AGC of Wisconsin is one of the 95 chapters of the Associated General Contractors of America (AGC). AGC is the largest and oldest national construction trade association in the United States. Operating in partnership with its nationwide network of Chapters, AGC provides a full range of services satisfying the needs and concerns of its members, thereby improving the quality of construction and protecting the public interest.
AGC was established in 1918 after a request by President Woodrow Wilson. Wilson recognized the construction industry’s national importance and desired a partner with which the government could discuss and plan for the advancement of the nation. AGC has been fulfilling that mission for more than 90 years.
A full service national trade association with a nationwide network of exceptional chapters, AGC represents more than 32,000 leading firms in the industry – including general contractors, specialty contractors and service providers and suppliers. AGC Leads With Safety Service and TrainingAGC of Wisconsin delivers two fulltime, highly qualified safety and environmental professionals with 34 years of combined construction safety experience to service its members. The number of members taking advantage of safety services is increasing as the economy and stricter OSHA enforcement are creating new and different demands.
AGC’s Safety Services Reaches 2,000 Individuals in 2010
During 2010, over 2,000 employees completed safety training through AGC of Wisconsin. These courses included OSHA 10 and 30 Hour, First Aid, CPR, Forklift Classes, Competent Person Training in Trenching & Excavation, Scaffolding, Confined Space, and Fall Protection.
In 2010, 350+ attendees registered for Rigging and Signalperson qualification training in nine different locations. Qualification training is a requirement under the new OSHA Crane and Derrick standard. Along with the Rigging and Signalperson training, AGC conducted twelve week-long Professional Crane Operator classes, resulting in over 200 crane operators being certified. To the best of our knowledge, AGC of Wisconsin is the only chapter offering this service with on-staff personnel. We have assisted AGC chapters in Iowa and Kansas by offering this service; and have trained contractors in Arkansas, Illinois, Iowa, Missouri, Minnesota, and Oklahoma.
The AGC of Wisconsin sponsored the Advanced Safety Management Training Course (ASMTC) conducted by the AGC of America. The training was attended by over 25 participants from across the nation. AGC of Wisconsin is looking into hosting the Advanced Focus Four Training Course in 2011.
As part of the AGC member services, the safety department conducted over 50 jobsite safety audits and inspections. Audits and inspection are structured to replicate a surprise OSHA inspection. Upon completing each inspection the contractor is given a written inspection report detailing what actions need to be taken to comply with the OSHA regulations and avoid OSHA citations.

Jobsite Safety Training – AGC’s safety directors conduct safety training for members’ employees on jobsites and at member offices.
Annual AGC Safety & Education Day – This annual event features 6 hours of professionally led training at 6 different locations across the State.
Safety Audits and Inspections – AGC’s safety directors inspect member jobsites for OSHA violations and provide written reports on what action needs to be taken to comply with OSHA safety regulations and avoid citations. Inspections can be structured to replicate surprise OSHA visits and are a great way to educate site managers on the inspection process.
OSHA Citation Service – AGC’s safety directors represent cited members at OSHA informal and administrative hearings. Thanks to their knowledge and expertise AGC staff is very successful at getting fines and penalties reduced and even withdrawn.

Consulting Services – AGC’s safety and environmental specialists perform research and provide information, interpretation, and consultation on OSHA and DNR/EPA regulations for member contractors. They also assist in asbestos testing, in the development and implementation of company safety and hazard communications programs, and provide advice on all aspects of jobsite safety.
Safety Training Aids – AGC has a comprehensive catalogue of safety videotapes (including the nationally acclaimed Toolbox Talks series), handbooks, and training manuals on topics such as Construction Safety Competency Training, Fall Protection, and the Manual of Accident Prevention for Construction. Members can purchase their own copies at reduced rates or borrow from the chapter’s publications library at no charge.
Safety Management Training Course – AGC holds this nationally acclaimed five-day training course two-three times per year. The course is designed for construction safety managers and project supervisors who would benefit from an intensive week of construction safety management training. The course provides detailed instruction in the basic skills needed to perform the duties of a construction safety manager.
Liaison with State and Federal Regulatory Agencies – AGC staff in Madison and Washington, DC maintain close relationships with officials at state and federal regulatory agencies and ensure that the contractor’s voice is heard when new regulations are considered.

