COP 15 (Copenhagen): agreement to establish a “Technology Mechanism”
COP 16 (Cancun): Technology Mechanism further elaborated (TEC and CTCN) and TEC established
COP 17 (Durban): establishment of CTCN; COP to provide guidance to the CTCN through an Advisory Board; selection procedure agreed for hosting of CTCN
COP 18 (Doha): formal selection of UNEP-led consortium as host
CTCN MISSION
“To stimulate technology cooperation and enhance the development and transfer of technologies to developing country parties
at their request.”
3
CTCN FUNCTIONS
Main functions:• Manage requests from developing countries NDE and deliver responses
• Foster collaboration and access to information and knowledge to accelerate climate technology transfer
• Strengthen networks, partnerships and capacity building for climate technology transfer
Supported by outreach and awareness activities and a good knowledge management system
4
CTCN CONSORTIUM
5
Breadth and depth of expertise and experience in:
• adaptation and mitigation, along all steps of the technology cycle
• specific technology subject areas• geographic understanding and language capabilities• expertise in knowledge management• network development and management
CONSORTIUM EXPERTISE
6
CTCN INSTITUTIONAL SETUPCore Centre co-managed by UNEP and UNIDO, backed by “technical resource pool” of consortium partners
Main support provided through the Network
7
• Focal point for CTCN activities at the national levelo Ensuring requests are based on national
circumstances and prioritieso Coordinating with relevant ministries, focal points for
other UNFCCC mechanisms, and the private sector, civil society, and academia to ensure CTCN services provide the best value to the country
• Nominations requested by UNFCCC Secretariat• Some countries seeking guidance in selecting their NDE• Consultations and training activities for NDEs are
plannedGood NDEs are essential for a well functioning CTCN!

ROLES OF THE NETWORK
“The members of the Network will undertake the substantive work to address requests made to the Climate Technology Centre by developing country
Parties”
Criteria for the Network to be determined by the CTCN Advisory Board

CTCN STRUCTURE
10
CTCN DELIVERY APPROACH
11
• Submission of request by NDE• Logging and initial screening (Core Centre Staff)• Refining of request and preparation of response plan by NDE and
CTC expert team• Review and approval of request (Director)
Submission and Response
Plan
• Delivery of initial quick response assistance from expert team (where appropriate)
• Tendering of project to Network and selection of Network member for delivery of services
• Network implementation of agreed support
Response
• CTC progress reviews and oversight• Summary report on results and impacts• Analysis and sharing of experience through peer forums and
knowledge management• Reporting outcomes publicly and to the Advisory Board
Reporting and Evaluation
CTCN REQUESTS
12
• The ideal request to the CTCN:o Will help create conditions for improved climate
technology transfer service deliveryo Benefits from political commitment and is consistent
with national sustainable development strategies (NDPs, PRSPs, LEDS, NAPAs…)
o Is linked to national investment plans and will unlock public or private sector investment
KNOWLEDGE MANAGEMENT SYSTEM
13
A comprehensive library of information on technology
availability, costs, and performance; policies; and
financing
Captures experiences and results of technology cooperation activities
Collects, analyzes, and communicates CTCN results
and lessons learned and gathers external feedback
from CTCN stakeholders and partners
Facilitates on-line training, peer-to-peer exchange, and provision of expert advice
KMS
• Capacity building• Technical support and advice for the identification of
technology needs• Technical assistance for implementing environmentally sound
technologies• Technology cooperation• Catalyzing private and public investment• Disseminating best practices on technology transfer
