put a workable strategy in place for local NMI-branches to be effective. THERE IS NO SUCCESS FOR THE DISTRICT NMI COUNCIL, IF THERE IS NO SUCCESS IN THE LOCAL NMI COUNCIL. I would therefore like to urge all our pastors and churchboards, to PLEASE support your local NMI President. We are NOT in competition for you churchfunds and local church outreach-strategy, we are actually supporting and complimenting yours! I invite pastors to have a personal discussion with me, if there are issues that are troubling you, or hindering your active support for NMI. Please speak to me, and let’s get this burdensome tendency resolved. We cannot have our global church withdraw more missionaries from the missionfields. It is simply not acceptable.

On a positive note, wonderful and meaningful support for NMI are happening in many churches… it’s just that more of this is urgently needed. A big shout-out and deafening applause to each and every local church NMI President that have gone the extra mile, did their part, and supported our missionaries and mission-efforts. Your glory is accumulating in heaven. PLEASE KEEP GOING! We need more like you. We have honoured some veterans at our Annual NMI Convention, for their special contribution towards NMI and the global NMI effort. They are: Mrs Lorraine Booyens (30yrs in the area of Christian Education and lifelong service), Ms Mantombi Mdzeke (10yrs as NMI Zoneleader for Soweto Zone), Mrs Agnes van Reenen (for decades of ministry in local, district and general church service), Mrs Irene Thomas (posthumously for active service and dedication from 1970 until her passing), Peggy de Jager (loyal, loving service to NMI and missions on local, district and general church spheres – and still going strong). More veterans will be honoured at our 2017 Convention. LEAVE A LEGACY, LOCAL PRESIDENTS – stay active in NMI for longer than just the one year that you have been elected. Make NMI a lifelong service to the LORD!

For 2017 we as NMI Council plan more “roadshows” to the various Zones, and encourage the Pastoral Zonal Leaders to invite us to present the case for NMI at their regular pastors’ meetings. We also plan NMI Workshops on every

zone throughout the year. We plead that every local church will bring a car full of people (pastor and local NMI council) to our Annual PRAYER RALLY to be held on 6 MAY at the District Centre.

22 | P a g e

I want to thank the following District NMI council-members for their service the past two years: Mrs Georgene Steele (Southern Zone), Mrs Charmaine van Loggerenberg (Eastern Zone), Mr David White (Western Zone), Mrs Mantombi Mdzeke (Soweto Zone), Mrs Sibongile Nncala (Roodepoort Zone), Mrs Thembi Mogorosi (co-opted member). All but Mrs Ncala and Mrs Mogorosi had resigned at the end of 2016 Assembly year, because of moving out of the district, out of the country, taking over new ministries, changing family responsibilities, etc. Your unwavering support and faithfulness is commendable. You are highly respected and appreciated. Please continue making the Jesus-difference in the next seasons of your lives. We are eternally grateful.

A big hearty welcome to our new NMI Council members, elected at the 2016 NMI Convention: Mrs Manana and Mrs Mngomezulu will co-lead the Soweto Zone. Mrs Sybil Helsinger will lead the Southern Zone, Pastor Willie Henning will lead the Western Zone, while Mrs Ncala will continue to lead the Roodepoort Zone. We are unfortunately waiting for an election to take place on the Eastern Zone, since no-one could be elected for this zone, at the 2016 Convention.

Congratulations to Mrs Grizelda Smith and Rev Anna Sibeko that was elected to represent our NMI Gauteng at the General Assembly in Indianapolis in June 2017. May you come back inspired and enthused to propel our District NMI to higher levels of engagement.

My last thankyou goes to our District Superintendent and DAB-team for always listening, encouraging and supporting our NMI-efforts on the district. I wish to salute you for your leadership. Thankyou.

Lastly:

“LORD, please forgive us for being missing in action, when it comes to PRIORITY NUMBER ONE. Help us as a district, as Nazarenes, as pastors and local churches to rearrange our priorities – that you can smile, bless and add to our local and global churches, the way I believe that you long to. We love you Jesus. I love you Jesus! Amen.”

In His Service,

Rev DAWIE DE KOKER GAUTENG DISTRICT NMI PRESIDENT

8.5 Nazarene Youth International NYI Report 2015-2016

The following is a summary report of the 2015-2106 church year for the Gauteng District NYI.

It has been my pleasure to serve as NYI president of the district for the past year. I am still learning and highly regard any input from the leaders at the grass roots. Together we can make the Gauteng district NYI effective in ultimately reaching more youth for the kingdom of God. I have been able to visit a few youths, but not as many as can be reached. I would like to encourage you to contact the District team, not just for event, but for regular youth activity, training, and assistance. We are here to help. There are 90 chuches on the district, and currently not all these communities have an active youth ministry. Please chat to the district team as we are keen to come out and assist you in starting or improving on your ministry to your community. This is a key time for NYI as youth are facing tougher challenges than ever before and it is crucial for each NYI to be active and visible in their community. I believe that there is no template for NYI, or a set way to do it. As leadership, we have not perfected it, and certainly don’t know all the answers, but believe that this is our times as local NYI leaders to talk to each other and help this ministry Grow to the glory of God. But we have to be in conversation with each other. Some ministry tools Quizzing:

The suggestion is to start a quizzing competition for youth groups which will allow the children coming out of the junior quiz to continue with quizzing and in so doing learning the word of God. We need a pilot zone. Please contact me if your zone has this interest. Youth Week Campaigns Please plan your youth week as part of your 2017 calendar and contact the district office for names of Speakers for your youth week. This is a great week to do outreach in your community as well as teach your youth group how to be part and active in a ministry team. Impact teams: The district would like to come alongside the regional office in starting effective youth ministry teams for young people. You can chat to Ronald Miller in this regard.

