YEAR 2009-2010
GENERAL REVIEW
The Annual Administration Report for the year 2009-10 is presented herewith.
The Salient features of this Booklet are as given below:
1. From the Table No.1, it is revealed that forest area at the close of the year was 61939
Sq. km. (Provisional) i.e. 20.13% of the geographical area of the Maharashtra state as against
the stipulated 33% expected forest area coverage. Out of this, forest area measuring 55367
Sq. km. and 2449 Sq. km. were under the management of Forest Department and Revenue
Department respectively. The forest area managed by Forest Development Corporation of
Maharashtra Limited from 1974 to the end of the year was 3563 Sq. km. The extent of the
Private Forest brought under the possession of Forest Department since enactment of the act
from 1975 up to the end of the year 2008-09 was 560 Sq. Km.
Circle wise and District wise forest area is given in Table No. 3 & 4 respectively. Similarly
district wise forest cover and mangrove cover is given in Table No. 5 and 6. Forest area of
53567 Sq. km. was under scientific management prescribed under sanctioned working plan
and its percentage to the forest area (55927 Sq Km including Forest Deptt, Revenue Deptt.)
of the Forest Department was about 96%.
2. Number of offence cases registered during the year decreased by 27 % as compared
to the previous year report (Table-8).
During the year under report, the area burnt in fires was 30759 ha. (Average size 13
Ha.) as compared to 59625 ha. in the last year. (Average Size 15 Ha.) (Table-10)
3. During the year under report forest area artificially regenerated and afforested was
48132 ha.(Table-17).
"Vanamahotsava" was celebrated throughout the state for which 344 thousand seedlings
were supplied for planting to public bodies, institutions in celebrations of Vanamohotsava, as
compared to last year where 241 thousand seedlings were supplied (Table-20).
4. In the annual yield programme, 90.473 thousand cu.m. of timber and 171.829
thousand cu.m. of firewood yield was received by harvesting of forest area (Table -24). The
value of outturn of minor forest produce accounted for Rs. 78.20 crores (Table-25)

Total 195 coupes worked by Forest Labour Co-operative Society FLCS and 236
coupes worked by Department having an area of 643.26 Sq. Km. were harvested during the
year under report. (Page no. 13 & 63)
Large number of labourers were engaged on various Forestry development
operations such as plantation, exploitation, afforestation etc. The total labour employment
generated including other activities was broadly assessed at 19265 thousand man days and
the total amount of wages paid was 186.87 crores. The daily wage rates were paid as per the
rates fixed by the Wage Board (Table-27).
5. Total length of Roads in charge of Forest Department was 11952 Km. (Provisional)
during the year under report (Table-29). Also the information regarding Buildings, Vehicles
and machinery is given in the report (Table- 30, 33).
6. The Forest Revenue received was Rs. 223.84 crores. The total expenditure was Rs.
720.26 crores including the expenditure on special development plan activities like Western
Ghat Development, I.S.R.V.P. etc. and an amount of Rs. 41.43 crores (Provisional) was
collected as Forest Development Tax (Table-34, 38).
The amount of Revenue Outstanding at the close of the year was Rs. 38.05 crores.
(Table-42).
7. Information regarding organizational set up and training imparted to the staff and
organized setup is given in Table No. 44 & 45 respectively. Information regarding range,
round, beat is given in Table No. 47.
The year 2009-10 was the Third Year of the Eleventh Five Year plan. An investment of Rs.
196.57 crores was made through the various development programmes implemented under
forestry & related sectors (Table - 48). Likewise an amount of Rs 7.24 crores was invested
on various development activities under Tribal Sub-Plan (Table- 50).
9. The value of forest produce given away free of cost or at the concessional rate
(including Nistar) to the public and Adiwasis by the Forest Department was worth Rs.
195.59 lakh (Table- 49).
The purchase value of the Forest produce such as Hirda, Gum, Moha seeds &
Flowers and other Minor Forest Products collected by the Tribal Development Corporation
Of Maharashtra Ltd. from the areas allotted to them was Rs. 0.84 lakh (Table-51).
10. An expenditure of Rs. 40.68 crores was incurred on forestry works under
Maharashatra Rural Employment Guarantee Scheme (Table-58).

