EXECUTIVE SUMMARY
Trafficworks has been engaged by Amex Corporation to undertake a traffic impact assessment of
the proposed residential development for the parcel of land that falls between Dohertys Road to
the north, Tarneit Road to the east, Leakes Road to the south and approx. 820m west of Tarneit
Road to the west, in Tarneit.
Part of the land is segregated by the proposed Regional Rail Link which will provide a new track
between West Werribee Junction to Deer Park, then along the existing rail corridor from Sunshine
to Southern Cross Station. As part of this project, a new train station within 2km of the site will be
developed at Tarneit.
The southern precinct (south of the Regional Rail Link tracks) is proposed to have access via
Leakes Road at two locations. The northern precinct (north of the Regional Rail Link tracks) is
proposed to have access via one location at Tarneit Road and one location at Dohertys Road.
Amex Corporation owns approximately 120ha over two titles on the west side of Tarneit Road,
between Leakes Road and Dohertys Road. This land falls within Precinct Structure Plan (PSP)
1089 – Tarneit North. The Growth Area Authority (GAA) is undertaking a number of background
technical studies in the Wyndham North area and has yet to release the findings of the PSP.
A Traffic Impact Assessment was carried out to:
• determine traffic generation and distribution associated with the proposed residential
development and the impact of the generated traffic on the internal and the external
road network;
• review the availability and proximity of sustainable transport options;
• identify any necessary mitigating works.
It has been identified that the proposed development:
• would not adversely affect traffic conditions on the adjacent road network; and
• would generally comply with the relevant traffic requirements set out in Austroads, Council Planning Scheme and GAA’s Engineering Design and Construction Manual for Subdivision in Growth Areas April 2011 once the suggested remedial works are undertaken.

• the East - West Connector and Tarneit Road intersection up to the completion of stage 15 of the anticipated development program will be give-way controlled with a channelised right turn short (CHR(S)) treatment and an auxiliary left short (AUL(S)) treatment on Tarneit Road;
• the East - West Connector and Tarneit Road intersection be signalised in year 7 (calendar year 2022) of the development after the completion of stage 15 of the anticipated development program;
• traffic signals will be required as soon as the East - West Connector and Tarneit Road intersection becomes a cross intersection where the eastern leg of the intersection is built by others;
• the Western Access Street 1 and Leakes Road intersection be give-way controlled with a channelised right turn short (CHR(S)) treatment

and a basic left (BAL) treatment on Leakes Road;

• the North - South Access Street 2 and Dohertys Road intersection is proposed to be give-way controlled with a channelised right turn short (CHR(S)) treatment and an auxiliary left short (AUL(S)) treatment on Dohertys Road.

• design of internal roads is based on GAA’s Engineering Design and Construction Manual for Subdivision in Growth Areas, April 2011;
• incorporation of the Public Transport – Guidelines for Land Use and Development for bus routes and liaison with the Department of Transport regarding bus route and bus stop locations;
• installation of traffic calming devices along long straight sections of road;
• the location of intersections should be designed to meet the required sight line requirements;
• any landscaping within the verge in close proximity to an intersection should not obscure drivers’ line of sight.

2 EXISTING CONDITIONS

The residential development site is located approximately 25km west of Melbourne’s CBD. The
development site is bounded by Dohertys Road to the north, Tarneit Road to the east, Leakes
Road to the south and approx. 820m west of Tarneit Road to the west, in Tarneit.
The development site bounded by the roads outlined above is approximately 120ha over two
titles.
Part of the site is segregated by the proposed Regional Rail Link which will provide a new track
between West Werribee Junction to Deer Park, then along the existing rail corridor from Sunshine
to Southern Cross Station. As part of this project, a new train station within 2km of the site will be
developed at Tarneit. An overpass of the regional rail line is currently being constructed and
controls the location of access to the site on Tarneit Road.
In addition to that, the site also has a transmission line easement running east west segregating
the development site, just south of Dohertys Road. However, some road access beneath the
transmission line will be provided.
The subject site is currently used for grazing. To the north and west the land use is low density
rural living surrounds, to the east the land use is farming and to the south the land use is
residential development.
The location of the site and its surrounding environment is shown in Figure 1.