24 | P a g e

District Events: It is very difficult with the size of the district to attend an event and expect the entire district to attend. The suggestion is however to have at least 1 Zonal event per year, and the zones can invite neighbouring zones and in so doing have inter-zonal events. NYI Budgets:

NYI budgets are not paid as expected. This is because most Youths do not take up an offering and the ones that do, keep it as a fundraising fund for youth event. Please note that the district requires each church to pay an annual NYI budget of %

The Gauteng District is proud to be the host district for NYC Africa 2016. Please encourage your youth to attend the entire camp or the evening sessions. More homes are needed for accommodation during this time period. Please chat to me about that.

Youth Ministry Material Youth ministry material is available from the District Office. Please contact me in this regard. I would also like to see how youth leaders share their ideas and circulate it. This will save time in preparation and make our ministries more effective.

Look forward to serving you again in 2017. Let’s make it an amazing year!

8.6 BOARD OF MINISTERIAL STUDIES REPORT TO THE GAUTENG DISTRICT

All protocol observed. I greet you in the name of our Lord and Saviour Jesus Christ. The Board of Ministerial Studies met several times during 2016 to address the concerns brought about by the severance of our extension centres from Nazarene Theological College. The resolutions of the first meeting of the Board follow: 1 The District will continue working with Nazarene Theological College (NTC) and will assist wherever

possible with their re-accreditation process.

2 Commitment to follow the ARCOSAC guidelines around Districts working with their designated

educational institutions and will liaise with NTC in relation to the way forward in the area of

ministerial education and training.

3 The Board of Ministerial Studies will continue in its present elected format but will include all

learning centre co-ordinators, a representative from NTC and any other members co-opted by the

Board who are willing to assist the Board in its activities (and so to form a re-constituted Board)

4 Decided unanimously to adopt the ICOSAC approved Modular Course of Study for Ordination for all

new students including those who are currently in the programme who do not want academic credit

but ministerial training only.

5 Determined that registration with non – Nazarene institutions for ministerial studies had long-term

implications but that the decision to register with another institution ultimately rests with the

individual.

6 Our existing extension centres will continue to operate and that each centre will determine its own

fees to accommodate its particular financial obligations. The Chair or the Ministerial Studies Board

was tasked to assist each of the centre co-ordinators with their responsibilities.

All members of the Board then spent the rest of the year working at achieving the following:

1. Examining each of the modular courses to determine appropriateness of content and context for

a Ministerial Education and Training Programme of a high standard.

2. Proposing amendments and adaptations to courses so that they would be applicable to the

South African context in particular.

3. Composing a list of courses that would make up a course of study appropriate in scope, quality

and standards to address the demands for a well-prepared ministerial candidate.

26 | P a g e

The work of the Board of Ministerial Studies over the last year has resulted in the submission of a Course

of Study for Ministerial Education and Training (MET) to Nazarene Theological College (NTC) for

validation by the Africa Region Course of Study Advisory Committee (ARCOSAC). The programme is

suitable to be offered by the Gauteng District in its extension centres and meets the academic

requirements for the ordination of any ministerial candidate who completes it in its entirety.

The MET is completely in line with all ministerial training offered throughout the Church of the Nazarene

and is of a high standard. However, it must be stated, categorically, that the MET does not carry any

guarantee of academic credit at any of institution of higher learning. It exists and is offered purely for

ministerial preparation and as an avenue for ordination as an elder in the Church of the Nazarene.

Should any student wish to obtain a diploma or degree in Theology, such student should register with

NTC who is accredited with our national accrediting bodies to offer these qualifications.

What lies ahead for the Board in 2017?

MET is a programme that intends to train a person for a specific “job”; ministry. So, as prescribed by

educational regulations, it has to include a formal, measureable practical component which is entitled

Work Integrated Learning (WIL) – documented “on the job training”, if you will. Work had already

started last year at examining the Church of the Nazarene’s Supervised Ministry Module for

appropriateness and practicality and at the beginning of the year some members of the Board got

together for further discussions around the programme. The outcome was that a pilot of the programme

should be run this year to test its intended effectiveness at providing documented opportunities for

ministry functions to students, under the guidance of experienced elders who will work along with them

as coaches. To this end a number of pastors who have students at our centres have been invited to a

workshop scheduled for the 11th of February.

The Board of Ministerial Studies’ response to what appeared to be an absolute crisis at the beginning of

2016 has been spectacular. To a man and woman, by the grace of the Lord, they rallied together and

tackled every task and meeting with deep commitment and a resolute determination to tackle this

situation. Working together as we have, we achieved much in a short space of time and I wish to thank

our heavenly Father as well as everyone who assisted in whatever way. There is much more work to be

done as we shoulder our responsibility to train men and women for the ministry together with NTC and I

pray that we will all continue to do our absolute best at honouring Jesus through our commitment to the

calling He has placed on our lives.

Respectfully submitted:

Dr. Patrick Thomas