CHAPTER – I
CONSTITUTION OF STATE FORESTS
1.1.1 The forest areas under the administrative charge of Forest Department and
Revenue Department were 55367 Sq.Km. and 2449 Sq.Km. respectively at the close of the
year 2009-10 and formed 17.99 % and 0.79 % respectively of the total geographical area
of Maharashtra State, (307713 Sq.Kms) . This shows that the forest in Maharashtra State
was the second largest land use sector after the Agriculture.
The forest area transferred to Forest Development Corporation of Maharashtra
Limited at the end of the year 2009-10 was 3563 Sq. Km.constituting about 1.16% of the
geographical area.
According to provision of Maharashtra Private Forest (Acquisition) Act,1975,
private forests, to which certain sections of Indian Forest Act,1927 were applied, attained
the status of Reserved Forest. At the close of the year 2009-10, the area of private forest
brought under possession of Forest Department was 560 Sq.Kms. which constituted about
0.18% of total geographical area of the state.

1.1.4 The forest areas were transferred from the Forest Department to Forest
Development Corporation of Maharashtra Ltd. with the objective of converting them into
valuable stands yielding increased returns. The forest areas so far transferred to Corporation
till the end of 2009-10 from various circles of the state aggregating to 3563 Sq.Km.
(Provisional) was as below.

1.1.5 Forest Settlement: -
During the year under report, an area of 48.89 Sq.Kms. was taken in hand for
settlement. An area of 1708.47 Sq.Kms. was in hand at the commencement of the year. The
amount of Rs. 73.89 lakh was spent as settlement and establishment cost.
1.1.6 Demarcation :-
The lengths of forest boundaries artificially demarcated and existing boundaries
repaired during the year under report were 1227 Km. and 19040 Kms respectively. The
expenditure to the extent of Rs. 112.48 lakh on new works and Rs. 624.87 lakh on repairs was
incurred during the year 2009-10.
The extent of previously existing boundaries not repaired was 111399 Km. ; the
length of the boundaries still to be demarcated was 41452 Kms ; length of the natural
boundaries not requiring artificial mark was 10879 Kms. and total length at the close of the
year was 183997 Kms.
1.1.7 Forest Surveys :-
Last survey work of forest area in charge of State Forest Department was carried
out by Survey of India organization during 1977-78.

CHAPTER – I I
MANAGEMENT OF STATE FORESTS
2.1.1 An area of 55927 Sq.km., was managed by Forest Department. Out of this area,
53567 Sq.km. (Provisional) was brought under sanctioned Working Plans upto 2009-10.
2.1.2 Preparation and control of Regular working plan

2.1.3 Grazing Settlement
No grazing settlement report for the forest area was prepared during the year.
All possible efforts were done to avoid the illicit grazing in the forest area.

2.2.1 Protection of Forest: -
Undesirable human interference such as unauthorized felling and removal
of minor forest produce, unauthorized grazing, setting of fires to forests, encroachment
on forest land etc. causes loss to forest wealth. Protective measures were adopted to
protect this valuable forest wealth.
The effect of various measures taken by the Forest Department in
connection with the forest protection and conservation of existing forest showed good
result. The mobile squads were functioning effectively under the supervision of
vigilance units created in the past. The department sought the assistance of the police
and their contingents were deployed in the concerned areas for protecting forest officials
against personal attacks.

The position of disposal of offence cases was as follows :-
Of the cases referred to the Court of Law, convictions were ordered in 1008
cases and 2639 cases resulted in acquittal and 7255 cases were pending at the close of the
year. From the cases decided under section 68 of Indian Forest Act of 1927, 25318 cases
resulted in convictions by forest officials, 8731 cases resulted in acquittal & 25485 cases
were pending at the close of the year 2009-10. The number of undetected cases was 19031.

