Consider authorizing the General Manager to provide free bus service on New Year's Evebetween the hours of 8:00 p.m. on December 31, 2016 and lasting unti15:00 a.m. on January 1,2017

BACKGROUNO/RA'nONALE

Transit agencies often provide free transportation of New Year's Eve to allow for a safealternative to intoxicated driving. A review of other regional transit agency free transportationpromotions in past years found that San Francisco Muni, Santa Clara Valley transportationAuthority (VTA), and SamTrans provided free fares from 8 p.m. on New Year's Eve until 5 a.m.on New Year's Day.

Staff is recommending that passengers be allowed to board AC Transit bus lines from 8 p.m. onDecember 31, 2016 until 5 a.m. on January 1, 2017 as a way to encourage party-goers to leavetheir cars at home. The District transported approximately l0,700 passengers during this samefree fare period last New Year's Eve

BUDGETARY/FISCAL IMPACT

The financial impact resulting from the free fares on New Year's Eve is expected to be less than$20,000 based upon ridership from New Year's Eve last year.