Expanded Presence Highlights AGC Of Wisconsin Workforce Development EffortsThe 2010 Strategic Plan reaffirmed the importance of Workforce Development and it’s impact in the areas of Membership Development/Engagement and Becoming More Influential. Education and Workforce Development play a key role in engaging our younger members in the association, offering regional meetings and being recognized by the educational system for our interest and effectiveness reaching-out to the future workforce.
AGC Recognized by State Superintendent The AGC of Wisconsin was honored to be selected as a recipient of the State Superintendent’s Business Friends of Education Award for our dedicated service to the students, schools, and communities of Wisconsin. AGC of Wisconsin’s work in creating the Department of Public Instruction’s Construction Skills Certificate is heralded as a superior example of how private industry and educators can come together to create opportunity for young people.
Leadership AGC Now in its seventh year, Leadership AGC continues to be a very successful leadership development initiative for our chapter. The accepted applicants meet once a month for nine months to develop the industry and personal knowledge that they need to succeed as leaders. In addition to participating in an intensive learning program, Leadership AGC participants work on class projects that are making significant progress in promoting the industry’s skill, integrity and responsibility. Mike Duffek, a graduate of the 2008-2009 class of Leadership AGC served on the 2010 Board of Directors as the Leadership AGC appointee.
The 2009-2010 Class of Leadership AGC presented its’ class project at the Summer Membership Meeting. This year’s projects added a new online initiative to our repertoire of workforce development tools. Construction Quest is a YouTube video contest for high school students that requires students to learn about sustainability or technology in the construction industry, document their experience in YouTube video and submit to AGC of Wisconsin to compete for up to $10,000 in prize money.
Construction Quest joins the other online workforce development initiatives on the website www.buildwisconsin.com. Please share this program with the schools in your area.

The 2010-2011 Class of Leadership AGC is already half-way through their year and making strides on their class project to propose revisions to the State of Wisconsin on the Minority Preference Program. Make sure to attend the 2011 Summer Membership Meeting to learn about this critical recommendation!
Construction Skills Certificate Program The Construction Skills Certificate Program, developed in partnership between AGC and the State of Wisconsin Department of Public Instruction, is open to schools throughout the State of Wisconsin and already more than 40 high schools have stepped forward with interest. We need your support! In 2010, the AGC Construction Education Foundation approved spending up to $40,000 to reimburse student wages during the 2010-2011 school year. With concentrated interest in the Marshfield-Wausau-Stevens Point area, AGC staff is in the process of contacting members to provide the work experience for the students. It is highly likely that multiple contractors will share a student in order to meet his/her career interests. Please participate in this effort to encourage young people to consider our industry as a career of choice! As the economy rebounds, our need for a workforce (at all levels) is predicted to be very intense. We must remain diligent in our resolve to recruit and retain the best and brightest!
Project Lead the Way AGC teamed up with Project Lead the Way in 2010 to bring the message about rewarding careers in the construction industry to educators statewide. Mark Rounds (The Boldt Company), Mitch Gilbertson (Stevens Construction Corp) and Laura Cataldo (AGC) had the opportunity to provide the opening session remarks at the 2010 Project Lead the Way Annual Convention to 250+ educators. As opportunities to speak are available, please lend your time and talent. This is a great industry and we need your help to spread the word!
Construction Career Academies The AGC continues to have three Construction Career Academies (CCA) operational; Burlington High School, Fond du Lac High School and Marshfield High School. The AGC is currently working with a consortium of high schools in Green Bay and Plain, Appleton, Clinton, La Crosse, Neenah, and Tomah to evaluate if a Construction Career Academy will work in their systems. AGC members with offices in these areas are encouraged to get involved and support their school’s program.
• Burlington High School Burlington High School has 24 students enrolled as Sophomores. The group is doing very well. Originally there were over 40 applicants and the numbers simply had to be trimmed down. They are currently looking at the curriculum to make sure that it is rigorous enough and includes the most recent materials. They anticipate another full class of 24-25 students, which is set as the maximum class size. Juniors and Seniors are doing well in their classes and are anxious to get started building the project in the spring.
• Fond du Lac High School Fond du Lac has a total of 76 students in the construction program. The advanced class built a theater seating area for the high school in the Fall. The 2nd year class has students designing, figuring out costs, and building a 16 square foot home in groups of 2. When finished, they disassemble and reuse as much as possible.
• Marshfield High School Marshfield High School Construction Academy currently has 63 students enrolled. Students in the 11th grade classes just completed a framing unit. Ten sheds were produced and are on display at the local hardware store, elementary school and fire station. The remaining sheds are for sale. They are beginning a masonry unit this winter using block and brick, followed by electrical house wiring in the spring. They hope to develop something with plumbing by the end of the year. The 12th grade students completed the total rehab of the school forest lodge.
Education & Development The AGC offers a very comprehensive selection of education programs to members and non-members. Despite lower-than-normal registration numbers due to economic downturn, the AGC remained committed to bringing nationally developed programs to Wisconsin.
AGC Launches New BIM Curriculum— Prepare for the Credentialing
AGC of Wisconsin is one of the first chapters in the country to offer all four units of AGC’s new BIM Education program. The program is designed to give participants a broad understanding and essential knowledge on BIM terminology, technology, concepts, functionality, and legal and insurance issues.
• Prepare to be Certified! The Certificate of Management – Building Information Modeling will be the construction industry’s first and only BIM Certificate Program that teaches the practical