2.2.4 Injury by fires & protection from fire
2418 number of offences cases under this category were registered during the
year 2009-10. Measures like tracing of fire lines, engaging of fire watchers during the fire
seasons were taken. The value of damage of standing crops excluding that of grass was
worked out to Rs. 13.20 lakh. An expenditure of Rs. 948.90 lakh was incurred on fire &
forest protection programme during the year. The offences in connection with fires classified
according to origin of fire were as under. Classification of Forest Fire is given below.

2.3.2 Unauthorized grazing in Govt. Forest Area.
Measures to prevent injury to forest, indiscriminate grazing and closure of forest areas
were rigidly enforced. In some of the areas, the protection of forest was provided by barbed
wire fencing and by digging of trench cum mounds. Cattle found grazing unauthorizedly in
forest areas were impounded.
An area of 20136 sq.km.was closed to grazing during the year 2009-10. There were
1645 cases registered of unauthorized grazing during the year under report.

Creation of Vigilance Organization :-
The incidence of illicit cutting and encroachment on forest lands has increased
because of growing demands for forest produce, their rising prices & the population
pressure, threatening the very existence of forests. The need for establishing special vigilance
organisation exclusively to look after the protection of forests & to exercise control on forest
offences was keenly felt. A vigilance cell was therefore, created, in the year 1981-82 for
monitoring & pursuing follow-up action on forest offences.

3.2 General progress of Regeneration and Afforestation
3.2.1 During the year 2009-10 the forest area artificially regenerated and afforested was
48132 Ha. Under various plan schemes, plantation of teak, bamboo & mixed species were
undertaken. The forest circle-wise details of area regenerated and afforested during the year
under report are summarized in Table 17.
3.2.2 The programme of Afforestation & soil conservation was undertaken as plan
activity of the Department. Under this programme the barren and denuded areas were tackled by
undertaking soil conservation works & by planting species like Neem, Agave, Semal, Khair etc.

3.2.3 The total expenditure on plantation and Afforestation under all activities was Rs. 5544.97
lakh on forest account ( i.e. Plan & Non plan ) and Rs. 753.05 lakhs on the other account i.e.
Employment Guarantee Scheme.

implemented mostly through Forest Department, Forest Development Corporation of

3.5 Vanamahotsava
The "Vanamahotsava" was observed during the year under report. The Forest
Department supplied seeds & seedlings for planting to public bodies, institutions and private
individuals. The forest subordinates also took part in the celebration of Vanamahotsava.
Importance of tree planting and tree protection was stressed through publicity. The supply
of seedlings from various circles is given below.

4.1.3 Exploitation and disposal of Minor Forest Produce.
Exploitation and disposal of Minor Forest Produce except bidi leaves was
done by leasing of areas containing the particular forest produce by sale of units or on
rated passes. Bamboos were extracted by the Department, the paper mills as well as
other agencies from areas due for annual harvesting. The extraction and trade in bidi
leaves were regulated by the state on the basis of monopoly trade & disposal.
Some of the minor forest produce areas were allotted to the Tribal
Development Corporation of Maharashtra Ltd. for collection & sale of Gum, Hirda,
Moha Flowers & Fruits. The objective of assignment of some areas to Tribal
Development Corporation of Maharashtra Ltd. was to give proper wages of collection &
to improve living standard to tribals.
4.2.1 Agency of working of Coupes
The Forest areas were exploited for timber, fuel and other Minor Forest Produce
through the agencies of the Forest Department and Forest Labourer's Co-operative Societies.
The Right and Privilege Holders and Free Grantees also removed forest produce from forest
areas. The agency of forest contractors was eliminated from exploitation of forest areas.
Total 195 coupes were worked by Forest Labourer's Co-operative Societies during the
year under report. The circle wise details of coupes worked by Forest Labourer's Co-operative
Societies is given in Chapter No. IX of this booklet.
4.2.2 The out-turn of major forest produce and its value exploited by different agencies is
summarized in Table 23.

