Pant Bulletin # 1: Friday, 26 th June 2009 WELCOME TO AMMAN Welcome to Amman, Jordan for the 15 th BFAME (Bridge Federation of Asia & Middle East) Championships to be held at the Regency Palace Hotel from Friday 26th June, 2009 till Saturday 4th July, 2009. BFAME is the Zone-4 of World Bridge Federation (WBF) with a membership of 12 countries. Nine teams in the Open and Five Women teams would be vying for the coveted Zakaria Adamjee and the Vinodini Goenka trophies respectively. At least five Senior (aged 59 +) teams would also be playing alongside. The Open & Senior teams will be playing a double round-robin whereas the Ladies will play a triple round-robin qualification rounds (three matches a day for the OPEN & Ladies team and 2 matches a day for Senior teams) of 16 boards each. Semi finals of 96 boards (16 x 6) would be played to determine the finalists in the Open, while the top two teams in Women & Senior would go straight in the finals. All the 3 matches of the day will be shown LIVE on BBO. The Finalists in each category, i.e. two teams each from the Open for the 39th Bermuda Bowl and two teams from the Women for the 17th Venice Cup and two teams from the Seniors for the 5th Seniors Bowl would be representing this Zone and their respective countries in Sao Paulo, Brazil from August 26 th till September 12 th later this year. WELCOME TO AMMAN Welcome to Amman, Jordan for the 15th BFAME (Bridge Federation of Asia & Middle East) Championships to be held at the Regency Palace Hotel from Friday 26th June, 2009 till Saturday 4th July, 2009.

BFAME is the Zone-4 of World Bridge Federation (WBF) with a membership of 12 countries. Nine teams in the Open and Five Women teams would be vying for the coveted Zakaria Adamjee and the Vinodini Goenka trophies respectively. At least five Senior (aged 59 +) teams would also be playing alongside. The Open & Senior teams will be playing a double round-robin whereas the Ladies will play a triple round-robin qualification rounds (three matches a day for the OPEN & Ladies team and 2 matches a day for Senior teams) of 16 boards each. Semi finals of 96 boards (16 x 6) would be played to determine the finalists in the Open, while the top two teams in Women & Senior would go straight in the finals. All the 3 matches of the day will be shown LIVE on BBO.

Message from the President of the World Bridge Federation

Dear Bridge Friends,

It is with great pleasure that I am responding to the invitation to send a welcome message to everyone participating in the 2009 Zone 4 Championships. Mazhar Jafri as WBF Vice President will be my representative; his wealth of experience and knowledge will, I know, prove extremely valuable.

I am sure that this will be, as always, an excellent event, providing you with all the challenge, excitement and enjoyment you expect from such a tournament. I shall look forward to reading the Bulletins and to learning who the qualifiers are for the World Championships in Brazil later this year.

We also hope to welcome many of you to Brazil to play in the World Transnational Open Teams; many of you will have played in previous such events and will know them to be challenging, exciting and enjoyable. You will, I am sure, know by now how strongly we believe in the ability of your countries to compete in the world today. However, we have to think about the future and, for that; we need to bring new young players into the picture. I hope all of you will take this task to heart and start to teach bridge in schools as soon as possible. We also hope that you will send your youth players to participate in the World Youth Championships being held in Istanbul, Turkey from 15-23 August 2009 as this can be a qualifying stage for the 2010 Damiani Cup and Ortiz-Patiño Trophy. I am happy now to wish you all, win or lose, a very successful Championship.

WELCOME GREETINGS FROM World Bridge Federation

It gives me great pleasure to accord warm welcome and extend greetings on behalf of World Bridge Federation, President Jose Damiani, and on my own behalf to all competitors, officials and delegates attending these 15th BFAME Bridge Championships here in Amman.

These Zonal Championships manifestly reflect how our intellectual sport of bridge is able to unite players from all over South Asia and Middle East / West Asia in a spirit of solidarity, friendship and goodwill.

