1. Introduction

• HRH Princess Maha Chakri Sirindhorn earned her PhD in Educational Development from Srinakharinwirot University in 1986 [1].

• Then in the year 2000, she was granted the professional title as "Professor" due to her insights and knowledge on the subject of History [2].

• In September 2004, UNESCO called Her Royal Highness "IT Princess" [3].

• One of the most important part of IT is the Internet.• So, let us talk about the Internet and Thailand first.

• From the paper about the first Internet Service Provider (ISP) in Thailand [4], Prof. Srisakdi got to use the Internet when it first startedin the United State in 1969.

• At that time, the US Department of Defense (DOD) Advanced Research Project Agency (ARPA) established ARPANET as an experimental network to support research.

• From 1968 to 1973, Prof.Dr. Srisakdiwas Director of Graduate Studies in Computer Science at the University of Missouri, Columbia, Missouri, USA and also Directors of a few research projects supported by the US National Science Foundation.

• Therefore, he became the first Thai to use the Internet

• HRH Princess Maha Chakri Sirindhorn graciously accompanied HM the King to KMITL.

• In the year 1986, Prof. Srisakdibecame a C-11 Professor of Computer Engineering at King Mongkut's Institute of Technology Ladkrabang (KMITL), actually, the very first C-11 Professor of Engineering in Thailand [5].

• The first example of HRH Princess Maha Chakri Sirindhorn's ICT leadership is as shown in Fig. 3.

• HRH Princess Maha Chakri Sirindhorn graciously presided over Computer in Ratanakosin Conference and Exhibition,which was organized by the Ministry of Sciencewith Prof. Srisakdi as the Chairman of the Organizing Committee

• The second example of HRH Princess Maha Chakri Sirindhorn's ICT leadership is as shown in Fig. 4.

• HRH Princess Maha Chakri Sirindhorn graciously presided over Computer Thai Conference and Exhibition organized by the Computer Association of Thailand (CAT) Under the Royal Patronage of HM the King.

• Prof. Srisakdi was President of CAT and served as Chairman of the Organizing Committee

• At that early stage of computerization of Thailand, Computer Thai Conference and Exhibition was the most important computer-related event of the year.

4. The First International Internet Gateway

at Private University

• The first international Internet Gateway in Thailand was at Asian Institute of Technology (AIT) which was an international educational institution established by the Southeast Asia Treaty Organization (SEATO).

• AIT got a grant from Australia to pay for telephone call a few minutes a day to connect an AIT computer to an Australian computer to exchange electronic mails.

• In that sense, the AIT or SEATO gateway was only a part-time and not a full-time gateway.

• SEATO gateway provided Internet services for only a few organizations, such as NECTEC, Chulalongkorn University, and Assumption University (ABAC).

• Because Prof. Srisakdi was the President of AIT Alumni Association at that time and he was Honorary Vice President of ABAC, he made ABAC one of the first users of the Internet from AIT.

• In March 1995, HRH Princess Maha Chakri Sirindhorn graciously granted royal permission for Prof. Srisakdi, Owner and Chairman of KSC Internet, the largest Internet Service Provider (ISP) in Thailand at that time, to make a presentation on how to use the Internet with PINE eMail system and how to search for information.

• The computer was Radio Shack TRS 80 which Prof. Srisakdi hand carried from the USA to present to HRH.

• At the time HRH Princess Maha Chakri Sirindhornstarted using eMail in March 1995, the most popular eMail system was "PINE", a freeware, text-based email client introduced in the year 1989 at the Washington University [6]

• In the year 2006, HRH Princess Maha Chakri Sirindhorn graciously opened Lumpini Learning Centerin the public library where kids can enjoy toys and use the Internet for entertainmentand education (edutainment).

• Actually, HRH Princess Maha Chakri Sirindhorn graciously started IT for rural schools back in the year 1995 to close the gap of educational inequality

• Altogether, 72 rural schools all over Thailand were equipped with donated computers.

• HRH Princess recognized that computers require maintenances and so graciously arranged for 17 vocational schoolsto provide courses on Basic Computer Maintenance and Repair for staff members of the rural schools.

7. The Satellite Station for Distance Learning

at Krikangwol Palace

• In the year 1995, with the royal initiative of HM the King, the Satellite Station for Distance Learning was opened at Wang Kraikangwol School.