application of the building information modeling process for commercial construction firms. Based on AGC’s BIM Education Program, AGC’s CM-BIM can be achieved by completing the four courses in the BIM Education Program and successfully completing the CM-BIM assessment.
Supervisory Training Program (STP) AGC leads the nation in the number of graduates in the Supervisory Training Program. In 2010 we offered STP in seven locations and in-house for one contractor. AGC distinguishes itself from other chapters by being the largest sponsor of STP. Congratulations to the 29 individuals that graduated from the program in 2010.

DID YOU KNOW: The education and training of employees leads to enhanced job performance and increased productivity.
Labor Relations: Union Activity at Peak Levels in 2010AGC of Wisconsin signatory and merit shop contractors witnessed union activity at peak levels in 2010. This was particularly true for signatory contractors as unions continue their fight to protect work jurisdictions. AGC’s merit shop contractors saw little union disruption of job sites from picketing, hand billing, etc.
Whether jobsite level disputes or industry-impacting interpretations of the collective bargaining agreements, AGC of Wisconsin staff kept busy assisting members in keeping peaceful and productive jobsites.
The two-step grievance procedure, wherein a panel of labor and management representatives is vested with authority to resolve a grievance before arbitration, has proven a useful way for AGC of Wisconsin representatives to meet with union representatives to resolve disputes through mutual agreement and compromise. Since inception, the grievance committees have successfully resolved all grievances without need for review by an impartial arbitrator.
Work jurisdiction continues to feed the grievance adjustment calendar. Ongoing disputes over the cleaning of jobsites, application of spray on air barriers and operation of various pieces of equipment were the source of many issues in 2010.
At the jobsite level, labor representatives continue to evolve in how they are able to communicate with the public and disrupt efficient work. A recent decision by the National Labor Relations Board provided labor with an additional layer of protection when engaged in “bannering” – the use of large signs placed in the ground and manned by one or two individuals – and has thus resulted in the increase of banners at jobsites in Wisconsin.
Although likely to be challenged in the near future, the “bannering” decision has allowed labor to communicate negative messages about contractors to the general public and left contractors with little recourse for a challenge. Banners with negative messages have been displayed against both signatory and merit shop contractors.
Looking forward, 2011 will again be a busy year as six collective bargaining agreements negotiated by the AGC of Wisconsin are set to expire on May 31. In a down economy, we expect the process will be challenging but will continue to seek language and wage packages to increase the competitive nature of the agreements. Training, subcontracting and retirement plans will top the list of issues the AGC of Wisconsin will seek to advance on behalf of signatory contractors.

