Dato’ Ng Wan Peng
Chief Operating Officer, Malaysia Digital Economy Corporation (MDEC)
Dato’ Ng Wan Peng is the Chief Operating Officer (COO) of Malaysia Digital Economy Corporation (MDEC).
MDEC is a government-owned agency to pioneer the transformation of Malaysia’s digital economy,
responsible for the development, coordination, and promotion of Malaysia’s digital economy, information
and communications technology (ICT) industry, and the extensive use of ICT in Malaysia.
Dato’ Ng Wan Peng is no stranger to anyone involved in the ICT business in Malaysia. After graduating from
Universiti Sains Malaysia in the nineties, she joined SAPURA as a systems engineer where she moved up the
ranks as project manager, program manager before leaving to join MDEC (previously known as Multimedia
Development Corporation) in 1999. Since then she has been a core and pioneer member of MDEC
initiatives. Today, as the COO, she is responsible for strategic execution of MDEC’s initiatives to support
digital economy, including: 1. Attracting investors, globalising local tech champions; 2. Catalysing industry-
driven digital ecosystem; 3. Building critical enablers of the digital economy, and 4. Driving inclusive
adoption of technology.
She has more than 25 years’ Industry experience in managing large-scale projects, in the areas of Strategic
IT Planning, Project Management, Systems Integration, and Methodologies Development. Dato’ Ng has
been consulted for both private and public sector organizations in IT policy and project implementation
across government, defense and education sectors in Malaysia and abroad. In 2015, Dato’ Ng Wan Peng
was conferred Darjah Setia Pangkuan Negeri (D.S.P.N) by Yang di-Pertua Negeri Pulau Pinang in recognition
of her leadership, dedication and positive contributions to drive and expand digital economy’s footprint in
Malaysia and globally.

Toh Beng Siew
Chief Financial Officer, IBM Malaysia
Toh Beng Siew is the Chief Financial Officer at IBM Malaysia. Prior to this, she was the Head of IBM’s Regional
Accounting Center in Kuala Lumpur covering the Asia Pacific region. Over the past 25 years, Beng Siew has
held leadership roles in operations, financial and management accounting that provide support to various
segments of the IBM business worldwide including consolidation, controls, revenue, cost, expense, balance
sheet, tax and statutory reporting. She is a sought after speaker at local and regional conferences where she
speaks about the impact of technology on the accounting and finance professions.
Beng Siew is currently leading the Global Business Services Task Force in CPA Australia and is also a member
of the Malaysian Institute of Accountants. She also on the board of Sunway University Business School as an
industry advisor. Beng Siew graduated in accounting and business from Unitec, New Zealand.
Dato’ Sri Sabin Samitah
Chief Executive Officer, Inland Revenue Board of Malaysia (IRBM)
Dato’ Sri Sabin Samitah was appointed as the Chief Executive Officer of Inland Revenue Board of Malaysia
in December 2016 and also a member of the Board of Inland Revenue. He has a wealth of experience in
tax administration, having served in senior capacities in all core functions of the tax administration for
more than 32 years, including Director of several branches, Director of Investigation Department, State
Director, Director of Revenue Management Department, Deputy CEO (Management) and Deputy CEO
(Tax Operations) prior to his appointment as Chief Executive Officer.
He holds a Bachelor degree from National University of Malaysia and is a Fellow Member of the Chartered
Tax Institute of Malaysia (CTIM). He also holds a certificate in Senior Leadership from Razak School of
Government with the collaboration of University of Oxford and Harvard Business School. At the
international front, following his appointment as CEO of IRBM, Dato’ Sri Sabin Samitah was elected as
President of the Commonwealth Association of Tax Administrators (CATA) for the period 2016-2018.

Prof. Yeah Kim Leng
Professor of Economics, Sunway University Business School
Prof. Yeah Kim Leng is the Professor of Economics at Sunway University Business School and Director of
Economic Studies Program at Jeffrey Cheah Institute on Southeast Asia (JCI) at Sunway University. He
assumed the current positions in May 2016 following a 2-year stint as a business school dean in another
local private university.
Prior to joining the academia, he had worked at the country’s first credit rating agency (RAM Holdings Bhd)
for 20 years principally as the chief economist and managing director of its wholly owned consultancy
services subsidiary. Before RAM, he was a senior analyst at the Institute of Strategic and International
Studies (ISIS) Malaysia. He holds an MBA and a PhD in Agricultural and Resource Economics from the
University of Hawaii, USA, both obtained under the East-West Center degree participant award.
Prof. Yeah is currently a Vice-President of the Malaysian Economic Association, a trustee of the Malaysian
Tax Research Foundation (MTRF), a member of the National Consumer Advisory Council at the Ministry of
Domestic Trade, Co-operatives and Consumerism and one of the two external members of Bank Negara
Malaysia’s Monetary Policy Committee.

