What is AMBIS?• AMBIS (Automated Multi-Modal Biometrics

Identification System)• Incorporates State of the Art biometric technologies to

serve law enforcement applications beyond traditional AFIS capabilities

• Modalities used today– Finger (Ten print flats and rolls, latent)– Face (Mug shot and latent face)– Iris (Dual iris scans)– Palm (Print and latent)

Why Multi-Modal Biometrics?• Collectively the system will have more capabilities,

reduced total cost of ownership and increased accuracy.

• NCRB will build database in alignment with UIDAI standards and thus the national residents database.

• Finger is used for traditional applications.

– Chance print investigation

– Identification in case of other missing biometrics

Power of Multi-Modal Biometrics

• Iris Iris is nothing but just a photo of your iris taken using a

special camera.

– Iris inherently has the lowest False Acceptance Rate which makes detection and linking of criminals records very effective (Only one result in the scores list).

– Iris matching algorithm is also inherently the fastest biometric, reducing hardware footprint and response time thus making total cost of owner ship low

– UIDAI after extensive research concluded that iris was very important for its identification program (Published White Paper can be found on UIDAI website

By incorporating iris in the AMBIS NCRB database will be inline with UIDAI database.

NCRB will have to build the database as it progresses but being multi modal the system will full functional even without iris today.

Iris scanner are also standard the UIDAI program has driven the market to make iris capture devices LOWER than finger print live scan devices.

AMBIS Standard API Interface• NCRB AMBIS will have a standard open source

based interface technology for state level AMBISs and other agencies integration (Message Queues ActiveMQ, RabbitMQ etc)

• NCRB AMBIS will publish a standards based API to which all external system should comply with NIST EBT/EFTS file format will be used for exchange and archival of biometric and demographics data.

Web Enabled

The proposed NCRB AMBIS will have to support web based functionalities with Client-Server architecture.

Mobile Identification Capabilities

• NCRB AMBIS and thus any state level AMBIS will have the mobile identification capability.

• Devices with local identification capability (upto 5 lacs local database) will be deployed nation wide and will the capability to submit remote searches to NCRB and State AMBIS

• Hand held rapid ID devices will also be able to submit search request on any modality to NCRB and state AMBIS

Biometric Image FormatsBiometric images will comply with the ISO -19794-x standard format for all modalities.

Biometric images will be captured and stored in JPEG 2000 lossless format.

Biometrics will be captured in compliance with UIDAI or better standards (for example 500dpi or 1000 dpi)

AMBIS Database Buildup Strategy

All the state AMBIS systems will integrate and upload records in bulk as per the NCRB AMBIS API and data format standards.

Records will be searched and enrolled to maintain synchronization.

Biometric records will be updated whenever possible.

Vendor Neutral

Records are achieved in Standard NIST format

Original Biometric data is stored in standard compression and ISO record formats

The API is standard so AMBIS solutions can be changed without disrupting the entire national AMBIS infrastructure

Modalities can be added or replaced without any impact on the functionality of the AMBIS
