The New York City Conflicts of Interest Board (the “BoaFindings of Facts, Conclusions of Law, and Order fining a fSecretary for the New York City Department of Education (“DOEusing a DOE procurement credit card, also known as a P-Card, to$3,000 in personal purchases, such as at gas stations and fast foobetween August 2009 and May 2011. The former School Secschool’s business manager, had been entrusted with the P-Cardpurpose of making purchases for the school.

The Board’s Order adopts the Report and RecommendYork City Office of Administrative Trials and HearingAdministrative Law Judge (“ALJ”) Alessandra F. Zorgniotti, trial. The Board found that the ALJ correctly determined thSchool Secretary misused the school’s P-Card and that, in so dthe City of New York ’s conflicts of interest law, which prohservant from using his or her City position for private financial gusing City resources, such as school funds, for any non-City p

former School Secretary resigned during the course of the invthis matter and failed to appear at the hearing at OATH; nonBoard ordered that she pay a fine of $9,000.