Shaharrudy has accumulated almost 20 years’ experience in tax administration, including stints in audits,
investigations and various management positions. He currently holds the post of Director at the IRBM’s
Department of International Taxation.
His current roles involve various international taxation areas such as leading the tax treaty, MAP and APA
working teams; setting Malaysian transfer pricing policies; overseeing the implementation of exchange of
information activities; providing consultation on international tax issues; and managing international
relations with other tax authorities. Shaharrudy graduated with a Bachelor in Accounting and Finance,
from the University of Manchester and a Masters in Management from the International Islamic
University of Malaysia.

Ang Weina
Global Employer Services Leader
Weina has 28 years of experience and leads the Global Employer Services (GES) team in managing
employer-employee tax regulatory and advisory matters including international immigration solutions. She
has spoken at GES conferences in Europe, USA and Asia and is an appointed mentor in the National
Women In Leadership Programme under the Malaysian Economic Transformation Programme. Weina is
also recognised in the Women in Tax Leaders Guide for Malaysia by the International Tax Review.
Chee Ying Cheng
Global Employer Services Director
Ying Cheng has over 20 years of cumulative experience from major accounting firms. Her primary role is
advising on mobility management including employment tax matters, immigration compliance and shared-
based compensation schemes. Prior to her joining Deloitte, she led the mobility practice of a multinational
company as an in-house support in managing global mobility movements covering areas such as cross-
border employment taxes, mobility policies, immigration compliance and employer’s payroll compliance in
multiple tax jurisdictions.
Sim Kwang Gek
Country Tax Leader
Kwang Gek is the Malaysia Tax Leader and Malaysia M & A tax practice leader. She has over 20 years of
experience in tax with extensive experience in advising local and multinational companies on inbound and
outbound investments, restructuring of operations, mergers and acquisitions, incentive evaluation and
applications, regulatory applications to various government agencies, establishment of businesses in
Malaysia as well as managing the tax compliance affairs of a portfolio of clients. Kwang Gek is listed in the
Women in Tax Leaders Guide for Malaysia by the International Tax Review.

Tan Hooi Beng
Deputy Tax Leader
Hooi Beng leads the International Tax service line and has more than 20 years of experience in corporate and
international tax. He has vast experience in advising multinational corporations on corporate structuring and
restructuring, mergers and acquisitions, international offshore financial centres, business model optimisation, tax
treaties and cross-border taxation generally. An avid writer and speaker, he regularly contributes thought
leadership content in print media and takes part in speaking engagements. Hooi Beng has been listed in the
current edition of “The World’s Leading Tax Advisers” (Euromoney).
Chandran TS Ramasamy
Indirect Tax Director
Chandran has over 20 years of working experience in indirect tax advisory, due diligence, planning and
analysis. He has been advising clients in a diverse range of industries. Besides being an integral part of
advisory and dispute resolution on matters relating to customs, SST and the former GST, Chandran has
assisted clients to address anti-profiteering measures that were implemented by MDTCC under both the
old and new regimes of anti-profiteering law.
Chee Pei Pei
Financial Services Tax Leader
Pei Pei has over 20 years of experience in business tax and expatriate tax matters. Her clients’ engagements
includes both MNCs and companies listed on the KLSE. She currently leads the FSI and private wealth practice
in Malaysia. Her industry focus is in the banking and insurance related corporations. She has also lead the
FATCA advisory for financial institution and involved in project management and implementation of CRS for
financial institutions in Malaysia. She is also the Korean Service Group leader for Deloitte Malaysia.
Stefanie Low
Audit & Investigation Tax Executive Director
Stefanie was formerly an advocate and solicitor and has more than 18 years of experience in tax and legal
practice. Stefanie focuses on corporate tax compliance, tax advisory, tax audit, tax investigation and dispute
resolution. She has extensive experience in tax structuring, tax due diligence, mergers and acquisitions, cross-
border transactions, infrastructure projects including reviewing tax assumptions, agreements and
documentation. She uses her extensive experience effectively in managing tax controversy matters.
Tan Eng Yew
Indirect Tax Leader
Eng Yew has over 20 years of experience in the areas of customs, excise, sales, service tax and GST. He
currently advises clients on various indirect tax matters, including impact on proposed transactions,
indirect tax reviews and due diligence and client representation with the relevant tax authorities. He has
also represented clients in various disputes before the customs authorities and before the Customs
Appeal Tribunal. Eng Yew actively contributes to Chartered Tax Institute of Malaysia (“CTIM”) and is
currently a member of the CTIM’s Technical and Public Practice Committee, Examination Committee and
also GST committee. Eng Yew is also recognised as an Indirect Tax and Tax Controversy Leader by the
International Tax Review.

