General Information
On behalf of UGC, the Central Board ofSecondary Education announces holding of theNational Eligibility Test (NET) in June/Dec., fordetermining the eligibility of Indian Nationals forthe Eligibility for Assistant Professor only orJunior Research Fellowships (JRF) and eligibilityfor Assistant Professor Both in Indian Universitiesand Colleges.
The candidates who qualify for the award ofJunior Research Fellowship are eligible topursue research in the subject of their PostGraduation or in a related subject and are alsoeligible for Assistant Professor. The universities,institutions, IITs and other national organiza-tions may select the JRF awardees for whole timeresearch work in accordance with the procedureprescribed by them. The award of JRF andEligibility for Assistant Professor both OREligibility for Assistant Professor only will dependon the performance of the candidate in all the threepapers of NET. However, the candidates qualifyingexclusively for Assistant Professor will not beconsidered for award of JRF. Candidates appearingin NET should clearly specify in the prescribedApplication Form whether they are applying forboth JRF & Eligibility for Assistant Professor bothOR only for Eligibility for Assistant Professor.Candidates who qualify the Test for eligibility forAssistant Professor will be governed by the rulesand regulations for recruitment of AssistantProfessor of the concerned universities/colleges/state governments, as the case may be.
Scheduled Castes (SC)/Scheduled Tribes (ST)/Persons with disability (PWD)/Other BackwardClasses OBC (Non-creamy Layer), as per thecentral list of Other Backward Classes available onNational Commission for Backward Classes(NCBC), Government of India website :www.ncbc.nic.in, candidates will be given suchspecial concession as may be decided by theCommission.
JUNIOR RESEARCH FELLOWSHIPCandidates qualifying for the award of Junior
Research Fellowship will be eligible to receivefellowship of UGC under various schemes, subject
to their finding placement in universities/IITs/institutions. The validity period of the offer istwo years w.e.f. the date o f issue of J R F AwardLetter. However, in case the candidates who havealready joined M. Phil/Ph.D., the date of commence-ment of fellowship shall be from the date ofdeclaration of NET result or date of their joining,whichever is later.
CONDITIONS OF ELIGIBILITY(i) Candidates who have secured at least 55%
marks (without rounding off) in Master’s Degree(or) equivalent examination from universities/institutions recognized by UGC in Humanities(including languages) and Social Sciences,Computer Science & Applications, ElectronicScience etc. are eligible for this Test. The OtherBackward Classes (OBC) belonging to non-creamylayer/Scheduled Caste (SC)/Scheduled Tribes(ST)/Persons with disability (PWD) categorycandidates who have secured at least 50% marks(without rounding off) in Master’s degree orequivalent examination are eligible for this Test.
(ii) Candidates who have appeared OR will beappearing at the qualifying Master’s degree (finalyear) examination and whose result is still awaitedOR candidates whose qualifying examinations havebeen delayed may also apply for this Test. However,such candidates will be admitted provisionally andshall be considered eligible for award ofJRF/Eligibility for Assistant Professor only afterthey have passed their Master’s degree examinationor equivalent with at least 55% marks (50% marksin case of OBC (Non-creamy layer)/SC/ST/PWDcategory candidates). Such candidates mustcomplete their P.G. degree/examination withintwo years from the date of NET result withrequired percentage of marks, failing which theywill be treated as disqualified.
(iii) The Ph.D. degree holders whose Master’slevel examination had been completed by 19thSeptember, 1991 (irrespective of date of declarationof result) shall be eligible for a relaxation of 5% inaggregate marks (i.e., from 55% to 50%) forappearing in NET.

