• The percentage of points earned out of total points possible determines the rating

• Two main independent observation tools– Environment Rating Scales (ERS)– Classroom Assessment Scoring System (CLASS)
Environment Rating Scales
• ERS are a family of tools that evaluate the learning environment of the center, school or home.
• Used nationally and internationally as a valid and reliable measure of classroom and program quality.
• Used in 23 other statewide QRIS
Classroom Assessment Scoring System (CLASS)
• Evaluate classroom interactions• Assesses three domains of effective
interactions: emotional support, classroom organization, and instructional support
• Three versions of the tool: PreK, K-3, Infant-Toddler
• The CLASS provide a snapshot of the classroom interactions
• Support teachers’ unique professional development needs as well as set program-wide goals

Goals• Goal: to implement QUALITYstarsNY in various
regions in NYS• SED funding to engage programs and
providers in communities with Persistently Lowest Achieving schools
• Private funding to expand implementation• Public funding to support field test sites• Baseline ratings in 2012 and re-rating in 2014• Successfully engage programs in the Registry

Participation Criteria• Licensed, registered or regulated program or provider– Center- and family-based providers licensed/registered
with OCFS or NYC DOHMH– Registered/licensed UPK and Head Start classrooms in
CBOs and public schools– 4410/preschool special education programs– SED registered nursery schools
• Priority in selection will be made to programs:– Operating for at least two years– Serving at least 25% low-income children (preference in
selection process)

Participant Expectations
• Attend orientation sessions in July• Staff enter qualifications and experience in
Workforce Registry and submit appropriate documentation
• Complete all required paperwork • Work with Quality Improvement Specialists• Proper use of funds and resources
Incentives and Supports
• At least $500 to purchase supplies and materials• QUALITY Scholars for professional development
including training and coursework• All funds will be awarded in line with the Quality
Improvement Plan• Dedicated Quality Improvement Specialist

Application
• Online application– Enter program license, registration or permit
number– Receive confirmation e-mail – Enter program information such as date opened,
contact information, accreditation dates if applicable, enrollment information
• Deadline to apply: June 25, 2012 5pm
Selection Process
• Selections will be made in early July 2012• All selections will be made by QUALITYstarsNY,
not the recruiting agency• Programs and providers will represent a
diversity of program types, modalities, sizes and locations
