1.0 About the ManualThis manual outlines export guidelines for Tasmania, Victoria, New South Wales, South Australia, and Western Australia for the 2010/2011 season. The objective was to produce a practical guide for exporting cherries to Western Australia and Internationally.
The information contained in this manual is based on the best available information at the time of production. Because countries are regularly reviewing and changing data, growers and exporters are advised to regularly review data. Cherry Growers of Australia Inc will endeavour to review and update this information on a regular basis and provide changes to members.
When using this manual please note the following:
Chemicals listed in this manual are not registered for use in all states or territories in Australia, refer to •the product label, chemical manufacturer or Australian Pesticides and Veterinarian Medicines Authority (APVMA) for registration and/or permit status.
Some chemicals listed in the manual may have a nil residue in the export destination. Maximum Residue •Limit’s (MRL’s) for all chemicals used on fruit for export markets SHOULD be checked against the importing countries MRL’s. If a chemical has a nil residue (MRL at zero or no MRL established) it is recommended the chemical NOT be used unless a residue test is done before shipment.
Cherry Growers of Australia Inc recommends that all fruit destined for export is residue tested and •confirmed to meet export destination MRLs prior to shipment.
The Australian MRL’s listed in this manual are taken from the Australian Pesticides & Veterinary Medicines •Authority MRL standards.
Users of agricultural and veterinary chemical products must always read the label and any permit, before •using the product, and strictly comply with the directions on the label and the conditions of the permit.
2.0 Recommended Requirements to Meet Export Criteria’s and QAGrowers must:
Maintain an up to date spray diary and retain copies on file for a minimum of two seasons. Minimum •requirements for a spray diary include date, block ID, variety, pest target, pesticide, batch no, rate applied, withholding period, operator – see appendix 1.
Apply chemicals according to the recommended rate.•
Observe pre-harvest intervals (in days) for each export market destination or do not apply chemical.•
Submit fruit for residue testing.•
Check with customer or exporter on quality assurance requirements. Schemes such as SQF 1000 & 2000, •Eurepgap/Globalgap and BRC are internationally recognised, schemes such as Freshcare and WQA are only recognised in Australia. Some customers also require compliance with their own schemes such as Natures Choice, LEAF and Farm to Fork.
Check with customer or exporter on specifications for fruit quality.•
Advise your agronomist or agri-consultant of your export market customers and ensure all •recommendations are in a written form – retain copies on file for a minimum of two years.

Notice of intention to export must be given to an authorised officer not less than 3 clear working days prior to export (in the case of export by ship) and sufficient time to allow the notice of intention to be certified and export permit granted before the loading of the aircraft (in the case of export by air).

To find out if your inspection premise is registered with AQIS, and to find out what commodities your inspection premise is registered for please contact your regional AQIS office. Please note that inspection premises MUST be registered for each commodity that is intended for export.
4.0 Export Numbers4.1 Export to Western Australia:
All growers registered to export to WA will be issued with an export number. This is a number preceded by a ‘T’. This number is used only for export to Western Australia and covers your orchard and inspection premise. Once you receive this number, it will never change however it does need to be renewed each year.
4.2 Export to all overseas countries:
If you export fruit to overseas countries, your inspection premise and coolstore must be registered with the Australian Quarantine and Inspection Service (AQIS). Your registration number is a three or four digit number, which you keep for as long as your premises remains registered.