Legal: An Important Service
The AGC of Wisconsin distinguishes itself by employing a full-time General Counsel to provide legal services to members as well as manage all aspects of labor relations. AGC of Wisconsin contractor members benefit through representation on industry-wide issues and access to the General Counsel for advice on day-to-day legal questions.
In a down economy, the construction industry predictably saw an increase in the number of legal disputes and industry partners seeking additional protections against monetary loss.
One such change was the use of a prequalification process by municipalities seeking information about experience and capacity inconsistent with historical norms. Despite wide statutory latitude for municipalities to craft unique prequalification standards, the AGC of Wisconsin successfully assisted multiple members in challenging disqualification from awarding municipalities. AGC of Wisconsin professionals will continue to combat overzealous municipal prequalification standards and seek to create a uniform understanding of what constitutes a “responsible bidder.”
Similarly, with margins on projects razor thin, contracting partners are increasingly utilizing construction liens to protect against loss from insolvency or gain an upper hand in pay disputes. AGC of Wisconsin provides members with the best practices response every time to ensure disruption from liens is limited. In addition, AGC of Wisconsin will seek legislative solutions to bring equity and accountability back to the construction lien process.

AGC Government Affairs: Republicans Gain Control of Wisconsin Legislature2010 will be remembered as one of the most interesting years in American political history as Republicans all across the country made huge gains during the November 2nd elections. In Washington, Republicans gained a net of 63 seats in the House, giving them 242 to 192 majority. In the Senate, the Republicans picked up 7 seats, but the Democrats held on to a 53 to 47 majority. The House Republican victory was the biggest seat gain by either party since the 1948 post war election, the year of President Harry Truman’s reelection. Since then, the biggest gain had been the 1994 Republican wave of 54 seats. The AGC of America Federal PAC contributed more than $1,000,000 to 252 candidates.
In Wisconsin, the Republican victories were even more impressive. Republicans completed the hat-trick, taking the governorship and both houses of the legislature away from Democrat control, the only state in the nation where this occurred. Republican Scott Walker defeated Democrat Tom Barrett by a very strong 52% to 46% margin for Governor. In the State Senate, Republicans picked up four seats to regain the majority by a 19-14 margin. In the Assembly, the GOP picked up 14 seats to take a 60-38-1 majority. While Republican gains were expected, this GOP tidal wave was much larger than most pundits would dare to predict.
Among the biggest surprises of the night were the defeat of the Democratic leaders in both houses, Assembly Speaker Mike Sheridan (D-Janesville) and Senate Majority Leader Russ Decker (D-Wausau). Meanwhile, Republicans defended all but one of their current 46 seats in the Assembly and defeated three of four Democratic Senators elected four years ago when Democrats took control.
In other high profile state races; Republican J.B. Van Hollen won a second four-year term as Attorney General. Long-time Democratic US Senator Russ Feingold lost his bid for a fourth term to Republican newcomer Ron

