Asia Power Week moves to an exciting new location as for the first time in its 23-year history we are holding the event in South Korea. It therefore gives me particular pleasure to extend an invitation to you to join us in Seoul, South Korea for Asia Power Week 2016 – the power industry event which combines POWER-GEN Asia, Renewable Energy World Asia and the POWER-GEN Asia Financial Forum.
If you are familiar with South Korea, you will not need reminding just what a thriving, modern and industrious part of Asia it is. If this will be your first visit, you can expect a warm welcome to a country which combines modern living with ancient tradition and which has developed world-class technology and manufacturing expertise.
Asia Power Week is the power industry event which embraces the entire spectrum of power generation sources from a strategic, financial and technical viewpoint. Renewable energy and distributed generation are fast becoming mainstream and achieving grid parity, and are very much part of the picture, both within the conference programme and on the exhibition floor.
The conference programme offers seven main themes, allowing the opportunity to examine the industry’s disparate elements either individually or in the context of a fast-integrating power system and to make sense of the changes occurring. Our Advisory Boards have carefully selected themes and papers to ensure that emerging issues relevant to an industry in transition are covered, while at the same time, traditional topics are approached in a fresh and relevant way.

As co-chairman of the Ministry of Trade, Industry & Energy’s Energy New Industry Committee, I was delighted to be asked to write an Official Letter inviting you to Asia Power Week 2016, which is being held in South Korea for the first time in its 23-year history.
The successful COP 21 in Paris at the end of last year, which brought together world leaders to negotiate the historic Paris Agreement, has undoubtedly given welcome impetus to the global effort against climate change. A major part of any nation’s plan to cut their greenhouse gas emissions is the transition of its energy system to one that is low-carbon, yet sustainable.
South Korea is in the vanguard of nations working to transition Asia to a low-carbon, sustainable future. In its ‘intended nationally determined contribution’ or INDC, submitted prior to COP21, South Korea agreed to reduce its carbon emissions by 37% BAU by 2030.
The ‘Energy New Industry’ strategy introduced by the government is fundamental to South Korea’s energy future from both an environmental and economic perspective. The strategy, which will be implemented until 2030, aims to reduce carbon emissions by 55 million tonnes, establish a market for new energy businesses worth 100 trillion won (about $90 billion) and create half a million jobs.
The Energy New Industry Committee plays a crucial role in ensuring the successful implementation of this ambitious strategy and has identified several key areas for investment. They include renewable energy, energy storage systems, electric vehicles and microgrids.
This shift in South Korea’s focus is perfectly illustrated by the recent announcement by KEPCO, the state utility, of its plan to invest 6.4 trillion won in new energy industries this year, including 2.4 trillion won in new market sectors, such as electric vehicles and energy storage systems, and 1.1 trillion won in renewable energy development.
The Energy New Industry strategy also seeks to create new opportunities for Korean companies to export their advanced technologies and solutions expertise worldwide. Thus, Asia Power Week with its global reach as part of PennWell’s POWER-GEN portfolio of events, provides an excellent forum, where Korean and international companies can come together and network, potentially opening up interesting business opportunities.
I am also delighted to inform you that the ‘Energy Future Forum’ will take place in Seoul, immediately following Asia Power Week. This high-level breakfast meeting event will bring together industry leaders to discuss and debate the energy sector of the future.

Willi Meixner, CEO, Power and Gas Division, Siemens AG, Germany After a career in the German Army, Mr. Meixner joined ABB in 1993 as Sales and Project Engineer for Industrial Steam Turbine Service before being promoted to General Manager Service Sales and Project Management in 1998.
Mr. Meixner joined Siemens in 2003 as Director Service Sales and Projects for Industrial Applications, Region Europa at DDIT Industrieturbinen GmbH. After spending 4 years in the UK as Director Gas Turbine Service at Siemens Industrial Turbomachinery Ltd., he returned to Germany in 2010 to assume the position of Business Segment Lead Service-Marketing & Implementation Europa and Africa at Siemens AG, Energy Sector, in Erlangen.
In 2012, Mr. Meixner was promoted to CEO Business Unit Oil & Gas and Industrial Applications Services before serving as Chief Executive Officer of Power & Gas Division at Siemens AG since 2015.
Mr. Meixner received a degree in Mechanical Engineering and an MBA in Economics from the European School of Management and Technology in Berlin.