8.0 Trade DescriptionsTrade descriptions must meet specific customer labelling requirements with the importing country (if required) and meet the requirements of specific export protocols i.e. protocol for export of Tasmanian cherries to Japan.
The complete trade description for export shall:
be applieda.
on rigid type packages, to at least one end of each package;•
on transparent or loose mesh bags, on either •
one side of a sufficiently rigid label placed inside the package, provided the markings remain clearly •visible from the outside; or
printed directly on the package, or•
on any non-rigid type package, on one side of a sufficiently rigid label either securely attached to the top •of the package or printed directly on the package;
b. be in prominent, indelible and legible characters at least 5 millimetres high; and
c. not be handwritten.
Information to be included in trade description
a.the name or registration number of the PACKING ESTABLISHMENT;
the name and address of the EXPORTER, or registered business name, or brand name registered under b. appropriate state government or territory laws, or as otherwise permitted by an order;
either the words – ‘Product of Australia’, ‘Produce of Australia’, ‘Australian Produce,’ or the word c. ‘Australian’ and the kind of fruit or vegetable being exported;
d. the name of the KIND of fruit or vegetable;
the CLASS of the fruit or vegetable; ande.
the SIZE, or COUNT, or MASS of the fruit or vegetable.f.
Packaging used in the Australian market must meet state and federal labelling requirements.
9.0 Approved and Prohibited VarietiesMany export customers prefer not to import some cherry varieties such as Van or Stella due to their tendencies to be soft and not meet quality specifications.
10.0 Maximum Residue TestingCherry Growers of Australia Inc recommends that all fruit destined for export is residue tested and confirmed to meet export destination MRLs prior to shipment. Residue tests should include all chemicals used on the tested crop.
6.0 Documentation Sign-Off6.1 Manual
Phytosanitary Certificate/Export Permit
Phytosanitary Certificates will be endorsed by the Australian Quarantine Inspection Services when the exporter provides a signed and stamped copy of the export permit (EX28) as proof of inspection. The number to be assigned to the Phytosanitary Certificate must be the same as the number assigned to the EX28, see appendix 3 (eg for Tas 6B...6L...or 6D).
The number assigned to the EX28 is the Export Permit and is to be prefixed with PIH when quoting to the Australian Customs Service (ACS) for the Export Declaration Number (EDN).
6.2 EXDOC
Requests For Permits (RFP) – New South Wales, South Australia, Victoria, Western Australia
Details of an RFP will be created/amended by an authorised Electronic Data Interchange (EDI) user. Authorisation of RFPs will be undertaken by AQIS.
Request For Permits (RFP) - Tasmania
All RFP’s will be completed in Hobart. If you require a RFP to be finalised please fax it to the Hobart Quarantine Centre with the RFP cover page, see appendix 8, on 03 62338885 and mark it ATTENTION: EXDOC User, AQIS Hobart. RFP’s will not be processed without the RFP cover page.
6.3 Approved Arrangements (AA)

Phytosanitary Certificates will be endorsed by the Australian Quarantine Inspection Services when the exporter provides a signed and stamped copy of the export permit (EX222 see appendix 4) as proof of inspection. Under the approved agreement the reference number on the Phytosanitary Certificate must be the same as the number of the EX222 and will be supplied by AQIS on request.
EXDOC
Request for permits will be completed by an approved arrangement establishment and authorised by AQIS.
7.0 Area/Property FreedomICA 23 – area of property freedom may be requested by Victorian businesses if fruit is in transit in Victoria.
All Tasmanian fruit growers sending produce to a business in Victoria operating under ICA-23 need to complete an area/property freedom approval form. These approvals, which are stamped and signed by the Department of Primary Industries, Parks, Water and Environment in Tasmania, are valid for 12 months. Once the property approval form has been signed and stamped, the original will be returned to you (the Tasmanian fruit grower). You are then required to forward a copy of this form to each of the businesses that request the approval under ICA-23. In Tasmania, forms must be completed and approved at least 10 days prior to shipment – see appendix 5. Forms can be mailed to the Department of Primary Industries, Parks, Water and Environment, Macquarie Wharf No 1, Hunter St, Hobart, Tas, 7000.
All South Australian fruit growers
SA is fruit fly free, however SA cherries destined to NSW, Vic, Tas and WA need certification (see appendix 5) with WA also requiring SA orchards/pack houses to be registered with PIRSA Biosecurity – Plant Health (see appendix 6).
Cherry fruit entering SA will require Plant Health Certification (PHC/PHAC) for entry into SA. This can be a DPI PHC or a PHAC from an ICA-23 accredited business.

11.0 Non-Protocol Countries – all statesFruit inspections for export to non-protocol countries (ie, USA and EU) must be at AQIS registered establishments.
11.1 Fees
If you register an inspection premise for export to non protocol countries, there may be a charge associated with the registration process. Please contact your regional AQIS office for current fees.
There is an ANNUAL registration fee for all AQIS registered premises. Please contact your regional AQIS office for current fees.
11.2 Trapping regime
In order to export cherries to non-protocol countries, AQIS is not required to trap for pests and diseases.
11.3 Treatment of produce
In order to export cherries to non-protocol countries, you are required to refer to the EXDOC endorsement listed on the AQIS PHYTO database (www.aqis.gov.au/phyto/asp/ex_search.asp).
11.4 Inspection requirements
In order to export cherries to non-protocol countries that require a phytosanitary certificate, an inspection IS REQUIRED. A 600 piece or 2% inspection of the consignment will be carried out, as nominated by the exporter. You should allow approximately one hour for a 600 piece inspection and documentation.
11.5 Documentation requirements
In order to export cherries to non-protocol countries, you may need an Import Permit. You may also be required to complete a phytosanitary certificate or RFP with an additional declaration on the AQIS website (www.aqis.gov.au/phyto/asp/ex_search.asp).
12.0 Taiwan Protocol – Tasmania OnlyAll orchards and inspection premises that will be involved in exports to Taiwan must be registered with AQIS.
12.1 Fees
If you register your inspection premise for export to Taiwan, there will be a charge associated with the registration process. Please contact the Hobart Quarantine Centre for current fees.

