REGIONAL ASSOCIATION OF OIL, GAS AND BIOFUELS SECTOR COMPANIESIN LATIN AMERICA AND THE CARIBBEAN
ARPEL in Perspective
Technical committeesThe work of ARPEL is lead by technical committees staffed by experts from its member companies and
institutions. They make up forums where knowledge, experiences and lessons learned are exchanged and built
upon. They are also vehicles for carrying out studies and projects, gathering strategic information, producing
reports and organizing events on issues of common interest to members.
Committees operate with the support of an Executive Secretariat, and draw on their members' knowledge and
experience to develop best practices and solutions documents, and benchmarking reports, as well as to raise
awareness, enhance understanding and disseminate knowledge on issues and challenges impacting the
industry's sustainability. They also contribute to providing training and technical support required by members
for the implementation of best practices in processes and systems. Committees often work in collaboration
with other industry associations or stakeholders to maximize the impact of their work and activities in the
sector's development and performance.
ARPEL committees are currently focused on the following activities and topics:
Institutional alliancesARPEL promotes cooperation, reciprocal assistance and joint action with other sector associations and
institutions, regional and international governmental and non-governmental organizations, aligned with its
purpose. The Association often establishes agreements with them for the joint development of regional
studies and/or for the implementation of programs and services, as a way to complement its strengths and
capabilities, with the aim of providing greater value-added to its membership.
In particular, ARPEL partnership with the Canadian International Development Agency (CIDA) dates back to
1991 and stands out for the significant financial and technical assistance provided to members in the
development and implementation of environmental and social sustainability programs.
In 2010 ARPEL signed an agreement with ALADI, ECLAC, CIER, OAS, OLADE and WEC for the development of
a Multi-sectoral Energy Report on Latin America and the Caribbean. Such project - financed by the Latin
America Development Bank (CAF) - will serve as the starting point for a subsequent joint development of an
energy sector roadmap in the region.

ARPEL is a non - profit association gathering oil, gas and biofuels sector companies and institutions in Latin America
and the Caribbean. Founded in 1965 as a vehicle of cooperation and reciprocal assistance among sector companies,
its main purpose is to actively contribute to industry integration and competitive growth, and to sustainable energy
development in the region.
Its membership currently represents over 90% of the upstream and downstream activities in the region and includes
national, international and independent operating companies, providers of technology, goods and services for the
value chain, and national and international sector institutions.
Since 1976, ARPEL holds Special Consultative Status with the United Nations Economic and Social Council
(ECOSOC). In 2006, the association declared its adherence to the UN Global Compact principles.
MissionTo foster and facilitate sector integration and development, continuous operational improvement and
effective management of environmental and social issues, by:
sharing, enhancing and disseminating best practices;
carrying out studies that translate in information of value;
broadening knowledge and helping build required competences;
promoting networking, interaction and cooperation among members and stakeholders.
ARPEL offers members a unique mean for networking, sharing knowledge, joining efforts and building synergies
in favor of the sector's integration, growth and sustainability . Without any distinction, members have the
opportunity to alternatively lead activities and projects, contribute with know-how to their development, or
learn from the experiences of other members.
ARPEL´s value is also reflected in its condition of strategic information center about sector activities in the region
and cost-effective vehicle for the development of publications on best practices and benchmarking, as well as on
sectoral studies and executive reports aimed at diverse stakeholders. The Association additionally stands out for
its regional conferences, forums and seminars of high impact in the industry.
ARPEL is a recognized regional body of representation for the sector that seeks to advocate in favor of the
common interests of its membership and to enhance the industry's public image and reputation.

In the context of the socio-economic, geopolitical and regulatory scenario, of energy market drivers and new
technology developments, ARPEL analyses challenges and promotes opportunities for growth of the various
sectors of industry activity, and fosters dialogue on key issues in the regional energy agenda. Moreover, it
supports initiatives to harmonize sectoral policies and regulatory frameworks that favor regional integration
and a sustainable energy development in the region.
In the framework of the complex industry operating conditions, the Association facilitates the development of
best practices and promotes their implementation, contributes to building capacities required by its companies
and stakeholders, and supports programs of human talent recruiting and development, and knowledge
management. It thus helps ensure the sector maintains the highest standards of occupational health and
safety, operational reliability and integrity, emergency preparedness and response capabilities, and efficiency in
the utilization of resources and assets that will allow mitigating associated risks.
ARPEL fosters corporate responsibility and promotes globally responsible leadership. Through the
development and dissemination of best practices, experiences and lessons learned it contributes to the
optimization of the social and environmental performance of sector companies. In the social area, the focus is
on human rights, relationship with communities and indigenous groups, and on responsible social investment.
On the environmental front,the emphasis is on the prevention of and response to environmental incidents, in
biodiversity and the efficient use of water, and in the reduction of greenhouse gas emissions - associated with
world concerns related to climate change and its impact on the planet-.

ARPEL committees make up the forum where best practices are identified and debated, and where regional benchmarking indicators are generated. Best practices are promoted through publications that become true industry references in the region.
Executive reports analyze industry's emerging issues and key trends and communicate forward-leading thinking on them. Supporting professional development and knowledge management, ARPEL courses and workshops assist in closing gaps and building capabilities.
A key ARPEL objective is the generation of information of strategic value to members. Often, key issues on the energy agenda of governments and industry are analyzed in greater depth through regional studies that are carried out directly or in association with other institutions.
ARPEL events gather key stakeholders and promote networking and constructive dialogue in favor of industry integration, growth and sustainability. ARPEL promotes strategic alliances with other institutions to develop value-added services for its members or to carry out joint studies on key issues.
