State authorities decide about designation of their airports.
PH requirements for a designation are defined by WHO.
«ToDos» are fixed in the IHR (2005) and other documents from WHO.
ICAO and CAPSCA are the specialists for the transfer of PH requirements into the Civil Aviation world.
Also non-designated airports can be visited.
CAPSCA offers its huge expertise.

A minimum of two experts, one Public Health specialist and one Civil Aviation professional.
The Visit involves PH and CA authorities’ representatives as well as representatives from all relevant airport services.
The Visit takes two days: One day meetings, one day on-site visiting to the premises and debriefing.
The visited State and airport will receive a confidential report with findings and recommendations.

The CAPSCA Assistance Visit is not an inspection…
… it is not an audit…
… and it is not a test.
But it is an excellent opportunity to get hints, recommendations and experiences from qualified experts.
States and airports are free to publish and implement the Visit findings and recommendations and request further assistance for implementation from ICAO and WHO.

Visits shall be performed by trained and qualified CAPSCA experts.
ICAO in collaboration with WHO is actually developing an ICAO Training Programme (ITP); working title: CAPSCA Technical Advisors Course.
The course will be an initial theoretical training standard for CAPSCA Technical Advisors.
The ITP will be available in the second half of 2017.

The Visit team consist of one Public Health expert and one Civil Aviation professional (e. g. experienced representatives).
The experts will usually work as a two-person team (minimum).
The team can be composed internationally.
The TA course reflects a lot of actual on-the-job experience and from earlier performed CAPSCA Assistance Visits worldwide.

Preparation: Request of State and/or airport; Visit coordination by CAPSCA with State and/or airport.
Authorities: Discussion and documentation checks with PH and CA authorities’ representatives.
Airport Services: Discussion and documentation checks (Emergency planning, medical and rescue services, security and handling staff, ANSP, aircraft operators).
Debriefing: with authorities’ and services’ representatives.
Final report: to CAPSCA, State and airport.