Johnson, while another first-time candidate, Republican Reid Ribble, defeated incumbent Democrat Steve Kagen for the 8th Congressional District (CD). Republican Sean Duffy defeated Democratic State Senator Julie Lassa for the right to succeed 40-year-veteran Democratic Representative David Obey in the 7th CD. And in the only other contested congressional race, Democrat Ron Kind held off Republican State Senator Dan Kapanke in the 3rd CD.
AGC Of Wisconsin Pac And Conduit AGC of Wisconsin had a very strong political fundraising effort in 2010 and gave over $42,000 to political candidates through the AGC Conduit and the AGCWI PAC. AGC members were especially supportive of Scott Walker’s campaign for Governor. AGC members gave Walker’s campaign more than $22,000 through the AGCWI PAC and AGC Conduit. But AGC Members also gave over $72,000 directly to the Walker campaign at local fundraisers for a grand total of support to the Walker campaign from AGC member contractors of over $94,000!
Election Results Will Impact Construction Industry Scott Walker’s election promises to bring significant changes to the personnel, policies and organizational
structure of many State agencies. Along with their own new initiatives, the Republican sweep of both houses of the legislature means numerous pieces of legislation that were passed by the Democrat controlled legislature last session could be revised or repealed. Among the issues you can expect to see discussed next session that will affect the construction industry include:
• Prevailing Wage – Many of the changes made last session to the prevailing wage laws such as monthly payroll reports, lowering the prevailing wage threshold to $25,000 and requiring prevailing wage standards for private construction projects that receive more than $1 million in financial assistance from a local government will be revisited.
• Apprenticeship – Repealing or significantly reforming Executive Order 108 that mandates the use of apprentices by all contractors on State Projects covered by the prevailing wage law.
• Revision of bidding and preference laws for State and local projects.
• Repeal of the Thermal Insulation Mechanic licensing law.
• Repeal or revision of the DNR’s NR 411 rules imposing emission standards on off-road construction equipment.
SIR Council Sporting Clays Challenge The Skill, Integrity, Responsibility Council Inc. was created to foster growth in Wisconsin’s economy and create jobs for the benefit of all of our state’s citizens. In 2010 the SIR Council invested in a number of efforts to help support these efforts such as the Wisconsin Club for Growth, Inc., Wisconsin Civil Justice Coalition and the Alliance for Regulatory Coordination.
On October 8th, the SIR Council hosted a Sporting Clays Challenge at the Milford Hills Hunt Club near Johnson Creek to raise money for our efforts. This was the third year of this annual event. Nearly 40 members participated and had a great time. The Stevens Construction team of Duane Reith, Brett Stapelmann, Hunter Bohne and Matt Hartenstein successfully defended their AGC/SIR Council Sporting Clays Challenge title in 2010.

2009-2010 Legislative Session The 2009-2010 session of the Wisconsin State Legislature had a large impact on Wisconsin’s construction industry. Many of the issues affecting contractors this year were passed in 2009’s Budget Bill. Of those initiatives, changes to Wisconsin’s prevailing wage law were the most significant. In 2010, many other individual pieces of legislation were also considered.
As you can see from the following list of issues, AGC of Wisconsin is working hard on your behalf to prevent bad legislation from passing, and working with legislators and coalition groups to make sure that legislation that did pass was fair and necessary.
We thank the members of the Legislative Committee as well as the General, Specialty, Associate and M/U Board of Directors, and the many individual members who contributed their time and expertise to help in these efforts. Without this team effort none of our successes would have been possible!
Bills That Passed Into Law:
Worker Misclassification (SB-672) – Creates penalties and gives stop work powers to Department of Workforce Development (DWD) inspectors to prevent contractors from misclassifying employees as independent contractors to avoid paying various taxes. AGC of Wisconsin worked closely with the DWD and labor groups to insure that the new law would target contractors who intentionally violate the law yet provide a fair process to insure compliance for everyone.
AGC Position: Support as amended Status: Passed into Law
Bidding Preference for Disabled Veterans (AB-228) – Allows the Wisconsin Dept. of Administration (DOA) to give a 5% bid preference on State construction projects to companies owned by veterans who are at least 30% disabled, similar to the minority contractor preference. No minimum goal mandated.
AGC Position: No Position Status: Passed into Law
Energy Conservation in Public Buildings (SB-616) – Requires new State, local and school building projects to meet LEED Silver standards (but not required to get certified). Requires DOA to annually report progress on reaching a goal that 15% of the State’s total building square footage meets LEED Silver operations and maintenance standards by 2015. Requires that all new State buildings must be zero net energy by 2030. Creates
a voluntary residential green energy code that is at least 30% higher than the Uniform Dwelling Code. AGC had concerns with State mandates on local governments and short time scales for adopting standards. Late amendments addressed many concerns.
AGC Position: No Position Status: *Passed into Law