The road network surrounding the subject site is explained in the subsequent sections.

Leakes Road is currently a council managed east west road that provides a connection between
Kororoit Creek Road / Fitzgerald Road intersection in the east and Shanahans Road in the west.
Leakes Road continues as Kororoit Creek Road beyond Fitzgerald Road to provide a link to
industrial suburbs of Altona North and Williamstown North with access onto the Princes Freeway.
Leakes Road between Tarneit Road and Davis Road currently has new residential development
to the south. A service road exists along the southern side of Leakes Road providing access to
residential properties. A shared path exists along the southern side of Leakes Road.
Leakes Road adjacent to the subject site is generally a 7.0m wide two-lane two-way carriageway
partly sealed (see figure 5) and a speed limit of 70km/h.
Ultimately, Leakes Road will become a 6 lane primary arterial road. Figure 4 and Figure 5 below
show typical road conditions adjacent to the subject site.

Tarneit Road is currently a council managed north south road that provides a connection
between Railway Avenue in the south and Boundary Road in the north. Tarneit Road continues as
Mount Atkinson Road beyond Boundary Road.
The land use adjacent to Tarneit Road between Leakes Road and Dohertys Road is farming.
Tarneit Road adjacent to the subject site is a 7.0m wide two-lane two-way carriageway and a
speed limit of 70km/h.
Ultimately, Tarneit Road will become a 4 lane secondary arterial road. Figure 6 and Figure 7 below show typical road conditions adjacent to the subject site.

Dohertys Road is currently a council managed east west road that provides a connection
between Grieve Parade in the east and Spring Hill Road in the west.
The land use adjacent to Dohertys Road between Tarneit Road and Davis Road is currently low
density rural living/farming.
Dohertys Road adjacent to the subject site is a 6.0m wide two-lane two-way carriageway with
unsealed shoulders and a speed limit of 80km/h.
Ultimately, Dohertys Road will become a 4 lane secondary arterial road. Figure 8 and Figure 9 below show typical road conditions adjacent to the subject site.

Trafficworks obtained traffic volume counts undertaken by Wyndham City Council on Leakes
Road, Tarneit Road and Dohertys Road. The traffic volume counts on those roads were
approximately as follows:
• 1,200 vehicles per day (vpd) in 2010 on Leakes Road, west of Derrimut Road;
• 8,300 vpd in 2011, on Tarneit Road, north of Sayers Road; and
• 3,600 vpd in 2010, on Dohertys Road west of Derrimut Road.
A growth rate of 5% per annum was applied along Leakes Road, Tarneit Road and Dohertys Road
in the vicinity of the proposed development. This growth rate was applied annually (compounded)
to the through traffic volumes to estimate 2013 (pre-development) volumes.
The traffic volumes on the sections of road adjacent to the proposed residential development are
expected to be lower. Nevertheless, it is conservatively assumed that these traffic volumes are
representative of the existing volumes along the sections of road adjacent to the proposed
residential development.
Traffic volume data obtained from VicRoads along these roads would then provide the directional
splits along Tarneit Road, Leakes Road and Dohertys Road during the AM and PM peak periods.
The VicRoads traffic volume data details are shown in Attachment A.
The traffic volume count is summarised in Figure 10 below.

The VicRoads CrashStats database details all injury crashes on roads throughout Victoria.
Scrutiny of these records indicates that 14 casualty crashes have occurred in the last five year
period that data is available for (1/07/2007 – 30/06/2012) on existing roads adjacent to the
proposed residential development which included:
• one loss of control type crash (DCA 170) mid-block along Tarneit Road;
• one loss of control type crash (DCA 173) mid-block along Dohertys Road;
• one loss of control type crash (DCA 171) pre installation of traffic signals, one right
through type crash (DCA 121) and one cross traffic type crash (DCA 110) post installation
of traffic signals at the intersection of Tarneit Road and Leakes Road; and
• nine cross traffic type crashes (DCA 110) pre installation of a roundabout at the
intersection of Tarneit Road / Dohertys Road.