4.2.7 The forestry operations engaged large labour force for its varied activities and
provided employment to villagers, especially tribals & weaker sections residing in or close to
forest areas. A special attention was also given to socio-economic upliftment through tribal
sub-plan schemes. The labourers were paid wages at prescribed rates fixed by wage boards
and sanctioned by Govt. Payment to labourers at sanctioned wage rates was ensured by the
forest officers by spot enquiries & supervision.

CHAPTER V
FOREST ENGINEERING
5.1.1 An efficient system of communication is essential for proper development of
forest & maximum utilization of their produce. An infrastructure of roads and bridges as also
residential and non residential buildings is required to be maintained and developed by the Forest
Department. The Works include construction of building for residential and non residential
purposes, roads and bridges for facilitation of communication and transportation of forest
produce and construction of wells, tanks, anicuts, sheds etc. were constructed for the welfare of
inhabitants in forest areas.
The Plans and estimates of work were drawn by the Civil Engineering units.
There were also number of industrial units viz. Saw mills, Preservation and Treatment plants.
Maintenance of large number of machineries, vehicles and equipment was attended by logging
units of Forest Department. Operation and maintenance of these units were attended by the
Mechanical Engineering personnel.
5.1.2 Civil Engineering
During the year under report an expenditure of Rs. 1400.09 lakh was incurred
on construction of buildings and repairs to old building. The construction of new roads and
improvement & maintenance of old one were undertaken at an estimated cost of Rs. 440.85
lakh during the year under report. The cost of other works viz. bridges, anicuts, culverts, labour
sheds etc. was Rs339.34 lakh.
Circlewise details of expenditure incurred under various budget head during the
year are given in Table 28.

5.2.2 Integrated Unit
There were three integrated units, one at Dahanu, in Thane circle, second at
Paratwada in Amravati circle and third at Ballarshah in South Chandrapur circle. All these
units were completely closed.

CHAPTER – VI
FINANCIAL RESULTS
6.1.1 The receipt of Forest Revenue during the year 2009-10 was Rs. 223.84 crores
(Provisional). The total expenditure incurred during the year 2009-10 was Rs 720.26 crores. There
was increase in expenditure by 17.54 % as compared to last year expenditure and decrease in forest
revenue by 12.40 over that of previous year.
The comparative position of the Revenue & the expenditure for the year 2009-10
and 2008-09 is indicated in the below given table.

6.3 Forest Development Tax.
6.3.1 The Forest Development Tax was levied at the rate of 5 % on the sale
proceeds of some of the forest produce. After deducting the cost of collection of tax, balance
amount was placed at the disposal of the Forest Department annually as an additional
budgetary resource. This amount was to be utilized for raising forest plantations, ancillary
developmental works & on activities for welfare of the people living in forest areas.
6.3.2 During the year 2009-10 an amount of Rs. 4143.49 lakh was collected as
Forest Development Tax Including Tendu. The circle wise break-up of amount of tax
collected is given in Table 38.

7.5 Health of Staff
The forest staff generally maintained normal health throughout the year. Adequate medical
facilities were provided to the staff working in bad climate and interior areas. The forest dispensary one at
Tarubanda of West Melghat Division and other at Forest Ranger’s College, Chikhaldara in Amravati
circle and Moharli and Kolsa Dispensary at Chandrapur division in North Chandrapur circle were
functioning properly during the year under the report. It has also been decided to raise welfare funds i.e.
Van Kalayan Needhi for the betterment and welfare of Forest employees including officers and staff. This
Van Kalayan Needhi is being utilized for medical purposes as well as insurance cover.
7.6 Inspection And Tours
The Principal Chief Conservator of Forests, Chief Conservator of Forests (All) visited the forest
areas under their jurisdiction. They have inspected the forest areas in the State. The territorial Conservator
of Forests and Dy. Conservator of Forests & Divisional Forest Officers toured extensively in the forest
areas in their jurisdiction and carried out spot inspection of various forestry works in progress during the
year under the report.

DEVELOPMENT UNDER ELEVENTH FIVE YEAR PLAN
8.1 The year 2009-10 was the Third year of the XIth
Five-Year Plan. An investment of Rs.
196.57 Crores was made on various developmental programmes implemented under forestry and related
sectors. The target and achievements under the various developmental work according to various
activities are gven below.