Jordan Bridge Federation and its President, Ghassan Ghanem who is also BFAME President, are to be heartily congratulated for their work in organizing these Championships to be staged and I am sure these will be carried out with utmost efficiency under the technical management of BFAME.

I also congratulate each and every competitor on having qualified to take part, for there is no greater honour than to represent one's country. The privilege of so doing is all the greater in bridge because our game demands a higher ethical standard than other popular games. Moreover, the motto of WBF being Bridge for Peace, these Championships, in the true tradition of earlier Zone 4 events, will go a long way to promote peace and bridge camaraderie among nations of South Asia, Middle East / West Asia unfortunately embittered by rampant wars and strife. I wish you all an excellent tournament and enjoy traditional Jordanian hospitality during your stay in Amman!

Message from the President, BFAME

Dear Brothers, I am a great believer in Systematic and Methodic Style of living our relatively short lives in this word, though I still accept some typical changes every now and then due to justified reasons. The primer issue that keeps bothering me is when something I like and use to live with has to be changed due to a reason I can not refuse or stand against.

Enough philosophy, a daily Bulletin should not take any, the editor is always aware about space, so following are some facts:

In 1981, BFAME was formed to cover West Asia and the Indian Subcontinent. In 1983, all Africa was added to BFAME to become BFAAME. In 2000, an African Zone was formed, and BFAME was back to its initial geographical

area. Now the WBF through it’s vice president my dear brother Mr. Mazhar Jafri is presenting to us a new combination for the BFAME, that is to combine the federation as Zone 4 with zone 6, the federation responsible for the rest of Asia to create the ABF, the Asia Bridge Federation. The reason justifying this change is to modify the zonal structure of WBF in order to simulate that of the IOC International Olympic Counsel.

It looks like this change will be somehow forced on us in some nice way; however, at least we can put pressure toward keeping the quota of the new Zone equal to the total of the individual quotas of both original Zones. Also we can still do better by insisting on two qualification fields each presenting one of the existing zones to produce the total quota, hope we succeed in these two conditions.

Another friend, Mr. Kamaleka Rao the President of the Indian Bridge Federation chooses an odd timing to ask the president of the world Bridge Federation that India separates of Zone 4 to join the other Zone for “Political Reasons” as he mentioned in his letter. Important Information

With reference to the General Conditions of contest, please note that with screens in these Championships a call will be considered to have been made when the bidding card is placed in position on the tray and released.

Judgment and Ruling - by Ihsan Qadir, Tournament Director

It is fairly right to draw your attention to the careful way in which the directors ruling / Judgments are made in this Championship.

Following Best practice the director does not give such rulings instantaneously; he collects the facts and discusses them with other directors. But it goes far beyond this. The WBF code of practice requires him to consult a number of quality players on the bridge judgment that has to be made and he is careful to do this in a way that allows them to give their opinion unbiased by extraneous information. This is not all. Having gathered the opinion of players he takes this feed back to his colleagues, one of whom will be the chief tournament director.

Players new to all this would understand that when the table director returns to them and gives them a ruling involving bridge judgment, the ruling he gives them has been the subject of three stages of consultation and is fully considered decision. If taken to appeal it is no surprise that at the start of the hearing the Appeals Committee will believe the ruling to be well justified. Only if the evidence they hear convinces the committee that after the process described above, the directors have still got it wrong, will the committee make any change in the director’s adjudication. We will be extremely surprised if that happens often, for which reason we do urge captains to think carefully before entering an appeal.

The Regulation empowers the chief director to authorize the award of a weighted score where in the director’s opinion this achieves a better equity in the adjustment. The appeals committee will retain the $50 deposit when it considers it necessary.

Duplication and Security - Ihsan Qadir, Tournament Director

You might be interested in the duplication of the boards during this tournament and some aspects related to it. There is more involved than just filling boards with cards.

The dealing program, I use is the one used by WBF. The main advantage it has is that the randomizer function it uses, makes it practically impossible to create identical files, something that happens once in a while with some other program.