12.2 Packing details
All cherry cartons (2kg or 5kg) are to be placed in an outer carton. The outer carton is referred to as a •cherry unit.
There must be no holes in the cherry unit.•
Display of the FGT exclusive label which states ‘Fresh Tasmanian Cherries for Taiwan - Grown, Packed, •Inspected, and Sealed in Tasmania, Under Quarantine Supervision’, must be attached to every cherry unit and be placed near the grower details (see photo 1).
The inspection premise registration number must be printed on each carton (within the unit) in the •consignment.
QUARANTINE TASMANIA tape (black writing on yellow background) must be used to seal the cherry unit. •Tape must seal the lid and base of the outer cherry unit (see photo 2).
Phytosanitary certificate to be signed in Tasmania.•
12.3 Trapping regime
There is no trapping regime for cherry exports to Taiwan.
12.4 Treatment of produce You are not required to fumigate your produce for pests and diseases in order to export cherries to Taiwan.
12.5 Inspection requirements
In order to export cherries to Taiwan, an inspection by AQIS (Quaratine Tasmania authorised inspector) is required. Taiwan requires that 2% of the consignment be inspected. You should allow a minimum of 1.5 hours for an inspection of cherries to Taiwan.
12.6 Documentation requirements
In order to export cherries to Taiwan, you are required to complete a Request For Permit (RFP) through •Exdoc (electronic documentation). The additional declaration for the RFP is EXDOC endorsement 2065:
Taiwan will only accept electronic certification for export produce.•
The product has been thoroughly inspected and found free of • Ceratitis capitata and Bactrocera tryoni,
The product has been thoroughly inspected and found free of • Cydia pomenella and Frankliniella occidentalis (Pergande)
The fruit has been sourced, packed, inspected and sealed in Tasmania.•
13.0 Japan Protocol – Tasmania OnlyAll Orchards and Inspection premises that will be involved in exports to Japan must be registered with AQIS.
13.1 Fees
If you register your inspection premise for export to Japan, there will be a charge associated with the registration process. Please contact Hobart Quarantine Centre for current fees.

13.2 Packing details
The following packing and labelling requirements are mandatory for the export of cherries to Japan:
Packaging cartons must be new and clean and made from either new or recycled materials.•
All trade description requirements applied must be in accordance with Export Control (Plants and Plant •Products) Orders 2005.
Each packaging carton must have markings to enable traceability to specific growers.•
Each carton or packing tray must be manufactured and packed to ensure there are no gaps or open corners •through which codling moth or other insects can enter. Any gaps or holes larger than 1.6mm must be taped over or covered with a mesh screen.

If cartons/trays are of two piece (telescopic) designs, the base of the carton will be secured to the top •by the use of tape.
If cartons/trays are of a single unit design, application of tape will be made over the top and bottom •opening joins of the package.
Each carton, palletised carton or container loaded with cartons (sea freight only) must have the words •‘PLANT QUARANTINE AUSTRALIA’ in a clearly visible position. The labelling format is as follows: i. PLANT QUARANTINE AUSTRALIA OR ii. PLANT QUARANTINE AUSTRALIA
Each carton, palletised carton, or container loaded with cartons must have the words ‘FOR JAPAN’ in a •clearly visible position. The labelling format is as follows: i. FOR JAPAN OR ii. 日日
The formatting i.e. CAPITALISATION and placement of words must be followed exactly. It is recommended the exposed side of a carton or pallet is used to position the labeling.
Wooden packaging used for exporting cherries to Japan must be compliant with ISPM 15 requirements. •Information is available on the AQIS public website (www.aqis.gov.au) under the “Exporting from Australia” section.
13.3 Trapping regime
In order to export cherries to Japan codling moth traps must be placed in the registered production sites at a density on one per ha plus one (minimum 1 trap). Trapping must commence before 15th October 2010, and be monitored weekly. There will be a charge associated with the trapping regime, please contact the Hobart Quarantine Centre for current fees.
13.4 Treatment of produce
In order to export cherries to Japan, you are not required to treat cherries for pest and disease unless the codling moth threshold is reached (7 moths trapped in one week in a production site). Production sites where the codling moth threshold is exceeded will be suspended from the systems approach compliance program and you are required to fumigate your produce for codling moth.
13.5 Inspection requirements
In order to export cherries to Japan, an inspection by AQIS is required. Japan requires that a pre-harvest (at production site) of 600 cherries be conducted and a 1% inspection of the export consignments be inspected.
13.6 Documentation requirements
Growers must keep and maintain the following records, which must be made readily available to DPIPWE: grower registration form, map used to register production sits, spray diaries.
14.0 Korea Protocol– Tasmania OnlyAll Orchards and Inspection premises that will be involved in exports to Korea must be registered with AQIS.
14.1 Fees
If you register your inspection premise for export to Korea, there will be a charge associated with the registration process. Please contact Hobart Quarantine Centre for current fees.
There is an annual registration fee for all AQIS registered premises. Please contact the Hobart Quarantine Centre for current fees.
14.2 Packing details
The following packing and labelling requirements are mandatory for the export of cherries to Korea:
Packaging cartons must be new and clean and made from either new or recycled materials.•
All trade description requirements applied must be in accordance with Export Control (Plants and Plant •Products) Orders 2005.
Each packaging carton must have markings to enable traceability to specific growers.•
Each carton or packing tray must be manufactured and packed to ensure there are no gaps or open corners •through which codling moth or other insects can enter. Any gaps or holes larger than 1.6mm must be taped over or covered with a mesh screen.
Each carton or pallet must be marked with the registration number of the export orchard and export pack-•house.
Each carton or pallet must be labelled ‘ For Korea’.•
QUARANTINE TASMANIA tape (black writing on yellow background) must be used to seal the cherry unit, •tape must seal the lid and base of the outer cherry unit (see photo 2).
Wooden packaging used for exporting cherries to Korea must be compliant with ISPM 15 requirements. •Information is available on the AQIS public website (www.aqis.gov.au) under the “Exporting from Australia” section.
14.3 Trapping regime
In order to export cherries to Korea codling moth traps must be placed in the registered production sites at a density on one per ha plus one (minimum 1 trap). Trapping must commence before 15th October 2010, and be monitored weekly. There will be a charge associated with the trapping regime, please contact the Hobart Quarantine Centre for current fees.
Light Brown Apple Moth pheromone lures are strongly recommended for all orchards exporting cherries to Korea, pheromone lures must be changed every four weeks.
14.4 Treatment of produce
In order to export cherries to Korea, you are not required to treat cherries for pest and disease.