CHAPTER - IX
WELFARE ACTIVITIES FOR BACKWARD CLASSES
9.1 The forest management in the state has always given due consideration to amelioration of
living and economic condition of people inhabitating in forest tracks. Adiwasis, tribals and other
backward classes who form bulk of this population were the principal beneficiaries and forestry
operation provided employment on large scale to adiwasis, tribals and backward class people. The
forest department made sustained efforts towards welfare of these backward people through measures
like entertaining their essentials needs of forest produce like small timber, fuel and grazing facilities
and also provided amenities like school, dispensaries, labourshed, drinking water facilities to the extent
possible.
9.1.1 Concession in respect of forest and forest produce
The dwellers in villages situated in or near the forest tracts were granted concession and
privileges in respect of use of the forest & removals of various forest produce there from. Under
“Nistar policy” forest products from the coupes under exploitation were made available at concessional
rates. The coupes are annually selected by the forest officers & special conditions of nistar were
applied to those coupes in consultation with the Forest Labour Co-operative Society to supply the
quantity of nistar material to people in forest during exploitation of coupes allotted to them. In addition
to this, left over and waste timber, fallen and dead fuel wood were allowed to be removed free for
domestic use as well as on permit basis at concessional rates for small house hold industries. Under
grazing settlement, free grazing is allowed to agricultural cattle up to limit of eight cattle units per
family.

9.2 Employment of Labour
Various forestry works executed by the department provided employment on large scale
especially to adivasis and backward class people who were residing near and in the forest areas. Total
labour employment during 2009-10 (including activities like Western Ghat Development, ISRVP & EGS)
was broadly assessed at 19265 thousand man-days. The labourers were paid wages as per Wage Board
sanctioned rates.
9.3 Grant of 7% of Forest Revenue to Zilla Parishad
An amount of Rs 4.74 crores of forest revenue was given to Zilla Parishads as grant-in-aid
by Govt. for such works as development of village forests, grazing lands, construction & maintenance of
roads in forest areas provision of medical relief & drinking water facilities, construction of public
buildings and small rooms etc.

9.6 Trading of Forest Produce through the Tribal Development Corporation of Maharashtra. Ltd.
9.6.1 The Tribal areas where provision of Maharashtra Tribal Economic Conditions Improvement
Act, 1976 are in force, trading of hirda, gum, mohwa seeds and flowers & other minor forest produce
governed under the said Act was done by government through the Maharashtra State Tribal Development
Corporation. The Tribal Development Corporation collected these forest produce in the tribal area
through its purchase centers located in various districts. In the table given below, the figures of purchase
value of forest produce by T.D.C. from the areas allotted to it during 2009-10.

9.7 The Maharashtra Felling of Trees by occupants belonging to Scheduled Tribes
(Regulation) Act, 1964.
9.7.1 The Govt of Maharashtra has amended this act in 1989 vide notification no. TRS-
1089/1490/CR-32/89/F-6, dated 26/11/1989 and the R.F.O. is empowered to be the "Tree Officer" for
regularization of certain trees within his jurisdiction.
If any person has to fell trees other than the scheduled trees, then permission from concerned
tahsildar is sought to be required under the provision of section 25 of Maharashtra Land Revenue Code
1966 which states that trees on the banks of river, nallah & streams are to be retained and 20 trees per acre
is the criteria for reservation.
For the breach of the provision of this act, punishment not exceeding of Rs. 1000/- along with the
forfeiture of the felled material and the tools used for exploitation along with bullock cart & other
equipment etc.
The progress made in respect of felling Act 1964 is given in Table 52.

