He said India is becomingproducer of indigenous defencematerials and Uttar Pradesh willbe the main hub of defence man-ufacturing. "By organizing sucha big and historical event UttarPradesh is fulfilling the dream of'Make in India' and this will givehuge employment to the youths,Modi added. On the occasion,PM also witnessed grand Armyand Air Force show, portrayingmight of the nation.

Modi expressed his pleasurethat for the first time theDepartment of DefenceProduction in collaboration withthe Ministry of External Affairsis also convening the first everIndo-Africa Defence Ministers'conclave in the Expo. Ministersof 15 different African countriesare participating in the conclaveand the aim of India is to furtherstrengthen defence cooperationwith the African nations.

Prime Minister assured thedelegates of foreign nations thatIndia is the country whichbelieves in peace, peaceful exis-tence and mutual cooperation.'We were compelled to fight twoworld wars of no reason and sac-rificed a lot. But our culture is tobelieve on world-peace and tran-quillity', Modi added. Modi saidthat whenever and wherever inthe world people debate onflourishing countries of 21stcentury, India is always countedin the list. Security is obviouslyour major point of concern.

"Technology being used bynefarious hands is becomingserious threat. We are creating astrong technical wall against thepilferages of technology. We arealso concentrating on artificialintelligence and very soon weare going to produce 25 productsof artificial intelligence, Modiadded.

Speaking on the occasion,Defence Minister Rajnath Singhsaid that the Defence Expo-2020held in Lucknow is the result ofthe vision of Prime MinisterNarendra Modi. He said that theDefence Corridor to be built inUttar Pradesh will be unprece-dented in the entire world. Indiawill become the hub of defencemanufacturing in future. In thenext five years, defence manu-facturing will accelerate more.Companies in the field ofdefence from all over the world

are coming to India becauseIndia is a big market in theworld, he added.

Chief Minister of UttarPradesh Yogi Adityanath said,"Defence Expo 2020 will proveto be very important for makingIndia self-reliant in defence sec-tor. This is a great opportunity toshow the might of the army. Hesaid that 23 MoUs are going tobe signed for investment inDefence Expo. Investment of Rs50,000 crore is expected to takeplace, which will provideemployment to 3 lakh people.

He said that the foundation stoneof the Defence Corridor was laidby Prime Minister NarendraModi in February. Six nodes arebeing made in it".

Yogi said that they have alarge network of expressways.Work is going on at PurvanchalExpressway and BundelkhandExpressway after Yamuna andAgra Expressway. He said thatwork has also started on theGanga Expressway in the Statewhile work on building 11 air-ports along with Asia's largestZewar airport has been expedited.

JAMMU, Feb 5: Lambastingthe BJP for its flip-flop over theissue of domicile law for J&K,Harshdev Singh, JKNPPChairman and former Ministertoday said thathighly incongru-ous and contra-dictory state-ments made bythe saffron partyleadership hadcreated hugeembitterment inthe hearts andminds of thepeople especial-ly the youth.

“BJP leader-ship is taking one stand whileaddressing the public gatheringsbut issuing exactly oppositestatements during the course ofParliamentary proceedings,” hesaid while referring to the replyof G Kishan Reddy in Parliamentyesterday in response to a ques-tion by MP Natrajan, wherein theUnion MoS Home had categori-cally stated that `as on date, theGovernment has not taken anydecision regarding domicile lawin J&K’.

Addressing a press confer-ence in Jammu today, HarshdevSingh said that the statement ofthe Union MoS denying anysuch proposal for domicile lawin J&K had exposed the BJPleadership yet again for itstreacherous politics. “The catwhich had been mewing for longhas been finally let out of the bagby no other than the BJPGovernment itself. TheParliament reply has falsified thelofty claims made by BJP leadersthat a Domicile law was in the

offing and that Home Ministrywas shortly issuing a notificationin this regard,” he said.

Accusing the BJP leadershipof skullduggery and deceptivepolitics, Harshdev Singh cau-

tioned the saffron party torefrain from taking the people ofJ&K for granted. “Double stan-dards of BJP leadership havecome to fore on several occa-sions in its dealing with J&Kaffairs. It has been promising

early delimitation for quite sometime without actually commit-ting itself to it. It has often beentalking of holding Assemblyelections in the erstwhile Stateand subsequently retractingfrom its statements. It has beenassuring of extending the provi-sions of 73rd and 74thAmendment of the constitutionto J&K without taking any ini-tiative in this regard. And it hasbeen harping on ending biasagainst Jammu while at the sametime announcing mega freebiesand doles for Kashmir. It’s, infact, moving in fits and starts,accompanied by reverses whichcould prove counterproductiveaspiration”, he said.