• HRH Princess Maha Chakri Sirindhorn graciously granted royal permissionfor Prof. Srisakdi to provide Internet connection to the project.

• The Internet connection was from ABAC where Prof. Srisakdi was Chairman of Knowledge Service Center (KSC)in charge of all Internet activities.

• On the upper part of Fig. 8, HM the King graciously gave a plaque to Prof. Srisakdi for providing Internet service to the project.

• On the lower part of Fig. 8,HRH Princess Maha Chakri Sirindhorn graciously opened the Satellite Station for Distance Learning, and graciously granted royal permission for Prof. Srisakdi to be in audience.

8. IT for Inmates Program Started in 1997

• HRH Princess Maha Chakri Sirindhorn believes that if inmates are given training in IT skills, they could find good work and would not commit crime again.

• So, HRH graciously initiated the projectas "IT for the Inmates at Bangkhen Central Women’s Prison" in the year 1997.

• Twenty computers and three printers were donated. • A 126-hour computer training course, according to the standards of the Department of Non-Formal Education with teachers from the Department was started.

• The program was extended to the Central Correction Facility for Drug Addicts in the year 1999, and to Bangkok Special Prison in the year 2000.

• To be eligible, the inmates must be 18-35 years old, have Grade 9 education, able to type, and have not taken computer courses.

• From the year 1997 to 2003, the course was given 18 times with 343 graduates.

• As a result of their computer training, the Technical Information Access Center under the National Science and Technology Development Agency hired the prison inmates to type Thai and English journal indexes.

• Then from the year 1992 to 2003, the inmates were paid a combined total of approximately 160,000 baht.

• Hopefully, after they have served their prison term, they will get a good computer-related jobs and would not commit crime again.

9. Royal Opening of Srisakdi Charmonman

IT Center

• HRH Princess Maha Chakri Sirindhorn graciously opened Srisakdi Charmonman IT Center (SCIT) at Assumption University.

• H.E. Surapong Suebwonglee, the Minister of Information and Communications Technology, reported to HRH that SCIT is the Center of Excellence in IT education.

• Prof. Srisakdi is the Founder of ICT Ph.D. and Master's programs at Assumption University, which produced thousands of graduates.

• SCIT has rooms with 400, 100, 60, and 40 Internet terminals to provide Internet training for public and private organizations.

• As shown in Fig. 11, HRH Princess Maha Chakri Sirindhorn graciously presided over the Internet VDO Conference from SCIT to the USA and the UK.

• The party in the USA was Georgia Institute of Technology where Prof. Srisakdi got his Ph.D. in Computations in the year 1964.

• The party in the UK was the International Computer Limited (ICL) which appointed Bangkok Data Center (BDC) the sole agent in Thailand.

• Prof. Srisakdi was the General Manager of BDC which is a part of the Royal Turf Club of Thailand Under the Royal Patronage of HM the King.

• As shown in Fig. 12, HRH Princess Maha Chakri Sirindhorn graciously presided over the openingof AIT Inaugural Hall of Fame.

• In addition to HRH Princess Maha Chakri Sirindhorn, there are other members of the Hall of Fameincluding Prof. Srisakdi who is :- the graduate with the highest grade

from the first graduating class of AIT, - Father of the Internet in Thailand,

• As shown in Fig. 13, HRH Princess Maha Chakri Sirindhorn graciously granted royal permission for Prof. Srisakdi and Mr. Pornphisud Monkhonvanich from Siam Technology College, to present 15 computers to HRH and make a presentation on the topic of "Cyber Warfare".

13. Concluding Remarks

• HRH Princess Maha Chakri Sirindhorn is highly well versed in Information and Communications Technologies.

• She has shown her major ICT leadership in so many areas.

• However, due to limited amount of time of 15 minutes available for presentation at Princess Maha Chakri Congressin June 2015, only 11 examples of her ICT leadership are included in this rough draft of the paper.

• More examples will be included in the version to be published in the International Journal of the Computer, the Internet, and Management at the end of the year 2015.

• All parties concerned should search Google from time to time to find out more and moreof HRH ICT leadership which all of us are sure will be highly beneficial to our country and the world.