3 PROPOSED DEVELOPMENT

The proposed development consists of the following:
• Land area of approximately 120 hectares;
• A lot yield of 12.0 dwellings per hectare;
• Yielding 1,444 dwellings
o 1,303 Dwelling houses;
o 141 Medium density;
• Public open space;
• An internal trafficable road network ranging from Access Lanes to Connector Streets.
Vehicular access to the proposed development will be via two intersections on Leakes Road, one
intersection on Tarneit Road and one intersection on Dohertys Road.
An overall plan of the development prepared by Tract Consultants Pty Ltd is shown in Figure 11.

‘The Growth Areas Authority (GAA), in partnership with Councils, land owners developers, service
and utility providers, and key stakeholders are responsible for creating new communities in
Melbourne’s growth areas.
A key objective of the GAA and growth area Councils is to streamline the planning process for
creating new communities to increase certainty, reduce costs and reduce regulatory burden to
all stakeholders in the land development process through agreed common processes for
approvals and shared engineering infrastructure standards and specifications.
The Engineering Design and Construction Manual outlines a series of shared engineering
standards and specifications, prepared by the GAA, Wyndham City Council and other growth
municipalities following consultation with key stakeholders.’
The design criteria for roads, as set out in GAA’s Engineering Design and Construction Manual,
are summarised below, see sections 3.2.1 – 3.2.7. It is recommended that these criteria be
used as a base for detailed design of the internal road network.

Access Lanes provide side or rear access to parking within a lot that has another street frontage.
Access Lanes are likely to be the higher density lots near proposed open spaces and interfacing
conservation areas. A summary of the design criteria for Access Lanes is:
• the traffic volumes are approximately 300 vehicles per day (vpd);

• operating speeds of around 10km/h (can be shared zones with pedestrian, cycling and vehicular access);
• 6.0m carriageway width with no parking 1

Access Places provide local residential access with shared traffic, however pedestrians are given
priority. A summary of the design criteria for Access Place is:
• traffic volumes between 300 and 1,000vpd;
• operating speeds of around 15km/h;
• 5.5m carriageway width with unmarked parking2;
• verge width of 4.2 – 4.5m to accommodate services;
• 1.5m footpaths should be provided on both sides with no separate cycling provision3
• road reserve width of 16.0m as shown in Figure 13a.

Access Street 1 provides local residential access where traffic is subservient, speed and volume

The internal road network, shown in Figure 11, offers a high level of road amenity, connectivity
and permeability.
All roads within the development need to provide sufficient space so that emergency service
vehicles, waste collection vehicles and street-cleaning vehicles can carry out their functions while
travelling in a forwards direction only throughout the development.
The plan shown in Figure 11 indicates that the subject land will be segregated by the proposed
Regional Rail Link. The southern precinct is proposed to have access via Leakes Road at two
locations. The northern precinct of the overall development site is proposed to have one access
via Tarneit Road and one via Dohertys Road.
An East – West Connector is proposed within the northern precinct running between Tarneit Road
in the east and the western boundary of the subject site. A series of Access Streets that
ultimately intersect with Dohertys Road feed into the Connector Street.
The southern precinct is proposed to have two Access Street 1 intersecting with Leakes Road.

Peak hour traffic flow for the proposed development would generally be distributed as follows:

This assumes that all traffic generated will be to and from the proposed development; no
allowance has been made for the low level of internal trips that may occur.
Due to the location of the proposed development on the fringes of Tarneit, and the lack of
existing significant traffic generators to the west, it is expected that there would be a tidal effect
in traffic movement with the major portion of motorists travelling to/from the east (Leakes Road),
to/from the south (Tarneit Road) and with some traffic travelling to/from the north (Dohertys
Road). These roads are generally the most direct routes leading to/from Hoppers Crossing,
Melbourne and Caroline Springs/Deer Park, where employment opportunities, schools and
activity centres exist.
As mentioned in section 2.3, Trafficworks obtained traffic volume counts undertaken by
Wyndham City Council on Leakes Road, Tarneit Road and Dohertys Road. However, these counts
were in sections east of the site along Leakes Road and Dohertys Road and south of the site
along Tarneit Road where traffic volumes are much higher. Nevertheless, it is conservatively
assumed that these traffic volumes are representative of the existing volumes along the sections
of road adjacent to the proposed residential development.
A growth rate of 5% per annum was applied along Leakes Road, Tarneit Road and Dohertys Road
in the vicinity of the proposed development. This growth rate was applied annually (compounded)
to the through traffic volumes to estimate 2013 volumes.
Traffic volume data from 2009 obtained from VicRoads also along these roads provided the
directional splits along Tarneit Road, Leakes Road and Dohertys Road during the AM and PM
peak periods.

