Legislation: Nuclear Safety Directive

- Adopted by the Council on the 25 June 2009

- Set common legally binding ground for nuclear safety in the EU, on the basis of the IAEA Standards and Guides

- The EU is the first regional entity where this exist and it can serve as a model for others = a basis for support and cooperation with « new comers to nuclear » Instrument for Nuclear Safety Cooperation INSC

- A similar approach will be proposed by the Commission for 2010 in the field of nuclear waste management

Financing the SET Plan

. EC Communication on Financing – adopted on 7 October 2009. The « scope » of the Communication:

Financing of the SET Plan – strongly linked with all 6 EII

Estimation of needs: R&D in energy need to go from 3 to 8 Billion Euros/year = + 50 Billion Euros over 10 years

Covers wide portfolio of financing tools – need pooling of resources at national, EU and corporate level. Role of financial sector (EIB). Public/Private – grants/loans/incentives – « Carbon financing ». For Council in Spring 2010 and EP: need to set priorities within the EU Budget… and national budgets…
