Emergency Operations Center

» The EOC coordinates field activities, ensuring a synchronized response effort.

» EOC can be activated at a Level 1 (low-risk event), 2 (significant event), or 3 (catastrophic). ˃ During Level 3 activations, the EOC houses

approximately 100 staff at any given time.

» EOC is activated:˃ At the request of a local jurisdiction or an incident

commander˃ At the direction of the Director of OES for incidents

in the unincorporated area˃ When an incident impacts two or more

jurisdictions

EOC Overview» Policy Group: Responsible for overall

management of the emergency. » Operations Section: Coordinates all

incident tactical operations and carries out the mission of the organization.

» Planning Section: Maintains and displays situation status, resource status, and develops alternative strategies.

» Logistics Section: Finds and procures resources such as equipment, supplies, personnel, facilities, and transportation.

EOC Overview» Information/Intelligence

Section: Collecting, analyzing and displaying of situation information.

» Finance: Responsible for ensuring that all financial records are maintained throughout the event or disaster and tracking all costs associated with the event or disaster.

» Joint Information Center (JIC): Maintains multiple conduits to provide information to the public.

Response» Fire begins 11:00 a.m. on

Tuesday, May 13, 2014. » OES Staff Duty Officer

receives a call informing us about the fire.˃ Based on the situation information

received (meets EOC activation criteria defined in previous slides) the EOC was activated at Level 1 at 2:00 p.m.

˃ EOC deactivated at 8:00 p.m.

Coordination» OES receives notification

of fire incident. » SDFD is the primary

response agency, CAL FIRE mutual aid support

» SD Sheriff initiates AlertSD» SDPD coordinate with ARC

to establish temporary evacuation point.

May 2014Poinsettia and Cocos Fires

Response» Fire begins 10:30 a.m. on

Wednesday, May 14, 2014.˃ County EOC activated to Level 2 and

soon after a Level 3.

» Multiple City EOCs are activated˃ Including Water District EOCs,

Transportation EOCs

Coordination» OES initiates AlertSD on behalf

of City of Carlsbad» Sheriff conducts evacuations

and establish TEP at various locations

» SDGE EOC activated, monitoring outages, etc.

» IMT activated as Unified Command

» ARC established shelters » SD Office of Ed. closes schools

Recovery» Recovery efforts have to

begin as soon as possible.˃ The County works with the local

jurisdictions to establish local assistance centers to help those affected recover quickly.

» Some volunteer organizations and faith based groups have stepped in right away to help fire victims rebuild, or help remove debris

shelter through American Red Cross» Register as a volunteer through 2-1-1

» Coordinate with the VOAD or other active groups to support their mission

» Join OES’ partner relay˃ Language translation for emergency messages

» Connect with OES and the VOAD and join the resource database and get proper training for other response areas.