Traffic modelling information version 3 released by the GAA (in an email dated 25 February
2013) for the proposed Wyndham North PSP was reviewed. Some of the modelling had excluded
some development areas and future roadworks north of Boundary Road. This is being addressed
by the GAA.
The Wyndham North Precinct Structure Plan, Transport Assessment has yet to be released which
is likely to discuss the model calibration, model limitations and land use forecasts reflecting the
Wyndham North Draft Urban Structure Plan. A review of the Transport Assessment report once
released would provide clarification of the assumptions used in the model.
The model outputs indicated that:
• Leakes Road will have estimated traffic volumes of 25,400 vpd in the eastbound direction and 24,900 vpd in the westbound direction (two - way volumes of 50,300 vpd);
• Tarneit Road will have estimated traffic volumes of 8,700 vpd in the northbound direction and 8,900 vpd in the southbound direction (two - way volumes of 17,600 vpd);
• Dohertys Road will have estimated traffic volumes of 18,200 vpd in the eastbound direction and 18,100 vpd vehicles in the westbound direction (two - way volumes of 36,300 vpd).
Wyndham City Council considers it appropriate for a road to be duplicated when traffic volumes
reach 18,000 vpd. Leakes Road, Dohertys Road and Tarneit Road will more than likely require
duplication into the future; the timing of this will be governed by the rate of development in the
area.

The estimated traffic volumes from the subject development will be less than the need for
duplication.
The GAA Development Contribution Plan indicates that a cross intersection would be formed at
the Western Access Street 1 / Leakes Road and Cottesloe Boulevard. However, Wyndham City
Council have indicated that the cross intersection would be further to the west, to better align
with the future train station and an existing subdivision road.

5 SIDRA ANALYSIS
SIDRA software was utilised to analyse the intersections to determine the anticipated
intersection operations for the proposed development.
The program produces statistics and information on the operation of an intersection but typically
the main characteristic used to assess the operation of the intersection is the Degree of
Saturation (DOS) which takes into account the 95th percentile queue lengths and delay.
An explanation of the intersection operating characteristics is shown in Table 2.

• North – South Access Street 2 intersecting Dohertys Road;
• East – West Connector intersecting Tarneit Road;

• Eastern Access Street 1 intersecting Leakes Road.
The results of the analysis are provided in Table 3.

To establish the impact the proposed generated and distributed traffic from the development
would have on the intersections, the operating characteristics were determined for the following
intersection layouts:
• Give-way controlled intersections for single carriageway roads for all intersections;
• Traffic signals at East – West Connector intersecting Tarneit Road;

• Give-way controlled intersections with channelised right turn and auxiliary left turn lane on Leakes Road and Tarneit Road and separate left and right lane on the development roads at:
o North – South Access Street 2 intersecting Dohertys Road;
o Eastern Access Street 1 intersecting Leakes Road;
o Western Access Street 1 intersecting Leakes Road.
Even though analysis was undertaken for give-way controlled intersection at the East – West
Connector and Tarneit Road, this intersection should be controlled with traffic signals because it
will form a cross intersection with a future road to the east of Tarneit Road introducing a high
number of conflict points and therefore potentially causing road safety issues.
In addition to that, VicRoads require that traffic turning from major roads into minor roads at give-
way controlled intersections do not delay through traffic, which therefore requires right turns and
sometimes left turns occurring from within their own lanes in the form of right turn lanes or left
turn lanes.
The Wyndham North Traffic Modelling and SIDRA Analysis Prepared for Growth Areas Authority by
AECOM Australia Pty Ltd indicated that signalised intersections at Leakes Road and Tarneit Road
and at Tarneit Road and Dohertys Road will be able to accommodate the additional traffic
generated by the subject development and surrounding areas. These intersections were
observed to currently operate under their capacity.
The SIDRA results are shown in Table 3 and full SIDRA results are shown in Attachment B.

