Reforming Government◦Gov. Corruption cities –Political. Bosses and parties

ex. Philadelphia teachers had to pay $120 of first $141 to city gov.

federal – special interest groups used bribes for votes in Congress (esp. the Senate – who were often put in power by corrupt state machines) – p. 534 for quote and picture
