Bidders Guide for MLCL Auctions – Stage I Bidding

Visit our website www.mstcecommerce.com and click on “Mineral Block/Mine E-Auction”.

Enter the user id and password in the given fields, select “Bidder”, and select the state from the dropdown list

as shown

Proceed to sign in with your DSC. Click on “Click to sign” and then select your DSC from the list of certificates

in the TCS Signer Box as shown below

The messages confirm successful signing.

Click on “Click for Auctions” link to proceed for file upload and bid submission.

Click on Stage 1 Bid Submission for technical cum IPO submission.

Click on “Upload Documents” to upload files for supporting documents and “Attach Documents” to attach the

files with a particular tender. Click on “Bid Floor Manager” for submission of online Technical Cum IPO.

Click on “Upload Files” link.

A pop up would appear where in one can browse for files in their local PC and submit them for uploading in

the document library. At a time a bidder can upload three(3) files and the file size should not be more than

4MB. The bidder can repeat this process and upload 3 files at a time until all the supporting documents are

uploaded.

To attach the documents with a given tender click on attach documents as shown above. Then select the

tenders from the dropdown list and click on “attach” button.

Once the button turns green and shows “Detach” it indicates the file is successfully attached with the

particular tender. Then click on “Bid floor Manager” as shown in the previous page and click on “Live Auctions”

for live events on the bidding floor.

Then click on the link from the list of events to select the desired tender. In the bidding floor wait for the JAVA

ENCRYPTION APPLET to load as shown below, tick on the box to accept the message and Click on “RUN”. This

exercise should be done twice.

Then Click on technical bid for submission of technical bid.

Then click on “Save” button after filling up the page that appears on clicking “Technical Bid”.

After clicking on save a message appears to confirm the choice exercised. The bidder may proceed by

acknowledging the confirmation.

Then the bid status shows the current status of the bidding process.(i.e, technical saved)

The bidder may then click on “Initial Price offer” to submit the same. On clicking the following screen appears

In this stage the bidder may quote his initial offer in the given field and submit the same by clicking on “Final

Submission” .

On doing so the pop up appears which requires the bidder to Digitally Sign his bid. On successful completion of

the same the following screen appears which confirms the submission.

After Final Submission, the bidder can withdraw or delete its bid by using the ‘Withdraw” or “Delete Bid”

buttons as shown above.