(iv) Candidates are advised to appear in thesubject of their Post Graduation only. Thecandidates whose Post Graduation subject is notcovered in the list of NET subjects, may appear in arelated subject.
(v) Candidates belonging to OBC (Non-creamylayer)/SC/ST/PWD category are required to submitattested copy of the category Certificate along withonline printout of their Application Forms (obtainedwhile applying on-line). Other candidates are notrequired to submit any certificates/documents insupport of their eligibility along with printout oftheir Application Form. Therefore, the candidates,in their own interest, must satisfy themselves abouttheir eligibility for the Test. In the event of anyineligibility being detected by the UGC/CBSE atany stage, their candidature will be cancelled andthey shall be liable for legal action.
(vi) Candidates having post-graduate diploma/certificate awarded by Indian University/ Institute orforeign degree/diploma/certificate awarded by theforeign University/Institute should in their owninterest, ascertain the equivalence of their diploma/degree/certificate with Master’s degree of recog-nized Indian universities from Association of IndianUniversities from Association of Indian Universities(AIU), New Delhi. EXEMPTION (ELIGIBILITY FORASSISTANT PROFESSOR)
(i) NET/SLET/SET shall remain the minimumeligibility condition for recruitment and appoint-ment of Assistant Professors in Universities/Colleges/Institutions. Provided however, thatcandidates, who are or have been awarded a Ph. D.Degree in accordance with the University GrantsCommission (Minimum Standards and Procedurefor Award of Ph.D. Degree) Regulations, 2009,shall be exempted from the requirement of theminimum eligibility condition of NET/SLET/SETfor recruitment and appointment of AssistantProfessor or equivalent positions in Universities/Colleges/Institutions.
(ii) The candidates who have passed theUGC/CSIR JRF examination prior to 1989 are alsoexempted from appearing in NET.
(iii) For SET Candidates: The candidates whohave cleared the State Eligibility Test (SET)accredited by UGC for eligibility for Assistant
Professor held prior to 1st Dec. 2002, are exemptedfrom appearing in NET, being eligible to apply forAssistant Professor anywhere in India. For SET heldfrom 1st Dec. 2002 onwards, the qualifiedcandidates are eligible to apply for the post ofAssistant Professor only in the universities/ collegessituated in the state from where they have clearedtheir SET.
AGE LIMIT & RELAXATION
(a) FOR JUNIOR RESEARCH FELLOW-SHIP : Not more than 28 years as on stipulateddate. A relaxation upto 5 years is provided to thecandidates belonging to OBC (Non-creamy layer, asper the Central list of OBC available on website :www.ncbc.nic.in)/SC/ST/PWD categories and towomen applicants. Relaxation will also be providedto the candidates having research experience,limited to the period spent on research in therelevant/related subject of Post Graduation degree,subject to a maximum of 5 years, on production of acertificate from appropriate authority. Three years’relaxation in age will be permissible to thecandidates possessing LL.M. Degree. Total agerelaxation on the above ground(s) shall not exceedfive years under any circumstances.
(b) Assistant Professor : There in no upperage limit for applying for eligibility for AssistantProfessor.
SCHEME AND SYLLABUS OF TEST
(i) The Test will consist of three papers. All thethree papers will consist of only objective typequestions and will be held on the day ofexamination in two separate sessions as under :

Paper-I shall be of general nature, intended toassess the teaching/research aptitude of the

candidates. It will primarily be designed to testreasoning ability, comprehension, divergentthinking and general awareness of the candidate.Sixty (60) multiple choice questions of two markseach will be given, out of which the candidatewould be required to answer any fifty (50). In theevent of the candidate attempting more than fiftyquestions, the first fifty questions attempted by thecandidate would be evaluated. Paper-II shallconsist of 50 objective type compulsory questionsbased on the subject selected by the candidate. Eachquestion will carry 2 marks. Paper-III will consistof 75 objective type compulsory questions from thesubject selected by the candidate. Each questionwill carry 2 marks.
All questions of Paper-II and Paper-III will becompulsory, covering entire syllabus (including allelectives, without options).The candidates will haveto mark their responses for questions Paper-I, II andIII on the Optical Mark Reader (OMR) sheetprovided alongwith the Test Booklet.
PROCEDURE & CRITERIA FORDECLARATION OF RESULT
This will comprise of following steps :
Step I : Minimum marks to be obtained in NETfor considering a candidate for the award of JRFand eligibility for Assistant Professor :
The candidates are required to obtain minimummarks separately in Paper-I, Paper-II and Paper-IIIas given below—

Step II : Amongst those candidates who havecleared step I, a merit list will be prepared subject-wise and category-wise using the aggregate marksof all the three papers secured by such candidates.
Step III : Top 15% candidates (for each subjectand category), from the merit list mentioned understep II, will be declared NET qualified for eligibilityfor Assistant Professor only.
Step IV : A separate merit list for the award ofJRF will be prepared from amongst the NETqualified candidates figuring in the merit listprepared under step III.
It may be noted that the above qualifyingcriteria decided by UGC/CBSE is final and binding.
(ii) For Persons with Disability (includingVisually Challenged candidates) thirty minutes’compen-satory time shall be provided separately forpaper-I and Paper-II. For paper-III, forty fiveminutes’ compensatory time shall be provided.They will also be provided the services of a scribewho would be a graduate in a subject other than thatof the candidate. CBSE will also provide the TestBooklets of Paper-I, II & III in Braille in thosesubjects only which are printed in English orEnglish and Hindi alongwith usual Test Booklets asprovided to other candidates.
The Persons with Disability (PhysicallyChallenged) candidates who are not in a position towrite in their own hand-writing can also avail theseservices by making prior request (at least one weekbefore the date of UGC-NET) in writing to the Co-ordinator of the NET Coordinating Institution.Compensatory time and facility of scribe would notbe provided to other Persons with Disability(Physically Challenged) candidates.
The candidate has the discretion of opting forhis/her own scribe or has to request the Co-ordinatorof the Coordinating Institution for the same inwriting at least one week in advance of the test. Insuch instances the candidate is allowed to meet thescribe a day before the examination so as to verifywhether the scribe is suitable or not. Thosecandidates who opt for their own scribe have toproduce the scribe before the Co-ordinator alongwith her/his certificates of educational qualificationsat least one day before the test.
(iii) Syllabus of Test : Syllabi for all NETsubjects can be downloaded from the UGC Websitewww.ugc.ac.in and are also available in the librariesof all Indian Universities. CBSE will not send thesyllabus to individual candidates.