Limits on Employer’s Ability to Meet with Workers during Union Organizing Campaigns (SB-585) – On May 12, 2010 Governor Jim Doyle signed Wisconsin Act 290 into law which made Wisconsin the second state in the country to attempt to limit the right of employers to hold mandatory paid meetings with their employees to discuss issues related to union organizing. Unionized businesses use these meetings to provide updates on the status of collective bargaining, explain the employer’s contract proposals, and inform employees of their rights and responsibilities in the event their union calls a strike.
AGC Position: Oppose. Status: *Passed into Law
*Union Organizing Statute Found Unconstitutional - On November 15th, the US District Court found Act 290 to be in violation of the National Labor Relations Act and ordered the Wisconsin Department of Workforce Development not to enforce its provisions. The court challenge to this law was brought by the Wisconsin Manufacturers and Commerce and the Milwaukee Metropolitan Association of Commerce (MMAC), and was financially supported by AGC’s affiliated Skill, Integrity and Responsibility Council, Inc. (SIR Council, Inc.)
Bills That Did Not Pass:
Crane and Heavy Equipment Operator Licensing (AB-928/SB-665) – Would have required crane and heavy equipment operators on prevailing wage projects to be licensed. This would have made Wisconsin the 2nd State in the country to require heavy equipment operators to be licensed. Even without this bill, OSHA has adopted new regulations that will require additional certification of crane operators.
AGC Position: Oppose Status: Failed to Pass
Iron Worker Licensing (AB-660/SB-476) – Would have required ironworkers to be licensed, defined types of work that only licensed ironworkers could do, created certification criteria to “grandfather” in existing ironworkers, and established ratios for master iron workers and apprentices.

Project Delivery Methods for State Building Contracts (SB-298/AB-427) – Would have given the DOA the ability to use either single prime or multiple prime bidding for any construction project, and Construction Manager at Risk for projects over $40 million. While the bill did pass the Senate Government Operations Committee, it was not taken up in the full Senate or Assembly.
AGC Position: Support Status: Failed to Pass
Prohibit Hold Harmless Provisions in Construction Contracts (SB-589) – Would have prohibited the use of any indemnification, risk transfer or hold harmless clauses in construction contracts.
AGC Position: Oppose Status: Failed to Pass
Prohibit Political Donations by Contractors (AB-327) – Prohibit anyone who enters into a contract with the State from giving financial contributions to candidates for Governor or State Legislature.
AGC Position: Oppose Status: Failed to Pass
Clean Energy Jobs Act (SB-450/AB-649) – Among other issues, the CEJA would mandate higher standards for building codes and emissions. It also would mandate a significant increase in the amount of renewable energy that the State would use. These provisions would significantly increase the cost of energy and reduce jobs. Many of the building code provisions were adopted in SB 616.
AGC Position: Oppose Status: Failed to Pass
Hiring Illegal Aliens (SB-600) – Contractors who hire illegal aliens would be debarred from public work for 7 years, ineligible for tax credits or loans, and impose a $10,000 fine for each illegal alien hired. Penalties do not apply if company makes a “good faith effort” to verify immigration status.
AGC Position: Oppose, concerned with length of debarment Status: Failed to pass
False Claims Act (AB-792/ SB-447) – Allows private parties to file lawsuits against contractors on behalf of the State alleging that a person knowingly presented a false claim and deceived the state for the purpose of getting a false claim paid. The private party bringing the lawsuit is eligible to receive 15 to 25 percent of the
amount recovered, thus providing plaintiffs’ attorneys an incentive to bring more lawsuits.
AGC Position: Oppose Status: Failed to Pass
Appointment of DNR Secretary (AB-138) – Would eliminate DNR Secretary from Governor’s Cabinet, to be appointed by the DNR Board instead.
AGC Position: Oppose Status: Failed to Pass
Agency Rules:
Minority Preference – After a very large Minnesota contractor was awarded a $29 million project that was nearly $1.5 million higher than the lowest bid by taking advantage of Wisconsin’s 5% minority bid preference, the DSF amended their internal policy on awarding the 5% MBE bid preference. Instead of automatically granting the preference, the DSF administrator will utilize the discretion the statutes give him. The main factors they will use to make the determination are:
• Projectisnotoverbudget.
• CompanyislocatedintheStateofWisconsin.
• Preferenceincreasesopportunitiesforsmalland emerging MBE’s.
• MBEmustbequalified,responsibleandhavethe capacity to perform the work.
Prevailing Wage Payroll Reporting – On May 25th Dane County Circuit Court Judge John Markson dismissed a complaint that the Department of Workforce Development (DWD) had exceeded its authority for the payroll data it was requesting on prevailing wage projects. The order gave contractors a 45 day window to come into compliance with the new payroll reporting law. AGC of Wisconsin worked closely with the DWD to simplify these reporting requirements and make them easier to comply with.

