Background• Greater need for evidence due to ….
– Opening up of policy space– Economic complexity due to globalization & liberalization
• But … – Policy processes remain unclear, unparticipatory, etc.– Gaps between formulation & implementation.– Research capacity remains weak in many countries.– Policy systems vary across the world.
