Revenue and costs will be taken into account—for the entire budget.

Cost centers vs. Revenue centers.
Annual budgets will change based on annual productivity.
We get to decide in CALS how we will manage the our budgeting.
Not all cost centers need to stay that way—they can become investments that help drive revenue.
There will be a significant subvention fund pool centrally held by provost.
