An Outage of the Sutter Combined-Cycle Power Plant could not be taken for the year 2020 under summer peak load conditions due to apparent insufficient reactive voltage support within the Sacramento Area. This deficiency is associated with load growth in the Sacramento Area as the

scheduled power transfer over WASN’s transmission system has not increased from 2015 to 2020. This will be followed up with the utility companies (load serving entities) in this area (Sacramento Municipal Utility District and the City of Roseville) to more accurately identify the

deficiency and best location to add additional reactive voltage support and if it should be static and/or dynamic type reactive voltage support. This outage is identified with NERC Planning Standard TPL-002 and a category B1 outage.
