The City of Sendai developed the Sendai City Outdoor Advertising Ordinance, based upon the Outdoor Advertising Law. The ordinance defines restrictions that apply when installing outdoor advertising, and was adopted to maintain scenic beauty, prevent public hazards and develop Sendai's landscape. In the Area of Particular Emphasized Landscape designated in the Sendai City “City of Trees” Landscape Plan, which was formulated based on the Landscapes Act, special standards for outdoor advertising are set for each zone, and detailed regulations and guidance that match the characteristics of each area are provided, including the designation of particular areas as the Outdoor Advertising Landscape Area under the Sendai City Outdoor Advertising Ordinance.◆Prohibited Areas

■Sendai City Center Redevelopment Project ‐Future Image for the City Center
The City of Sendai has been involved in the Sendai City Center Redevelopment Project since July 2019 to redevelop the city center, which is the central hub for economic activities and various exchanges, and is aiming to move on to the next stage of earthquake disaster reconstruction. Recovery and Reconstruction from the Great East Japan Earthquake◆Recovery and Reconstruction from the EarthquakeAiming to achieve recovery and reconstruction from the Great East Japan Earthquake, which occurred on March 11, 2011, as early as possible, the City of Sendai has formulated the Sendai City Earthquake Disaster Reconstruction Plan with a planned period of five years under the concept of “A Disaster-resilient and Environmentally-friendly City of a New Level.” Under its basic philosophy for reconstruction “creating a flexible and more robust city,” the city has worked to achieve recovery from the earthquake in the shortest possible time, systematically promoting the plan.For the eastern coastal areas, which suffered serious damage and saw a heavy loss of life, the City of Sendai has extensively reviewed the land use in these areas and has designated some sites as disaster risk areas, where building restrictions have been placed to prohibit construction of new housing. The city has also implemented the Promotion Project for Collective Relocation for Disaster Prevention to promote the relocation of residents to 13 districts located in safer inland areas.
In the hilly, northwestern areas inland that fell victim to large landslides, the City of Sendai restored damaged areas through public works, such as emergency countermeasure projects for residential land and provided subsidies for the restoration of residential land carried out by land owners.
In addition, the city constructed 3,206 residences in the form of disaster reconstruction municipal housing (disaster public housing) in order to support residents who had lost their homes in the earthquake and tsunami and are unable to rebuild houses on their own. In the development of housing, locations were selected after a comprehensive examination, including consideration of the victims before the earthquake, communities such as those when living in temporary housing, and lifestyle conveniences, such as traffic conditions and shopping. In addition to a direct development method, the City of Sendai had also adopted a method calling for the purchase of constructed housing by private businesses, working to complete the rebuilding of homes at an early date.At the completion of the reconstruction plan period at the end of March 2017, the City of Sendai was able to pause projects related to the reconstruction of housing.For the improvement of a new elevated road (two-way levee) in the eastern coastal areas as one of the multiple defenses, the City of Sendai launched its construction in March 2014 and opened the entire road in November 2019.

To promote a shift to a functionally integrated city with reduced environmental impact aimed at sustainable development for the future, the City of Sendai is working to create a compact city based on a subway system, JR lines, and other rail transport systems at its heart.To make the city comfortable to live in, lively, and friendly to people and the environment, it is essential to build a convenient public transport system that allows people to stop relying on cars. The development of the Tozai Subway Line, which would form the frame of the city’s transport axis together with the Namboku Subway Line, was considered to be indispensable in such efforts. Accordingly, the city started the construction of the Tozai Subway Line after obtaining a railway business license in September 2003.The Tozai Subway Line intersects with the Namboku Subway Line at Sendai Station. It is a linear motor-driven subway with approximately 13.9 km of track and 13 stations, which connects the Yagiyama area in the southwest part of the city with the Arai area in the east of the city. The subway started operation on December 6, 2015.

The subway line is not only expected to develop new flows of people and goods through its connection with existing public transport, but also to link a diversity of resources and information along the subway line to create new value.Having established the Basic Outline of Community Planning along the Tozai Subway Line, the City of Sendai is working on the construction of infrastructure, such as station plazas and bicycle parking spaces, in line with the construction of the subway line. The Northern Gamo District, which is located on the left bank of Nanakita River and to the south of the Sendai Port, approximately 10km east of Sendai Station, was seriously damaged by the Great East Japan Earthquake.In the district, disaster danger zones were designated in December 16, 2011. In line with this, the city has proceeded with the Project for the Promotion of Collective Relocation for Disaster Prevention. After the collective relocation, urban infrastructure is scheduled to be redeveloped, considering new land use standards as part of a special reconstruction zone in the port area.For the reconstruction of the district after the Collective Relocation for Disaster Prevention is completed, it is necessary to change the land use from a mixed use for residential and business purposes, as was the case before the earthquake, to business use only. Accordingly, the city plans to redevelop the urban infrastructure and readjust the land to use it more intensively through a land readjustment project.