A design life sensitivity analysis was also undertaken to determine the intersection performance
post the development of the subject site. A compounded growth rate of 5% to through traffic
movements was assumed to determine the design life in years of an intersection.
VicRoads require that intersections for proposed developments to operate satisfactorily (under
capacity) 10 years post the development.
A practical DOS of 0.80 for give-way controlled intersections and 0.90 for signalised intersections
was used as the maximum acceptable degree of saturation.
A DOS below 0.80 for give-way controlled intersections results in good or better operating

A DOS below 0.90 for signalised intersections results in acceptable or better operating
conditions. Above 0.90, the intersection results in flows starting to breakdown and queues and
delays increase rapidly.
The SIDRA design life sensitivity analysis results are also shown in Table 3. Full SIDRA results are
shown in Attachment D.

o Western Access Street 1 and Leakes Road intersection is proposed to be give-way controlled with a right turn lane and a left turn lane;

o East - West Connector and Tarneit Road intersection is proposed to be signalised at full development; and

Above 0.80, the intersection results in an increase in delays and queues and is when it would
require traffic signals (upgrade).

The assessment has been based on the subject site being fully developed prior to any
development of the land to the east of the subject site. If the developer of the land east of Tarneit
Road constructs an access to the East – West Connector forming a cross intersection, traffic
signals will be required prior to gaining access at this intersection.
The SIDRA analysis indicating the trigger for traffic signals is shown in Table 3. Full SIDRA results
are shown in Attachment D.

6 IMPACTS & MITIGATING WORKS
The impacts of the development on the through-traffic along Leakes Road, Tarneit Road and
Dohertys Road are primarily related to the need to accommodate low-speed turning manoeuvres.
These impacts are quantified below and appropriate mitigating works are recommended.

The proposed Eastern Access Street 1 and Leakes Road intersection is proposed to be located
far enough west of Tarneit Road to allow for any possible future extension of the right turn lane at
Tarneit Road (west to south) to increase capacity as the intersection. It will also allow the
implementation of a channelised right turn treatment on Leakes Road on approach to the
Eastern Access Street 1.
The distance between the proposed Eastern Access Street 1 intersection and Eagleridge
Promenade is sufficient, removing potential road safety issues for vehicles travelling between
these two roads.
When Leakes Road and Dohertys Road is duplicated, the proposed Western Access Street 1,
Eastern Access Street 1 and the North - South Connector Street will be restricted to left in /left
out with possible right turn in.
Dohertys Road and Tarneit Road do not have any existing intersecting roads adjacent to the
subject development.
6.26.26.26.2 Sight DistanceSight DistanceSight DistanceSight Distance
The visibility criterion normally applied to intersections is Safe Intersection Sight Distance (SISD).
This is nominated in the Austroads Guide to Road Design, Part 4A as the minimum distance
which should be provided on the major road at any intersection (refer to Section 3.2.2 in the
Austroads Guide) and provides sufficient distance for a driver of a vehicle on the major road to
observe a vehicle from the minor access approach moving into a collision situation (e.g. in the
worst case, stalling across the traffic lanes) and to decelerate to a stop before reaching the
collision point (refer Figure 22 below). SISD should also be provided for drivers of vehicles stored
in the centre of the road when undertaking a crossing or right-turning movement.

The minimum SISD criterion specified in Table 3.2 of the Austroads Guide requires clear visibility
for a desirable minimum distance of 214m, relating to the general reaction time (RT) of 2
seconds and a design speed of 90 km/h. This sight distance is currently applicable to
intersections along Dohertys Road and will ultimately be applicable to intersections along Leakes
Road and Tarneit Road which are likely to have design speeds of 90km/h.
This visibility requirement, measured at 5.0m from the edge of traffic lane, is likely to be satisfied
at the proposed subdivision road connections of Leakes Road and Dohertys Road due to flat
terrain in the area.
Tarneit Road is proposed to have a road overpass over the Regional Rail tracks. Therefore, the
desirable SISD criteria specified in the Austroads Guide for an intersection along Tarneit Road
with a design speed of 90km/h for a reaction time (RT) of 2 seconds and a downgrade of 6% due
to the overpass (currently under construction) requires clear visibility of 232m.
An assessment of SISD from the crest of the overpass to the proposed East - West Connector and
Tarneit Road intersection revealed available sight lines of 270m. This is in excess of the required
visibility to meet SISD assuming that no other roadside objects or trees obscure or obstruct sight
lines (not currently present).
The SISD available from the crest of the overpass is demonstrated in Attachment E.