NABARD estimates credit potentialof Rs 30,760 cr under priority sector

JAMMU, Feb 5: NABARD hasestimated a credit potential of Rs30,760 crore under priority sectorfor the UT of Jammu and Kashmirfor the year 2020-21. The UT focuspaper containing the details of dis-trict wise and sector wise creditpotentials arrived at in a holisticmanner based on consultation withall stakeholders was launched in theCredit and Development Seminarof NABARD.

Thomas Mathew, RegionalDirector, RBI inaugurated the semi-nar and gave the key note address.Dr. Nazeer Ahmed, ViceChancellor, SKUAST-Kashmir, Dr.K.S. Risam, Vice Chancellor,SKUAST-Jammu, R. K. Chhibber,convenor UTLBC/Chairman J&KBank and other senior bankers andofficials put forth their views andactively participated in the seminar.

The areas for a sustainable andinclusive development of the U Twhich were discussed in the semi-nar included farmers collectivesthrough FPOs, developing walnutas a commercial crop, enhancingproductivity in Saffron, a new ecosystem for handicrafts throughOFPOs, storage and marketinginfrastructure for Apple, strengthen-ing of dairy cooperatives as a pilotproject, improving the ancient net-

work of Zamindari Kuhls inKashmir, developing a marketinginfrastructure for vegetables aroundJammu and financial literacy forPanchayat members.

The seminar presented thepotential linked credit estimates forvarious sub-sectors of priority sec-tor which include Rs 15799.67crore for agriculture (Rs 14320.17crore in farm credit, Rs 458.89 crorefor agriculture infrastructure, Rs640.07 for food and agro processingetc.) and Rs 10630.03 crore forMSME segment etc. for year 2020-21.

NABARD released a short filmon E-Shakti, a digitization pilotproject for SHGs and a booklettitled "Saffron to Marigold", Aglimpse of NABARD initiatives inJammu, Kashmir and Ladakhwhich reflected the impact of vari-ous projects/programmes imple-mented by NABARD at groundlevel.

The various products of FarmerProducer Organizations (FPOs) andOff-Farm Producer Organization(OFPO) supported by NABARDwere also demonstrated in the stalls.As a marketing initiative to supportartisans of J&K and Ladakh,NABARD is going to organize a"Gramya Kala Shilp Mela" fromMarch 12 to 16 at Kalakendra,Bikram Chowk Jammu.

JAMMU, Feb 5: A two-daynational seminar entitled"Assessment and Evaluation:Recent trends and Challenges"began today in the Department ofEducational Studies, CentralUniversity of Jammu under the'Pandit Madan Mohan MalviyaNational Mission on Teachers andTeaching' (PMMMNMTT)scheme of MHRD.

During the inaugural, CUJ ViceChancellor Prof Ashok Aimastressed on synergy buildingamong the intellectuals of the vari-ous educational institutes and char-acter building in the students thatneed to be started from the schoollevel. He added that the ecosystemof intellectual development needsto be focused in the schools. Hestressed that young minds need tobe trained for thinking new possi-bilities.

Dr J N Baliya, HoDEducational Studies, CUJ,impressed upon the audience aboutthe need of the quality assessmentand evaluation in educationalprocess.

The Co-ordinator of the semi-nar, Dr Ritu Bakshi, said that needof the hour was to revisit the pres-ent practices of the assessment andevaluation for quality based solu-tions to the whole Education sys-tem of the country.

Prof Amit Kouts, Head andDean, Deptt of Eduaction, GNDU,delivered key note address andpointed out the issues and chal-lenges in the Assessment and eval-uation which is the centre of theeducation process. Further, hefocused on the development of thequality assessment tool; and signif-icant role of parent as stakeholder inthe entire process of education.

The plenary session waschaired by Prof Kiran Deep Kour,Department of Education, PunjabiUniversity, Patiala. The key speak-ers in the session were Prof VishalSood, Head and Dean, Departmentof Education, CUHP; Dr SudhirSingh, Joint Secretary, JKBOSE;Dr Vipin Verma, Principal, GDCUdhampur and Dr J N Baliya.

During the technical sessions,the delegates presented their paperson the respective themes. A large number of retired non-gazetted police personnel underthe leadership of Ajit Singh gath-ered at Exhibition Ground andraised slogans against the

Government for ignoring theirlong pending demand regardingpay anomalies.

