• More efficient Traffic Movement

• Smaller relative impact to Potential Historic Districts• Fewer Full Parcel Acquisitions from the two Districts• Larger District to North, so less percentage impact to District

• Smaller lots on north result in smaller residual property remainders after project

• Cost is slightly less
