ANALYSIS OF THE PERFORMANCE OF PUBLIC

SCHOOLS

Prepared by: Ministry of Education, Youth and Information, Planning and Development Division

Performance of Jamaican Candidates

The analysis presented is based on data obtained from the Caribbean Examination Council

(CXC), for the May/June 2017 sitting of the CSEC Examination. It should be noted that some

subject offerings were retitled. These include Family and Resource Management, formerly Home

Economics Management, Food, Nutrition and Health, formerly Food and Nutrition, Industrial

Technology (Electrical) formerly Electrical and Electronic Technology, Industrial Technology

(Mechanical) formerly Mechanical Engineering Technology and Textiles, Clothing and Fashion

formerly Clothing & Textiles. Of note also, is the introduction of Industrial Technology

(Building) which now incorporates Building Technology (Construction and Woods) to treat with

the area of Building and Furniture Technology.

The results saw 254,463 subject entries at the General and Technical Proficiency level of which

240,793 were sat. There were 4,410 fewer entries in 2017 than in 2016. Additionally, the number

of entries sat was 2,697 fewer than those sat in the previous year (See Table 1). Of the total sat,

155, 462 or 64.6% obtained grades 1-3. As was the case in 2016, the Business category showed

the highest percentage attainment rate of 83.4 percent compared to the Arts, Sciences and

Technical and Vocational areas (Table 3). The core subject areas of Mathematics and English

Language, with the largest numbers of entries and sittings, recorded percentage passes of 42.0

and 65.8 percent respectively. When the average attainment rates for Mathematics and English

Language were compared with 2016 results, there was a one and 0.1 percentage point increase

respectively.

Analysis of Public Schools’ Performance

Candidates Entered and Sat

Some 35,619 students were entered to sit the 2017 CSEC Examination, 20,007 females and

15,612 males. This represents 90.9% of the Grade 11 cohort of 39,178, an increase of 0.4

percentage point. Of those entered, 34,885 or 97.9% sat the examinations; 19,694 females and

Performance in the Subjects Subsidised by Government and the Private Sector

The Government of Jamaica (GOJ) continues to provide incentives for four (4) subjects, namely

English ‘A’, Mathematics, Information Technology and a Science subject while the private

sector assists with Principles of Business and Principles of Accounts. All subjects subsidized by

the Government and the private sector saw a reduction in the percentage of entries not sat. This

ranged from 0.3 to 2.0 percent (See Appendix 3).

The Charts below show the performance trend in these subjects over the period 2012 –2017.

of the students sat one subject, this remained constant when compared to 2016. Of the total

34,885 students who sat in 2017, approximately 35% sat less than five subjects, which was the

same as in 2016. In 2017, the maximum number of subjects sat by any one student was 14 while

in 2016 it was 15.

students who sat the examinations, 4,515 or 12.9 % did not pass any subjects, a reduction of 1.8

percentage points when compared to 2016. Appendix 4 provides further details of the number

of subjects sat and passed by sex and Appendix 5 provides trend data.

PERFORMANCE BY SEX

Of the 195,498 public school entries, 115,249 (59.0%) were females while 80,249 (41.0%) were

males. The performance by sex continues to show females receiving higher quality grades than

their male counterparts (See Figure 2). Males outperformed females in Biology, Chemistry,

Economics, Electronic Document Preparation and Management, Integrated Science and

Principles of Business. Males’ performance in Chemistry and Biology exceeded that of the

females by 5.2 and 1.6 percentage points respectively representing the largest percentage

differences in those subjects).

Performance of Traditional, New/ Upgraded and Technical /Agricultural Schools

Of the 188,307 subjects sat for the 2017 CSEC Examinations, 44.6% of those who sat were from

Traditional High Schools, 39.2% from Upgraded High Schools, 10.1% from Technical High

Schools and 6.1% and 0.0% from New and Agricultural High Schools respectively. Traditional,

Technical and Agricultural High schools had no changes in the percentage of total subjects sat

when compared to 2016 while that of New and Upgraded schools increased and decreased

respectively by 0.7 percentage point each. The table below shows the performance of different

categories of schools.

There was an increase of 29.8 percentage points in the average pass rate for subject entries from

Agricultural schools. It should be noted however that only 10 students were entered, and sat one

subject (Information Technology) from Sydney Pagon Agricultural High school. The average

pass rate for subject entries from Traditional High Schools therefore continues to be the highest

with approximately 82%. However, this represents a reduction of one percentage point when

14

compared with 2016. The other school types had rates ranging from 56.7% to 64.2%. New,

Technical, and Upgraded Schools saw increases in the average attainment rate of 2.8, 3.9, and

2.3 percentage points respectively.

Matriculation to Tertiary Institutions

The core subjects for matriculation to tertiary level institutions are Mathematics and English ‘A’.

Matriculation for this purpose is defined as those students attaining grades 1-3 in five or more

subjects including English ‘A’ and/or Mathematics. Of the Grade 11 cohort of 39,178 students,

26,321 or 67.2% sat English ‘A’ and 23,567 or 60.2% sat Mathematics. Appendix 6 gives details

of students’ performance in English ‘A’ and/or Mathematics by sex, region, parish, school type

and school.

Some 33.5 percent of the students matriculated for tertiary level institutions representing an

increase of 0.2 percentage point over 2016. See Appendix 7 for further details on the students

attaining five or more subjects. Table 11 provides a trend analysis of students matriculating over

the period 2013-2017.

The results continue to show that more females are matriculating than males. While 8,467

females matriculated, 4,645 males achieved similar status. The percentages of students

matriculating by parish ranged from 15.1% in Hanover to 46.3% in St. Andrew. St. Andrew had

an increase of 2.6 percentage points in the number of students matriculating while Hanover saw a

reduction of 4.5 percentage points.

All six regions experienced a decrease in performance in the Arts category. The decreases ranged

from 0.2 to 2.3 percentage points. Technical/Vocational and Business categories saw increase in

all six regions ranging from 2.1 to 7.8 percentage points, and 2.9 to 7.1 percentage points

respectively. Of the six regions, Only Regions One and Four saw decreases of 2.4 and 0.9