Land Readjustment Project for the Reconstruction ofthe Northern Gamo Disaster-affected Urban Area
The Asuto Nagamachi District is currently under development with a goal of making it a regional hub in the southern Sendai Metropolitan Area, with former cargo yards and large factory sites to the east of JR Nagamachi Station being at the heart of this. The hub would see a combination of the residential function and other highly advanced urban functions such as art, culture and industry. The urban infrastructure is being developed under a land readjustment program with a public notice of the land-use change published on June 28, 2013. Many housing complexes, an arena and other facilities that attract a large number of people have already been constructed in the district. The construction of a new city hospital has also started and the district is becoming a lively urban area.

Asuto Nagamachi District Land Readjustment ProjectOf the land that the city acquired through the promotion project for Collective Relocation for Disaster Prevention in areas affected by the tsunami (relocation sites), various studies were conducted on five districts south of the Nanakita River through calls for ideas on how to use the land, exchange of ideas and opinions with residents, such as local communities, and review committees made up of experts in different fields to formulate policies on the utilization of the former relocation sites, which were announced in March 2017.In utilizing these sites, the City of Sendai issued a public call to businesses that would work with the city aiming to create new appeal and value for Sendai that cannot be carried out solely by the government itself. The city took the ideas of the victims into account, while making full use of the free ideas and proposals of the private sector in an attempt to effectively use this vast area of land. The City of Sendai began advertising for businesses in FY 2017 and has determined 13 candidate businesses as of the end of March 2019.In the future, the city will strive to create new appeal for the eastern coastal areas through various efforts, including working to realize projects proposed by these businesses and re-advertising lands for businesses for lands for which candidate businesses have not yet been determined. ◆ Land use policies in each area (1) Arahama area

The Northern Gamo District, which is located on the left bank of Nanakita River and to the south of the Sendai Port, approximately 10km east of Sendai Station, was seriously damaged by the Great East Japan Earthquake.In the district, disaster danger zones were designated in December 16, 2011. In line with this, the city has proceeded with the Project for the Promotion of Collective Relocation for Disaster Prevention. After the collective relocation, urban infrastructure is scheduled to be redeveloped, considering new land use standards as part of a special reconstruction zone in the port area.For the reconstruction of the district after the Collective Relocation for Disaster Prevention is completed, it is necessary to change the land use from a mixed use for residential and business purposes, as was the case before the earthquake, to business use only. Accordingly, the city plans to redevelop the urban infrastructure and readjust the land to use it more intensively through a land readjustment project.

Land Readjustment Project for the Reconstruction ofthe Northern Gamo Disaster-affected Urban Area
The Asuto Nagamachi District is currently under development with a goal of making it a regional hub in the southern Sendai Metropolitan Area, with former cargo yards and large factory sites to the east of JR Nagamachi Station being at the heart of this. The hub would see a combination of the residential function and other highly advanced urban functions such as art, culture and industry. The urban infrastructure is being developed under a land readjustment program with a public notice of the land-use change published on June 28, 2013. Many housing complexes, an arena and other facilities that attract a large number of people have already been constructed in the district. The construction of a new city hospital has also started and the district is becoming a lively urban area.

Asuto Nagamachi District Land Readjustment ProjectOf the land that the city acquired through the promotion project for Collective Relocation for Disaster Prevention in areas affected by the tsunami (relocation sites), various studies were conducted on five districts south of the Nanakita River through calls for ideas on how to use the land, exchange of ideas and opinions with residents, such as local communities, and review committees made up of experts in different fields to formulate policies on the utilization of the former relocation sites, which were announced in March 2017.In utilizing these sites, the City of Sendai issued a public call to businesses that would work with the city aiming to create new appeal and value for Sendai that cannot be carried out solely by the government itself. The city took the ideas of the victims into account, while making full use of the free ideas and proposals of the private sector in an attempt to effectively use this vast area of land. The City of Sendai began advertising for businesses in FY 2017 and has determined 13 candidate businesses as of the end of March 2019.In the future, the city will strive to create new appeal for the eastern coastal areas through various efforts, including working to realize projects proposed by these businesses and re-advertising lands for businesses for lands for which candidate businesses have not yet been determined. ◆ Land use policies in each area (1) Arahama area

◆Area management in front of Izumi-chuo Station<Efforts of the Revitalization Council for the Area around Izumi-chuo Station>In the area around Izumi-chuo Station, inter-zone competition became fiercer due to the establishment of large suburban shopping malls and the development of emerging areas of the city. Accordingly, to create new appeal for the area and revitalize it, the Revitalization Council for the Area around Izumi-chuo Station was established, which consists of landowners and business operators around the area. Initially, to introduce various urban functions that respond to the changing times in the area, the Sendai City Planning was changed in June 2013, and a new hospital building and store buildings were established in autumn 2016.In addition, the motorbike parking area on the road space was rearranged to create a plaza on the road, which serves as a base for the current area management activitiesCertified as a National Strategic Special Zone in September 2016, the City of Sendai has been involved in various area management activities, including establishing permanent stores, stages, chairs, and tables at the newly developed plaza and other places and conducting an advertising project targeting event operators, using an exception exclusive to road projects based on the National Strategic Special Zone system. The City of Sendai is aiming to construct functionally consolidated urban areas and to build a public transportation system which is convenient and has little environmental impact. In order to realize a transportation system focusing on public transportation in light of the opening of the “Tozai Subway Line” in five years, the City of Sendai formulated, in November, 2010, a ten-year project: the “Sendai City Urban Transportation Plan” to promote more effective transportation policies.
