BACKGROUND - HHFKA Requires SFAs follow the updated meal patterns (rule
published January 26, 2012)
Provides performance-based reimbursement for SFAs that demonstrate compliance with updated meal pattern for lunch and the current meal pattern for breakfast
SFAs must demonstrate compliance with those requirements in effect at time of certification
Additional reimbursement becomes available October 1, 2012

SFAs must submit the following documents for lunch:
1. Menu Certification Submittal form2. Menus for each menu type offered 3. USDA Menu Worksheets(s) for each menu

saturated fat for each menu type5. Attestation form6. Site list

2. MENUS - WHAT IS CONSIDERED A MENU?
For certification, a menu is a descriptive list of all the reimbursable meals offered.
The menu is based upon all meals served at a school site and not by individual serving lines
SFAs with a centralized kitchen who have a single menu that serves all schools in a particular grade group will only need to submit one menu.

2. MENUS - WHAT IS CONSIDERED A MENU?
Example 1: If you serve an elementary school menu, a middle school menu and high school menu for lunch and one menu for breakfast, you must submit four menus and four USDA Menu Worksheets
Example 2: If four of your five schools serve the same menu, and your fifth school only serves part of that menu, you must submit two menus and two USDA Menu Worksheets

For multiple menus within the same grade group, add an underscore plus an identifier to the end of the file name.
Example – Multiple Lunch Menus in same grade group
3. USDA WORKSHEETS
Complete a separate USDA Worksheet for each grade groups (K-5, 6-8, K-8, 9-12). There are separate worksheets for breakfast and lunch.
Submit a different worksheet for each menu offered.

Worksheets are based on a 5-day school week. Worksheets for 4-day, 6-day, and 7-day school weeks are also available on the USDA website

4. OPTION ONE- NUTRIENT ANALYSIS
This is for SFAs choosing Option ONE
SFA provides weighted nutrient analysis of menu(s) using USDA approved software
Analysis includes: menu item, portion size, planned quantities, calories and saturated fat for each item

4. OPTION ONE – NUTRIENT ANALYSIS
The nutrient analysis must use a weighted weekly average that shows the planned quantity for each menu item, NOT simple averaging
If submitting a menu that was already served, the SFA must report the actual quantity for each menu item
Before printing the analysis, ensure that portion values (not weighted values) are shown

4. OPTION TWO-SIMPLIFIED NUTRIENT ASSESSMENT This is for SFAs choosing Option Two
SFAs choosing Option #1 DO NOT need to complete the Simplified Nutrient Assessment Tab
The Simplified Nutrient Assessment is located at the end of the USDA Menu Worksheet on tabs 11-12
The SFAs must enter data for calories and saturated fat for main dishes, sides, desserts and condiments

5. ATTESTATION
As part of certification, SFAs must attest that: They are in compliance with all current meal
pattern requirements
Documentation is representative of the ongoing
meal service within the SFA
The minimum required food quantities for all meal components are available to students in every serving line

For SY 2012-13, SFAs are required to submit hardcopy of the attestation with the original signature
Certified SFAs must annually attest, through SY 2014-15, compliance with the meal pattern requirements, as new requirements are phased-in

If packet is incomplete – The SFA will receive an email and a phone call that will identify missing documents

Reviewer will review the packet for compliance
The SFA will have 10 business days to submit the needed documents. After 10 business days with no response, the packet will be returned to the SFA
CDE has 60 days from date of receipt of a complete packet to approve/deny