Wisconsin Constructor Magazine Despite economic tight holds that limited advertising dollars in 2010, the quarterly Wisconsin Construction magazine circulated to 1500 industry professionals. Targeted at purchasers of construction services and public officials, the magazine showcases members of our chapter and relevant topics of interest to the construction industry. Watch for an electronic version to debut in 2011!
E-Newsletters E-newsletters are sent weekly to all individuals in our member firms that have registered their e-mail address. Action News, Education & Development Source, Legislative Update, Legal Update and Safety & Environmental Update gives a brief report on a number of industry-specific issues and prompts the reader to click on a link for more information.
Construction Resource Guide The annual Construction Resource Guide promotes the members of the association as it is distributed to over 2000 industry professionals including purchasers of construction services and public officials. Build Wisconsin Awards Over 300 AGC members, architects, engineers and building owners attended the 2010 Build Wisconsin Awards at the Lawrence University – Warch Campus Center, Appleton, WI., for the eighth year of this well attended award program. The event was kicked off with a much-appreciated reception sponsored by LaForce and iSqFt.
The 70+ entries were judged by a panel of judges comprised of an architect, engineer, city planner, facility manager and university professor. The winning projects and their project teams gathered for an evening celebrating Wisconsin’s construction industry and their great work.

From the State Commercial Building Code to the Unemployment Insurance rules, AGC members are at the table helping State agency staff understand how the rules they write affect the real world of construction.
Commercial Building Code Council (Safety & Buildings) Wisconsin has adopted a three year code review cycle to keep current with the International Building Code. The Commercial Building Code Council regularly meets to review the IBC updates and recommend Improvements for the State of Wisconsin. Unemployment Insurance Council The Unemployment Insurance Council is a labor / management group that follows the trends in Wisconsin unemployment insurance claims and recommends adjustments to the rules and rates that the UI Division follows. Plan Room Meets Needs of Industry In-Person or OnlineThe AGC’s full-service plan room, BID+ Builders Exchange, is a part of daily operations for the 350+ contractor members of AGC and BID+ that have access to the service. Dan Makovec and Jackie Troia track project data for upcoming work throughout the state of Wisconsin and neighboring states.
As the only plan room in south central or southwest Wisconsin, the plan room is frequented by Madison area contractors interested in bidding on the 120+ projects that are typically tracked at a given time.
As technology has changed, the majority of the subscribers rely most heavily on the online project bulletin to give them accurate and current status on bidding projects. The BID+ bulletin is linked with the Wisconsin Internet Plan Room, providing 24/7 access to plans and specifications.
As a partner with iSqFt, AGC members benefit from reduced subscription rates to the Wisconsin Internet Plan Room. We have over 350 internet plan room subscribers and over 30 general contractor offices operational. The Wisconsin Internet Plan Room is a collaborative partnership with AGC of Greater Milwaukee.
AGC…The Contractor’s Advantage for INFORMATION ON BIDDING PROJECTS AGC BID+ is a full service Builders Exchange housed at the AGC office. Services include:
