Regional Road 87 (Main Street, Lock Street, Lakeport Road) Reconstruction City of St. Catharines

The StudyThe Regional Municipality of Niagara (Region) has initiated a Municipal Class Environmental Assessment (Class EA) to identify the needs and opportunities for improvements along Regional Road 87 (Main Street, Lock Street and Lakeport Road) between Verdun Avenue and Michigan Avenue, in the City of St. Catharines. Regional Road 87 is within the Port Dalhousie district and functions as a two-lane arterial road providing access to residential and commercial land uses.

The Class EA Study will develop and evaluate a variety of improvement alternatives which will consider components of the Region’s Transportation Master Plan (TMP) including Active Transportation and Complete Streets. Additional considerations will include transit requirements, roadway widening, safety and operational improvements, and heritage requirements.

The Process In accordance with the Municipal Engineers Association’s (MEA) Municipal Class Environmental Assessment, this Study is being planned as a Schedule B. The Study process includes public and stakeholder consultation, development and evaluation of alternatives, an assessment of the impacts of the proposed improvements, and identification of measures to mitigate any adverse impacts.

Public and stakeholder consultation is a key element of the Class EA process and input is invited for incorporation into the planning and design of this project. Comments received from the public will be considered in the preparation of the Project File Report. Public Information Centres (PIC) will be held in the upcoming months to offer an opportunity to review the Study alternatives and provide input into the Class EA process. With the exception of personal information, all comments will be part of the public record.

Notice of Public Information Centre Municipal Class Environmental Assessment

Associated Engineering (AE) has been retained by the Regional Municipality of Niagara (Niagara Region) to assist with the completion of a Municipal Class Environmental Assessment (EA) to identify the needs and opportunities for improvements along Regional Road 87 (Main Street, Lock Street, and Lakeport Road) in the City of St. Catharines. A virtual Q&A session will also be held on Wednesday April 28, 2021 at 6pm. Pre-registration for this event is required.

Notice of Online Public Information Centre Municipal Class Environmental AssessmentRegional Road 87 (Main Street, Lock Street, Lakeport Road) ReconstructionCity of St. Catharines

Niagara Region and through their consultant Associated Engineering (Ont.) Ltd., has undertaken a Municipal Class Environmental Assessment for the Regional Road 87 reconstruction, in the City of St. Catharines. The study area includes Regional Road 87 (Main Street, Lock Street and Lakeport Road) between Verdun Avenue and Regional Road 42 (Ontario Street).

As part of the Class Environmental Assessment process, the needs and opportunities along Regional Road 87 have been identified, existing conditions have been documented and alternative concepts have been developed and evaluated. Improvement alternatives were developed and evaluated with consideration of the Region’s Transportation Master Plan including Active Transportation and Complete Streets, as well as consideration of public and stakeholder comments received during the first Public Information Centre and throughout the study process.

In accordance with the Municipal Engineers Association’s Municipal Class Environmental Assessment, this study is being planned as a Schedule B project. The study process includes public and stakeholder consultation, development and evaluation of alternatives, an assessment of the impacts of the proposed improvements, and identification of measures to mitigate any adverse impacts.

An online Public Information Centre will be held through the project website to provide members of the public and stakeholders with an opportunity to review and comment on study alternatives, the identified preferred solution and associated impacts and mitigation measures. Public Information Centre materials will be posted on the project website at niagararegion.ca/projects/regional-road-87 starting on Monday, April 19, 2021. A recorded presentation will be available as part of the online Public Information Centre. Members of the public and stakeholders are encouraged to review the Public Information Centre materials and provide any comments or questions to the project team via the online comment form available on the website or at the contact information provided below by Friday, May 7, 2021.