Addressing the protestors, AjitSingh said that Government isgiving the effect of its Order No229-F of 2014 dated 7-10-2014regarding pay anomaly, from thedate of order though the effectshould be given from the year1996 when Fifth Pay Commissionwas implemented throughout theState leaving only PoliceDepartment.

He criticized the Governmentand the Police Department for

ignoring the just and genuinedemand of the poor police pen-sioners, stating that since theForum launched their struggle toget their rights, Government isconstituting committee after com-mittee but doing nothing toredress the issue.

Singh said that First Payanomaly committee was formedin the year 2009, another was con-stituted in September 2011 and thethird one was formed in April2016. He said that the Forumwants that like previous two com-

mittees, the third one should notbe time killing. “As such we wantto know the time frame becausethe issue is lingering on for the last20 years”, he added.

The Forum chairman said thatthe office of the Director Generalof Police in response to a clarifica-tion sought by the FinanceDepartment, had informed thatpay anomalies of retired ASIs andHead Constables is about Rs 5,93, 25000. Singh appealed thepolice authorities to release thisamount in favour of retired ASIsand Head Constables.

Official sources said struc-tures on Forest land were illegal-ly raised by Abdul Hamid, sonof Noor Husain resident ofBarmini, Sunjwan and one GulMohd, resident of Gool in dis-trict Ramban. The team alsoseized angle iron doors, frames,GI sheets and retrieved backone Kanal forest land.

MGNREGA workers stage protestExcelsior Correspondent

MENDHAR, Feb 5: A large number of workers who have beendenied wages by the Rural Development Department under variousMGNREGA works for the last over four years staged a protestdemonstration and submitted memorandum to Sub DivisionalMagistrate here.

MGNREGA workers assembled at Shahidi Yadgar in the mid-dle of the town and raised slogans against Rural DevelopmentDepartment.

They alleged that concerned Village Level Workers (GramSevaks) were not paying their pending wages for the last over fouryears and even the matter was brought to the notice of BDOMendhar, Balakote and Mankote but nothing fruitful emerged.

Leading the protest Sarfraz Choudhary said that protest will beintensified if wages were not paid within a week.

389 detainedunder PSA in

J&KNEW DELHI, Feb 5:

A total of 389 people are cur-rently in detention under thePublic Safety Act (PSA) inJammu and Kashmir, the RajyaSabha was informed today.

Union Minister of State forHome G Kishan Reddy saiddetention orders has been issuedagainst 444 people under the JKPublic Safety Act since August2019 when Article 370 was abro-gated.

At present, 389 people are indetention under the PSA, he saidin reply to a written question.

Regular reviews are undertak-en on a case-by-case basis andaccordingly, extension in deten-tion or revocation is made basedon reports of field agencies andthe ground situation. (PTI)

Congress leader AdhirRanjan Chowdhury todayattacked the Government in LokSabha on the findings of theCAG report that flagged acuteshortage of essential clothing,boots and equipment for sol-diers posted in Siachen.

Speaking during the ZeroHour, Chowdhury said it is theresponsibility of theGovernment to ensure clothingand all other items required bysoldiers posted at Siachen asthey are guarding the nation issuch difficult terrain and hostileweather.

The report by theComptroller and AuditorGeneral of India (CAG), whichwas tabled in Parliament onMonday, pulled up the Army fordelay in procurement of cloth-ing, equipment, snow gogglesand multi-purpose boots that arerequired to be provided to sol-diers serving in high altitudeareas. (PTI)

Accused involved inattempt to murder

REASI, Feb 5: Police arrest-ed an accused who was involvedin attempt to murder case.

As per police sources, duringthe intervening night of February4 and 5, a youth identified asSahil Singh (19), son of LateLehar Singh of Nai Basti DistrictReasi attacked with sharp edgeweapon and critically injuredanother youth namely NitinSingh alias Saajan, son of SanjaySingh of Nai Basti District Reasiat Fast Food Shop at Nai Bastiand escaped from the spot.

The injured person was shift-ed to hospital and a case underFIR Number 9/2020 under sec-tion 307 and 452 IPC and 4/25Arms Act got registered at PoliceStation and hunt was launched toarrest the accused.

After hectic efforts, a teamfrom Police Station Reasi arrest-ed the accused from Mari area ofDistrict Reasi during wee hours.

Further investigation into thecase is going on.