All inspection premises intending to export fresh cherry fruit to Western Australia need to be registered with Quarantine Tasmania. Western Australia requires that you renew your registration annually with Quarantine Tasmania.
15.1 Fees
If you register your orchard and inspection premise for export to Western Australia, there will be a charge associated with the registration inspection. Please contact the Hobart Quarantine Centre for current fees.

Cartons are to state;

The Western Australian Quarantine Service will inspect the fruit on arrival.
15.6 Documentation requirements
In order to export cherries to Western Australia, each consignment must be accompanied by a Plant Health Certificate issued by the Primary Industries and Resources South Australia, endorsed with the following information:
Each Plant Health Certificate is to contain the following additional declaration
Name, address and registration number of property on which the cherry fruit was grown; and•
Name, address and registration number of the pack-house; and•
“Orchard and inspection premise has been approved by Quarantine Tasmania of cherries for •export to WA”.
14.7 Korean Food and Drug Administration requirements
In addition to meeting all quarantine requirements for Tasmanian cherry exports to Korea, Tasmanian exporters will also have to comply with regulations applied by the Korean Food and Drug Administration (KFDA).
It is the Korean importer’s responsibility to register each of their overseas suppliers with KFDA. •
The importer will require certain exporter company information in order to apply for each registration. •
One registration with KFDA through one importer will not allow product to be supplied to •multiple importers.
Each Korean importer must register their overseas suppliers separately. •
Any change of packaging during the registration period (12 months) will require a new registration even • if the new package is exported to the same importer.
Each year, the first consignment form each Tasmanian exporter to each importer will require rigorous MRL testing on arrival in Korea.
This may take up to 4 working days to complete. •
The consignment will not be released from the bond store until the result of the MRL test is confirmed as •meeting Korean MRL standards.
Exporters should consider sending only a small consignment to each importer in the first instance to avoid •deterioration of the product and to avoid the risk of having a large consignment rejected due to a MRL breach.
Random MRL sampling will occur throughout the season, however, this is not expected to cause delay in •having the product cleared.
Each carton of cherries (2 kg or 5 kg) must have a label applied to provide mandatory KFDA information for consumers.
The text on the label must be in Korean. •
Information should include country of origin, importer details, and pack date. •
The template for the label is best supplied by each importer and should be applied to each carton before •placement in the outer carton.
It is advised that any exporter wishing to export to Korea discuss these matters with their Korean importer.

Capsicums only - Flood spray in a single layer at a rate of at least 9.2L/minute per each square
metre of the area being sprayed, which provides complete coverage of the fruit for a minimum
of 60 seconds.
Peaches and other stonefruit - Flood spray in a single layer at a rate of at least 32L/minute per each
square metre of the area being sprayed, which provides complete coverage of the fruit for a minimum
of 12 seconds, after which the fruit must remain wet for not less than 60 seconds.
Topping up: Topping up may be undertaken to maintain the mixture at the required colume and
