The2016CommunityServiceAwardswerepresentedtoJackPaynter,MaureenHooper,BerylandEricRumboldandToniPikos-SalliefortheirsignificantcontributionstothecommunityinthecategoriesofAged,CommunityServiceandPeopleWhoMakeaDifference.
CityofBelmontMayorCrPhilMarkssaidcommunityspiritisvitaltoacommunitytoenableittothriveandtherecipientsdisplayedthisthroughtheirhardworkanddedicationtoservingothers.
JackPaynterwasawardedforhisserviceinthecategoryofAged.
AlongtermresidentofBelmont,MrPaynter’sservicestotheelderlyandfrailagedpeopleincludesupportingtheactivitiesoftheCity’sHACCservicesatHarmanPark,aswellasbeingavolunteerdriverforMealsonWheels.

TheCityofBelmontrecentlylauncheditsfirstparkwithanofficiallyadoptedAboriginalname–BilyaKardBoodjaLookout.
AsthelandwasrecognisedassignificanttoAboriginalculture,theCityengagedwithlocalAboriginalelderstohelpshapetheparkdesign.Asaresultofthisconsultationprocess,theCityofficiallyadoptedanAboriginalnameforthispark–BilyaKardBoodjaLookout:Bilyameaning–river,
Kardmeaning–hillandBoodjameaning–land/country.
TheparkwasaresultofalandexchangewhichrelocatedaportionoftheoriginalHardyParktocreatethenewHardyParkwhichisbetterlocatedtoencourageinteractionwiththeSwanRiver.
ThebalanceoftheoriginalHardyPark,assistedbyasubstantialcontributionfromprivatecompanyCityscapewho
ownedadjacentland,hasresultedinBilyaKardBoodjaLookoutwhichprovidesoutstandingviewsinbothdirectionsoftheSwanRiver.
LocalAboriginalartistsKylieGrahamandPeterFarmerJnrhavecreatedanartworkforthesite–thesculptureMoornBarndi–BlackBream.ThestunningsculptureframesthePerthCBDinthedistance.
Withtheelevationofthesiteandtheattractionsofthelocation,theoutstandingviewsoftheSwanRiverhavebeenmaximisedwithtwolookoutsthatwillensurethisareawillbeenjoyedforpresentandfuturegenerations.

PROTECT OUR TREESTheCityofBelmonthasthelowestpercentageoftreecanopyofanyWesternAustralianmetropolitanlocalgovernmentandhasmadeacommitmenttoincreasetheamountoftreecanopythroughtheimplementationofanUrbanForestStrategy.AkeyelementofthisistheretentionandnurturingofexistingtreesinthestreetscapesandtheCity’spublicareassuchasparksandroadreserves.
UnderstandingwhenandwhytreepruningisrequiredisvitalforthehealthofCity’strees.Incorrectpruningofbranchesmayactuallymakeatreelesssafe,increasetheriskofdiseaseanddecayorevenkillthetree.
TheCity’streesareprunedtoarboriculturalspecificationsinordertomanageriskandprovideclearancefromroads,footpathsandoverheadservices.Unfortunately,notallresidentsvaluetheCity’streesasacommunityassetandtherehavebeendeliberateactsofvandalismtofacilitatetheirremoval.
AmaturetreeonKlemAvenueinRedcliffewasvandalisedlastyear.ThematureMarritreewastrunkdrilledtoadministerapoisonandthenthedrilledholeswerefilledwithasiliconeinanattempttohidetheevidence.Thiscommunityassetwasvaluedat$13,708priortothedamage.
ThistreevandalismhaspromptedtheCity’sParksandEnvironmentDepartmenttoremindresidentsthatitisanoffencetoprune,damageorremovetree(s)locatedonCouncilpropertywithoutwrittenapprovalfromtheCity.
InterferingwithaCity’sstreettreerisksafineof$5,000,andadailypenaltyof$500.
TheCity’sencouragesallresidentstoreportanydamagetotheCity’streesbycontactingtheCity’sParksandEnvironmentDepartmenton94777257.

PARKS & ENVIRONMENTUPGRADE TO CITY PARKSAs part of City’s on-going commitment to enhancing the quality of parks and facilities within the community, Garvey Park, Gould Reserve, Copley Park and Bilya Kard Boodja Lookout have recently received an upgrade.
GARVEY PARK WithfundingreceivedthroughtheDepartmentofParksandWildlifeRiverbankProgram,foreshoreprotectionandlandscapeenhancementworkswerecompletedinSeptember2016.Theprojectinvolvedforeshorestabilisation,revegetationandtheinstallationofaviewingplatform,beach,accesspathsandramps.
GOULD RESERVEThisparkisinabeautifullocationontheSwanRiverwiththeparkbeingusedbylocalresidents,aswellascyclistsalongtheforeshorepath,fishingandracehorsesexercisingintheriver.Theupgradeinvolveddesigningtheparktohaveamuchlowerwaterusebyintroducingnativereedplantingtoenhancetheriverinelocationanddroughttolerantturf.Anewirrigationsystemandfootpathhasalsobeeninstalled.Limestonewasusedtoprotectplantingandcreateseatingwithviewstotheriver.

COPLEY PARK STAGE 1ThislinearparkisanimportantassettotheRivervalecommunity.Thefirststageinvolvedthecreationofanatureplaygroundincludingusingnaturalshadeofanexistingfigtree.Otherfeaturesareasmallcommunitygarden,increasednighttimelighting,anewirrigationsystemandnativeplantingstosoftentheparkedgesandattractmorebirdlife.
BILYA KARD BOODJA LOOKOUTThefirstAboriginalnamedopenspaceintheCityofBelmontfeaturesspectacularviewingplatformsenhancingtheviewsupanddowntheSwanRiver.AboriginalandEuropeanhistoryisdisplayedtoeducatetheusersonhowtheriverandlandwasusedinthepast.TheLookoutalsohaslighting,picnictables,paths,bikeracks,nativeplantingsanaboriginalartworkdepictingtheNoongarsixseasons,anatureplayareaandasetofstairsconnectingtheforeshorepathwiththeopenspacewithviewsthroughthetreestoBlackSwanIsland.