As stated previously, the East - West Connector and Tarneit Road intersection are proposed to be
signalised. The intersection layouts will be determined from SIDRA.
The Western Access Street 1 and Leakes Road intersection, the Eastern Access Street 2 and
Leakes Road intersection and the North - South Connector Street and Dohertys Road intersection
are proposed to be give-way controlled with right turn and left turn lanes.
Leakes Road is only partly sealed. Wyndham City Council has revealed that Leakes Road
reconstruction detailed design will commence in the financial year 2012/2013.
The anticipated traffic generated along Leakes Road and along Dohertys Road is shown in Figure
19 for the proposed development. The formulas (shown in Figure 22) were used to determine the
major road volumes (QM) on Leakes Road and on Dohertys Road (major roads) and are
summarised in Table 4 for the right turn warrants and Table 5 for the left turn warrants. The
results were then applied in Figure 23 and Figure 24 to determine the turn treatment warrants.

BAR – Basic Right turn treatment on the major road, features a widened area (usually in place of parking) on the major road (Leakes
Road or Dohertys Road) that allows through vehicles to pass to the left of turning vehicles.
BAL – Basic Left turn treatment on the major road (Leakes Road or Dohertys Road), has a radius large enough to accommodate a
design vehicle turning left into the minor road without crossing the centre line of the minor road. This type of treatment is usually
suitable in low volume, low speed environments.
AUL – Auxiliary Left turn treatment is a left turn lane on the major road (Leakes Road or Dohertys Road) that allows through vehicles

medians or islands.
CHR(S) – Channelised Right Short turn is a shorter version of the Channelised Right turn treatment which is reduced by removing
space provided for storage in the right lane. This type can only be used with line marking.

• Leakes Road meets the warrants for a CHR(S) treatment.
• Dohertys Road meets the warrants for a CHR(S) treatment.

• Nominal through lane width W = 3.5m;
• Length of deceleration which includes the taper length of 25m, D = 55m;

treatment on Leakes Road should have a radius large enough to accommodate a design vehicle

treatment is considered suitable due to the anticipated low volumes turning left.
Dohertys Road meets the warrants for an auxiliary left turn treatment (AUL(S)). The minimum
dimensions of the AUL(S) treatment is detailed in Figure 25 below (reproduced from the
Austroads Guide) for a design speed of 90km/h and subject to detailed design, intersection
analysis and road grades, should comprise the following:
• Taper length T = 25m;
• Deceleration length D = 55m for AUL(S);

7 SUBDIVISION INTERNAL ROAD LAYOUT
The proposed subdivision road layout and access to the abutting road network generally meets
good urban design principles and provides a permeable road layout. Comments are provided
below on a number of matters that will benefit the development.

It is expected that the proposed development will operate under the default urban 50 km/h
speed limit, except possibly the East – West Connector which is likely to be signed at 60km/h.
Design of the Access Street 1 and 2 should aim to meet the GAA’s Engineering Design and
Construction Manual target speeds of 30-40km/h, be self-enforceable through the installation of
calming devices along long straight sections of road. Descriptions of slow point treatments are
provided in the Austroads Guide to Traffic Engineering, Part 10 – Local Area Traffic Management
and Chapter 8 of the VicRoads Traffic Engineering Manual Volume 1 – Traffic Management.

