Why Indonesia ranks low in research output?
6
Major constrains (among others):
Lack of research funds and research infrastructure (recently the government allocates at least 20% of
government spending to the education sector )
Low number of PhD : low research experience, very few research collaboration
Heavy on teaching: not adequate research culture
Capacity Building7
UNEP, 2002
Development of abilities, relationships and values that enable organizations, groups and individuals to improve their performance in achieving development goals.
International research collaboration is needed to improve the quality and impact of research

Europe: Austria, Czech Republic, Denmark, Germany, Greece, Italy, the Netherlands, Spain.
Collaboration attributes: Equity between partners: how to collaborate with partners
from different socioeconomic and scientific background; give and gain
Mutual benefits for all parties
