• Affirms merit of broadening bi-national defence arrangements to:• Prevent or mitigate threats or attacks by terrorists or others;• Ensure cooperative, well-coordinated response to national

requests for military assistance in relation to terrorist or other threats or attacks, natural disasters and other major emergencies in Canada or the U.S.