Most intersections within the development are ‘T” intersections and where there are cross
intersections, roundabouts are recommended.
The “T” intersections appear to be reasonably positioned to provide suitable safe intersection
sight distances. The location of intersections should be designed to meet the required sight line
requirements. “T” intersections enhance safety and minimise potential confusion with motorists.
Any landscaping within the verge in close proximity to an intersection should not obscure or
obstruct drivers’ line of sight.
7.37.37.37.3 Public TransportPublic TransportPublic TransportPublic Transport
The Department of Transport (DoT) has published a set of guidelines that assists new
subdivisional developments to integrate provision for bus routes at the planning stage. The
Public Transport Guidelines for Land Use and Development provides a series of road cross
sectional options that should be referenced in the detailed design of the collector road.
The Public Transport – Guidelines for Land Use and Development indicates that 95% of
residential land uses be designed to allow access to public transport services within 400 - 500
metres safe walking distance. It also states that as a guideline, bus stops should be located
every 300 metres along a bus route.
To meet the requirements as indicated in the Public Transport – Guidelines for Land Use and
Development, provision should be made for bus routes and bus stops within the proposed
development that meet the requirements of the DoT.
Currently, route 442 operates between Hoppers Crossing and Tarneit via Werribee Plaza
Shopping Centre. This bus service is approximately 550m from Leakes Road.

An extension of route 442 and the introduction of other bus services should be provided to meet
the requirements in the Public Transport Guidelines for Land Use and Development.
Furthermore as part of Regional Rail Link, a new train station within 2km of the site will be
developed at Tarneit.

Tract Consulting Pty Ltd overall development plan shown in Figure 11 indicates a shared path
along Regional Rail Link within the southern precinct.
A network of pedestrian and cycling (on-road and off-road) linkages within the development
including open space areas will support recreational and commuter paths and ultimately
providing sustainable travel options.
To augment the existing shared path running east – west along Leakes Road, the provision of
cyclist linkages will be provided throughout the development to meet the design criteria for roads,
as set out in GAA’s Engineering Design and Construction Manual.
The segregation of the development site by the Regional Rail Link will result in a physical barrier
between the two precincts for pedestrians and cyclists. A grade separated connection would
provide an important link to the proposed shared path along Regional Rail Link in the southern
precinct and beyond to the shared path running east – west along Leakes Road.

The internal roads that lead into access places or have a dead end need to allow service vehicles
to travel in a forwards direction at all times. In order to achieve this, Cul-de-sacs should be of
bowl geometry or where the road leads to an Access Lane (which usually provides access to the
rear of higher density lots) a driveway access or threshold type treatment should be installed.
Any internal roads with dead ends should not have “T” or “Y” cul-de-sac heads but be a court
bowl.

8 CONCLUSIONS AND RECOMMENDATIONS
The proposed development site is located in Tarneit between Dohertys Road to the north, Tarneit
Road to the east, Leakes Road to the south and approx. 820m west of Tarneit Road to the west,
in Tarneit.
Amex Corporation owns approximately 120ha over two titles on the west side of Tarneit Road,
between Leakes Road and Dohertys Road. This land falls within Precinct Structure Plan (PSP)
1089 – Tarneit North.
Part of the land is segregated by the proposed Regional Rail Link which will provide a new track
between West Werribee Junction to Deer Park, then along the existing rail corridor from Sunshine
to Southern Cross Station. As part of this project, a new train station within 2km of the site will be
developed at Tarneit.
The southern precinct of the overall development site is proposed to have access via Leakes
Road at two locations. The northern precinct of the overall development site is proposed to have
access via one location at Tarneit Road and Dohertys Road.
The proposed development would not adversely impact on the safety or operation of the
surrounding road network, provided the recommended mitigating works are undertaken.
It is concluded that:
• the proposed development is estimated to yield 1,303 dwelling houses and 141 Medium density lots resulting in a total traffic generation of 12,644 vehicles per day (vpd) to and from the development, with morning and afternoon peaks of approximately 1,199 vehicles per hour (vph);
• the traffic volume on the Western Access Street 1, intersecting Leakes Road, is expected to carry approximately 1,000vpd, which is within the design criteria for a Access Street 1;
• the traffic volume on the Eastern Access Street 1, intersecting Leakes Road is expected to carry approximately 1,500vpd, which is within the design criteria for an Access Street 1;
• the traffic volume on the East - West Connector intersecting with Tarneit Road is expected to carry approximately 7,900vpd, which falls above the design criteria for a Connector. As development continues to the west, the traffic volumes are expected to dissipate and ultimately settle below 7,000vpd;
• the traffic volume on the north – south Access Street 2 intersecting with Dohertys Road, is expected to carry approximately 1,800vpd, which is within the design criteria for an Access Street 2;
• the distance between the proposed Eastern Access Street 1 intersection and Eagleridge Promenade is sufficient, removing potential road safety issues for vehicles travelling between these two roads;
• when Leakes Road and Dohertys Road are duplicated, the proposed Western Access Street 1, Eastern Access Street 1 and the North - South Access Street 2 will be restricted to left in /left out with possible right turn in;

