Notice of Commencement Municipal Class Environmental Assessment

Regional Road 87 (Main Street, Lock Street, Lakeport Road) Reconstruction City of St. Catharines

The StudyThe Regional Municipality of Niagara (Region) has initiated a Municipal Class Environmental Assessment (Class EA) to identify the needs and opportunities for improvements along Regional Road 87 (Main Street, Lock Street and Lakeport Road) between Verdun Avenue and Michigan Avenue, in the City of St. Catharines. Regional Road 87 is within the Port Dalhousie district and functions as a two-lane arterial road providing access to residential and commercial land uses.

The Class EA Study will develop and evaluate a variety of improvement alternatives which will consider components of the Region’s Transportation Master Plan (TMP) including Active Transportation and Complete Streets. Additional considerations will include transit requirements, roadway widening, safety and operational improvements, and heritage requirements.

The Process In accordance with the Municipal Engineers Association’s (MEA) Municipal Class Environmental Assessment, this Study is being planned as a Schedule B. The Study process includes public and stakeholder consultation, development and evaluation of alternatives, an assessment of the impacts of the proposed improvements, and identification of measures to mitigate any adverse impacts.

Public and stakeholder consultation is a key element of the Class EA process and input is invited for incorporation into the planning and design of this project. Comments received from the public will be considered in the preparation of the Project File Report. Public Information Centres (PIC) will be held in the upcoming months to offer an opportunity to review the Study alternatives and provide input into the Class EA process. With the exception of personal information, all comments will be part of the public record.

The StudyThe Regional Municipality of Niagara (Niagara Region) has initiated a Municipal Class Environmental Assessment (Class EA) for the Regional Road 87 reconstruction, in the City of St. Catharines. Since initiation of the Class EA in early 2019, the Niagara Region has extended the study area to include RR 87 (Main Street, Lock Street and Lakeport Road) between Verdun Avenue and RR 42 (Ontario Street).

As part of the Class EA process, the needs and opportunities along RR 87 have been identified, existing conditions have been documented and alternative concepts are being developed. Improvement alternatives will be developed and evaluated with consideration of the Region’s Transportation Master Plan (TMP) including Active Transportation and Complete Streets. Additional considerations will include transit requirements, roadway widening, safety and operational improvements, and heritage requirements.

The Municipal Class Environmental Assessment Project File Report has been prepared to document the planning process followed, including conclusions and recommendations, and how public input was received and considered. By this Notice, the Project File Report is being placed on public record for a 30-calendar day review period starting Sept. 27, 2021 and ending Oct. 26, 2021 in accordance with the requirements of the Municipal Class Environmental Assessment process. Written comments or questions may be provided to Niagara Region’s Project Manager, Graeme Guthrie on or before Oct. 20, 2021. In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Request should include the requester contact information and full name.

Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request.