9.8 The Maharashtra Sale of trees by occupants belonging to Schedule Tribes
(Regulation) Act 1969.
9.8.1 Where it was necessary to regularize the disposal of trees standing in the holdings of
persons belonging to scheduled tribes in the State of Maharashtra and to provide for matters concerned
therewith, this act was enacted from 3rd
March 1969 to safeguard the interest of poor and ignorant tribals.
9.8.2 As per the provision of this act, in case of Adivasi Malki cases the felling of trees,
transportation, sales etc. are carried out departmentally and the sales proceeds are transferred to the tribals
after deducting the expenditure incurred by the Govt. It is also provided for payment of the 50% amount
of the approximate cost of the material extracted as a part advance payment through crossed cheques.
9.8.3 This act was amended in 1991 vide ordinance of 14th
Feb. 1991 and the section 4 of this Act was
deleted due to which all pasts contracts before the appointed day i.e. 3rd
March 1969 stood cancelled.
In this way the involvement of the contractors in such timber business is reduced and the misuse is
avoided. Now it is possible to pay the maximum amount to tribals through Govt. by way of Departmental
Sales. The progress made in this respect is given in the table below.

9.8.4 For breach of provision of this act provided a fine to the extent of Rs. 2000 /- and
imprisonment for a term, which may extent to six months and trees felled if any, in contravention of this
act may be confiscated by order of the Court.
CHAPTER –X
GENERAL
10.1 Acquisition of Private Forests:
10.1.1. In order to ensure comprehensive protection of private forest & their scientific management,
Government of Maharashtra enacted the Maharashtra Private Forest (Acquisition) Act, 1975. These forests
attained the status of "Reserved Forest" from the date of enforcement of the act and came to be vested in the
state. This act was amended in 1978 whereby the land to the extent of 12 ha. or less was restored to erstwhile
owners whose holding stood less than 12 ha. At the end of the year under report the following was the
position of some private forests brought under possession of the Forest Department.

10.3 Forest Conservation Act, 1980
10.3.1 This act came into force from 25.10.1980 with a view that no forest land be used for any non
forestry purpose except with the prior approval of the Central Government. The proposals under purview of
this act, received from the project authorities are submitted to Central Govt. through proper channel. The
position of cases finally approved and forest land diverted under FCA 1980 since its enforcement is given in
Table 55.
Similarly position of proposals received, sanctioned, pending and the area involved during the year
2009-10 is given in Table 56.

10.4 Central Evaluation Unit
During the year 2009-10, Central Evaluation Unit Evaluated 311 unit of Plantations spread
over an area 8804 ha. against the target of 3405 units of Plantations spread over an area 83040 ha.
The following types of plantation schemes with area evaluated is given in Table 57.

10.6 Nature Conservation and Wildlife Preservation :-
10.6.1 The Forest area covered by 6 National Parks, and 35 Wildlife sanctuaries during the year
2009-10 and area covered was 1273.60 Sq.Km. and 14274.06 Sq.Km. respectively.
10.6.2 Tiger/Elephant Reserve
Wild life census was carried in 2010 but final figures are still awaited. There were 268 tigers and
717 panthers, as per wild life census 2005. Following table shows Tiger Projects in Maharashatra State.

10.7 Forest Publicity Wing
10.7.1 The main object of the forest publicity wing is to acquaint the rural as well as urban
masses at all levels with multiplicity of beneficent roles played by forest and consequent need for forest
conservation. The unit provided wide publicity to the activities of Forest Department in upliftment of
poor, rural adivasis and other backward class people. Exhibitions, radios, TV talks, lectures and film
shows on forestry subject were organized at different Centers to utilize the media. Stickers, banners &
handbooks were brought out and distributed to mark the occasions like Wildlife Weeks, Vanamahotsava
and World Forestry Day.
10.8 Employment Guarantee Scheme:
10.8.1 The object of the scheme was to provide productive employment to the rural people with a
view to alleviate the problem of rural poverty. Various forestry works such as plantation, afforestation
and soil conservation, departmental working of forest roads etc. was undertaken from the funds provided
from the scheme. The circle wise and the district wise utilization of funds was as under.

10.9 Encroachment on Forest Land
10.9.1 The Problem of encroachment on Forest land was a result of land hunger and causing serious
concern to forest administration. The encroachments were more or less observed to be in all the circles. The
details of forest area under encroachment and encroachment removed / regularized there from are given in
Table 59.