Steve Bolze, President and CEO, GE Power, United States Steve Bolze is the president and CEO of GE Power, and a senior vice president of GE.
Steve’s GE career began in 1993 as the manager of Mergers and Acquisitions for GE Corporate Business Development. In 1995, he joined GE Power in Schenectady, New York, as Manager of Competitive Strategies and later became the Product General Manager for large steam turbines. He subsequently held several leadership roles in Energy Services, including President and General Manager of Energy Management Services.
In 2002, Steve moved to GE Healthcare as the General Manager for Functional and Molecular Imaging.
In 2003, he was appointed a company officer and became Vice President of Amersham Integration based in London. He then became President and CEO of GE Healthcare International based in Paris. He was named Vice President of Power Generation in November 2005.
Steve is active in many energy-related organizations, including the World Energy Council, the International Energy Agency, and the World Economic Forum. In January, he was appointed the Chair of the World Economic Forum’s Electricity Technology Community.
Steve holds a B.S. degree in Electrical Engineering from Duke University and an M.B.A. from the University of Michigan. Prior to joining GE, Steve served as a management consultant for Corporate Decisions and a project manager for Westinghouse.

EPC and Equipment Procurement in Asia: Unpacking the Key TrendsWith consolidations among some suppliers and the emergence of new participants, the EPC and equipment procurement scene in Asia is a finely balanced one. Senior representatives from EPC and equipment supply companies from within the region and beyond will share their views on the biggest issues facing them and reveal the key trends which are driving their business decisions.
How is the slowdown in Asia’s biggest economies affecting the market? How widespread will the impact of the COP21 agreement be across the region and how will it influence technology choices? What are these key businesses reading into global fuel trends and how are they positioning themselves accordingly? Where does the market stand on the emergence of Chinese technology and EPC services?
These are just some of the topics sure to emerge in the 90 minutes of topical power industry debate.
Moderator: Mark Hutchinson, Managing Director, AWR Lloyd, Thailand Mark Hutchinson is a widely-recognized expert on energy markets and strategy and is currently a Managing Director at AWR Lloyd. Mark has extensive experience in strategic advice, finance, M&A, contract negotiations and due diligence in the power, oil, gas and coal sectors. Prior to his current role with AWR Lloyd Mark held a variety of Managing Director roles at IHS in Asia including Head of Asia/Middle East Gas & Power and Head of APAC Upstream Consulting. Prior to IHS Mark worked at an investment advisory firm and focused on the energy sector.
Mark is a 22-year resident of Asia and has a Masters in Public Policy focusing on energy from Harvard University and a Bachelor of Economics from Earlham College.

Technical Tour 1: POSCO Incheon Combined Cycle Power Plant Unit 7/8/9Owner / Operator: POSCO EnergyDate: Monday 19th SeptemberMeeting Point: Asia Power Week registration area (Hall 4 & 5), Exhibition Centre 1, KINTEXMeeting Time: 08:30Duration: 6 hrs (approx)Cost: $100 POSCO 7,8,9 is one of the most successful CCPP projects executed in Korea by POSCO Energy, POSCO E&C and Siemens. The power plant is located in Incheon, approximately 35km south of Seoul, and nearby an industrial complex and the free economic zone. The power plant is based on 3 single shaft combined cycle blocks of H-class design with 3 pressure reheat water-steam cycle producing 1260 MW with over 60% net efficiency. All 3 blocks entered commercial operation on August and November 2014 and February 2015. Ranked highest in the Korean SMP (system marginal price) system for combined cycles, it has provided electricity to more than 2.9 million people since 2014.
Incheon is one of the metropolitan cities in Korea around Seoul and a centralized transportation and industrial complex. In transportation, Incheon has two major transportation hubs including the international airport of Seoul and a large harbor. Incheon international airport is one of the biggest hub airports in East Asia and the harbor is the main transport hub between Korea and China. The industrial complex is mainly comprised of small manufacturing enterprises.
POSCO 7,8,9 is known for being one of the first projects in Asia to adopt H-class technology and for leading the dispatching regime for CCPPs in Korea due to its lowest operational costs-based on the Korean SMP market. POSCO Energy is one of the biggest IPPs in Korea and their newest blocks 7,8,9 added to the Incheon complex had to be competitive in their lifetime cycle for which the Siemens SGT6-8000H engines were selected. Blocks 1-6 at the Incheon plant are older CCPP blocks featuring Siemens D and F-class technology Blocks 7,8,9 with their high inlet temperature technology and SCR systems achieve very high efficiencies beyond 60% while still keeping low emissions for NOx and CO. The HRSGs are based on Benson once-through technology to achieve short start-up times and very high operational flexibility for cycling operational duties and efficient part load operation.

Technical Tour 2: Yeonghueng Thermal Power Station Owner / Operator: Korea South-East Power Co.Date: Monday 19th SeptemberMeeting Point: Asia Power Week registration area (Hall 4 & 5), Exhibition Centre 1, KINTEXMeeting Time: 08:30Duration: All dayCost: $100 Yeongheung Thermal Power Station, of which Unit 1 started COD in July 2004 and Unit 6 started COD in November 2014, has six units in operation with combined capacity of 5,080 MW. Supplying approximately 25% of electricity consumption in the Seoul Metropolitan Area, it is Korea’s largest thermal power site as well as the sole coal-fired power site located in the Seoul Metropolitan Area. The power station has produced a large amount of electricity at a reasonable cost of 60% less than an LNG-fired plant, contributing remarkably to keeping electric bills affordable. In this regard, it plays a significant part in executing a national energy policy.
With advanced environmental equipment in operation, Yeongheung Thermal Power Station strives to protect the environment. Its flue gas desulfurization (FGD) system can remove 98.9% of sulfur oxide (SOx) in the flue gases, reducing SOx level to 14 ppm which is lower than 25 ppm of allowable emission limit. In addition, selective catalytic reduction (SCR) at Yeongheung Power Station, an advanced emissions control technology, enables nitrogen oxides (NOx) to be reduced to below 12 ppm which is lower than 15 ppm of emission limit. Also, Yeonghueng’s electrostatic Precipitator (ESP) removes more than 99.9% of dust particles, keeping the emission concentration below 1 mg/m3 which is lower than 5 mg/m3 of allowable emission limit.
While expanding employment and social contribution activities to develop the local economy and improve the quality of life of local residents, Yeongheung Power Station also operates several new & renewable energy facilities to support low-carbon and green growth. A wind power complex with a capacity of 46 MW has been constructed using home-grown technologies at the Yeonghueng site. The complex will serve as a stepping stone for exporting Korean wind power generators in the future. And small hydro power is being employed at Yeongheung Power Station by harnessing the energy derived from the gravity water flow from the coal-fired thermal power plant units. Yeongheung Power Station also operates a photovoltaic power plant with a capacity of 2 MWp.

This workshop is designed as a focused session intended to develop practical understanding and build the capabilities required to understand, analyze and participate in project finance preparation, analysis and modelling for power and renewable energy (RE) projects. It will combine presentation and breakout style workshop sessions to effectively convey valuable information and develop core skills. The first session will link each topic with a financial model that will be used in the break-out session to create continuity.
The workshop is targeted at a mixed audience of 20-30 people of diverse backgrounds that want to be able to perform key roles and tasks in project finance. It is designed for both non-finance people without modeling experience and modelers who would like to better understand project finance. The level is basic to intermediate but the content is comprehensive.
For the break-out session the audience will be divided into groups that will play the role of an analyst team at a large investment fund tasked with making a recommendation to the fund’s investment committee. Participants will be able to select whether they want to work on a case study in the conventional power or RE sector. They will be provided with an investment case, a simplified project finance model, and a computer. Each team will be asked to select a member to present their conclusions.