• the give-way controlled intersections with a right turn lane and a left turn lane would perform at excellent operating conditions and meet VicRoads design life requirement of 10 years at:
o Western Access Street 1 and Leakes Road;
o Eastern Access Street 1 and Leakes Road;
o North - South Access Street 2 and Dohertys Road;
• the give-way controlled intersection at East - West Connector and Tarneit Road would require an upgrade to traffic signals in year 7 (calendar year 2022) of the development after the completion of stage 15 of the anticipated development program;
• the signalised intersection at East - West Connector and Tarneit Road would perform at good operating conditions and meet VicRoads design life requirement of 10 years at full development;
• the safe intersection sight distance (SISD) requirement is likely to be satisfied at the proposed subdivision road connections of Leakes Road and Dohertys Road due to flat terrain in the area; and
• an assessment of SISD from the crest of the overpass to the proposed East - West Connector and Tarneit Road intersection revealed sight lines in excess of the required visibility to meet SISD assuming that no other roadside objects or trees obscure or obstruct sight lines.
It is recommended that:
• the East - West Connector and Tarneit Road intersection up to the completion of stage 15 of the anticipated development program will be give-way controlled with a channelised right turn short (CHR(S)) treatment and an auxiliary left short (AUL(S)) treatment on Tarneit Road;
• the East - West Connector and Tarneit Road intersection be signalised in year 7 (calendar year 2022) of the development after the completion of stage 15 of the anticipated development program;
• traffic signals will be required as soon as the East - West Connector and Tarneit Road intersection becomes a cross intersection where the eastern leg of the intersection is built by others;
• the Western Access Street 1 and the Eastern Access Street 1 intersections with Leakes Road be give-way controlled with a channelised right turn short (CHR(S)) treatment and a basic left (BAL) treatment on Leakes Road;
• the North - South Access Street 2 and Dohertys Road intersection be give-way controlled with a channelised right turn short (CHR(S)) treatment and an auxiliary left short (AUL(S)) treatment on Dohertys Road;
• design of internal roads is based on GAA’s Engineering Design and Construction Manual for Subdivision in Growth Areas, April 2011;
• incorporation of the Public Transport – Guidelines for Land Use and Development for bus routes and liaison with the Department of Transport regarding bus route and bus stop locations;
• installation of traffic calming devices along long straight sections of road;
• the location of intersections should be designed to meet the required sight line requirements;

• any landscaping within the verge in close proximity to an intersection should not obscure drivers’ line of sight.
Provided the recommendations outlined in this report are implemented, there are no traffic
related reasons that would prevent this development from occurring.

Police Location Description: Melway: 202B1 VCD: 435G10 At TARNEIT RD & LEAKES RD, LGA TARNEITBrief Description: At approximately 5.00pm on the 04/03/2012 Avvinder SINGH (18/04/1987) who hold an International Licence only was driving a white ford falcon (QEW550) in a south direction on Derrimutt road.
SINGH has approached the intersection of Derimutt Road and Leaks Road and made a right turn into Leaks. The traffic signals were green for North and South bound traffic on Derrimut Road. When SINGH has turned right into Leaks he has failed to giveway to a vehicle traveling in a North direction on Derrimut road. As a result of the failing to giveway, SINGH has driven into the path of Blue Holden Commodore (WRB392) driven by Takai ULUAKIAHOIA (02/07/1983) who is unlicenced. Damage to vehicle (WRB392) was server causing it to be a right off. Both airbags in front of vehicle were deployed. In vehicle (WRB392) was Dwayne PURY (04/11/1981) uninjured, Levi ULUAKIAHOIA (23/07/2001). Levi has suffered a possible broken left collar bone, MAS on scene. Levi had vissible bruising and shoulder was swallon. Levi was taken to Hospital by mother on advise from MAS. SINGH did not receive any injury from the collision. Fire from Truganina assist in a wash away of debris and fluid on intersection. Both drivers did not have any insurance on vehicles.