Senthuran Elalingam
APAC Financial Services Indirect Tax Leader
Senthuran has over 15 years of experience advising on indirect tax matters in Australia, China and
Malaysia with a specific focus on Financial Services. He currently leads the Indirect Tax FSI practice for
Deloitte Malaysia, and his experience includes advising a number of Malaysian and multinational banks
and insurers on the implementation of GST and reimplementation of SST. Senthuran is recognised as an
Indirect Tax and Tax Controversy Leader by the International Tax Review.
Subhabrata Dasgupta
Transfer Pricing Executive Director
Subharata Dasgupta is an Executive Director in the Transfer Pricing service line of Deloitte Malaysia. He has
extensive experience working for Deloitte’s network of offices in Asia, the EMEA and the Americas on global
and regional transfer pricing documentation and planning engagements. Subha has more than 10 years of
experience in serving clients from varied industries: electronics and electrical, pharmaceuticals, real estate
and construction, financial services, telecommunications, oil and gas, primary and secondary metal
manufacturing, agri-business, and aerospace and defence, among others. Currently, he is leading the TP
Technology and FSI offerings from Deloitte in Malaysia.

Chow Kuo Seng
Audit & Investigation Tax Leader
Kuo Seng has more than 30 years’ related experience in taxation and audit. His experience in A&I
controversy management includes providing tax advisory/consultancy and managing compliance work for
local and multinational companies as well as high net-worth individual clients and prudential audit review
for tax risk management purposes. Kuo Seng was recognised as a Tax Controversy Leader by the
International Tax Review.
Izzad Shamsudin
Business Advisory Leader
Izzad leads Business Advisory Services in Deloitte Malaysia. His experience spans 12 years in the public
accounting practice and across a wide range of multinational and public-listed companies from various
industries, including financial institutions and financial markets, manufacturing, retail, media and commerce.
He is also a licensed audit partner. Prior to joining Deloitte, he has held the position of Head of Finance and
ICT in a multi-national establishment and Audit Senior Manager with another professional services firm. He
was also a manager in an advisory practice specialising in banking and capital markets.
Theresa Goh
Transfer Pricing Leader
Theresa Goh is the National Transfer Pricing Leader of Deloitte Malaysia and carries more than 30 years’
experience as a tax professional encompassing both tax and transfer pricing matters. She is based in Kuala
Lumpur, and her experience covers transfer pricing, tax audits, investigations, tax advisory work, supply
chain management and business model optimization projects for clients in a wide range of industries,
including manufacturing, services, telecommunication and the oil and gas sectors. Theresa’s experience in
tax and transfer pricing controversy management includes preparation of strategy for litigation involving
anti-avoidance issues and application of alternative transfer pricing methods during audits. She also has
assisted clients to conclude the first-ever, and all three advance pricing agreements (APAs) signed in
Malaysia to date. Under Theresa’s leadership, Deloitte Malaysia won the Lawyer Legal award 2015, Transfer
Pricing Law Firm of the year – Malaysia and has achieved consistent Tier 1 ranking in the World Transfer
Pricing Guide published by the International Tax Review.

Business Tax Executive Director
Siew Chi has more than 15 years of experience in both corporate tax compliance and tax advisory work
serving a diversified portfolio of local and multinational clients engaged in a wide range of industries such as
trading, manufacturing, telecommunications, technology, plantations, property, retail and other services
sectors. Her tax advisory experience includes advising on various financial and business transactions, tax
incentives, international tax planning on cross border transactions (inbound and outbound investments),
structuring of mergers and acquisitions, group restructuring exercises, tax review and tax due diligence
work.