I am equipped with the latest Duplicating Machine DUPLIMATE MK IV. It makes no mistakes and ensures that all boards are identical except when the operator puts in a wrong board 3 instead of four. Now two boards will be fouled boards. Efforts have been made that the boards are correctly duplicated. All players are to ensure that they put back the complete 13 cards after the hand is over.

I am the only person involved in making the boards and keeping them in custody. I assure you that the security of these boards has been absolutely maintained and you have to believe it that the hands are not even known to me.

The pattern of the hands is exactly the same as played in any World Championship or Olympiad. The deals are purely random. The deals that I have generated do not exist on any of the computers, they are generated just before duplication and no trace of the files is left on any computer, I save them on my pen drive and no one has any access to it.

We will be preparing a set of boards for each table. We will share a set between the two tables of a match, which implies that the boards have to be moved from the open to the closed room and vice versa.

Up till the moment the round starts there is no printout of any hand to be played in that round.

I very sincerely hope that there wouldn’t be any problem. I want to assure you all on the secrecy of the contents of the boards.

BFAME, ZONAL CONFERENCE OF WBF ZONE-4

FORMATION AND GROWTH The Bridge Federation of Asia & Middle East (BFAME) was established in 1977 when, having earmarked the geographical area West of the Bay of Bengal to the Mediterranean and designating it as Zone 4, the WBF Executive Council assigned the task of uniting the NBOs of the aforesaid jurisdictional territory into a ZC to the then Co-Chairman of the WBF Zoning Committee, the late James O'Sullivan of Australia. Upon effective contacts with the NBO of Bangladesh, India, Pakistan and Sri Lanka, the genial and duty-conscious WBF Zoning Committee Co-Chairman provisionally commissioned Zone 4 and its ZC, later christened as the Bridge Federation of Asia & the Middle East, at a meeting held in November 1978 at Maurya Sheraton Hotel New Delhi, India. It was also at this meeting that the BFAME officers were appointed.

After nearly a year's hectic work by the BFAME Secretariat, the new zonal federation submitted its application for the requisite approval of the WBF Executive Council at its meeting held in Rio de Janeiro, Brazil in October 1979. The BFAME Secretary, who presented the application in person, succeeded in securing ratification of the BFAME subject to fulfilment of certain requirements of WBF Constitution and By-Laws. However, upon compliance with these requirements, the BFAME was accorded the status of a ZC, in good standing, in the WBF Executive Council meetings held in Valkenburg, Holland, in September 1980. Starting as a toddling Zonal body with 4 NBOs having less than 5000 bridge players as their registered members the BFAME has, over the last nearly 30 years, grown in size and strength. At Present it has within its folds NBOs 13countries of South Asia, Middle East and West Asia with over 15,000 competitive bridge players as their members. These are Bahrain, Bangladesh, India, Jordan, Kuwait, Nepal, Pakistan, Palestine, Qatar, Saudi Arabia, Sri Lanka, UAE, and Syria. In 1983, pursuant to a resolution of BFAME Council, and upon approval of WBF Executive Council, the geographical jurisdiction of Zone 4 was extended to the continent of Africa and name of its Zonal Conference was modified to Bridge Federation of Africa Asia and the Middle East (BFAAME) with 22 member NBOs. However, subsequently in 2000, with the formation and commissioning of a new/separate zone for the continent of Africa in accordance with the aspiration of the African NBOs – Zone 8 and its ZC named as African Bridge Federation, BFAME reverted back to its original name and jurisdictional area having 13 NBOs as its members.

BFAME Bridge Championships – A Brief Summary

The BFAME and BFAAME have sponsored and conducted 14 biennial Zonal Championships successfully in 1981 in India, 1983 in Mauritius, 1985 in Pakistan, 1987 in Sri Lanka, 1989 in Egypt, 1991 in India, 1993 in Mauritius, 1995 in Jordan, 1997 in South Africa, 1999 in Sri Lanka, 2001 in Bahrain, 2003 in Jordan, 2005 in Bangladesh and in 2007 in Pakistan. While the fourteen afore-mentioned championships will be described in some detail hereunder, it is noteworthy that these championships were conducted in line with international standards set by the WBF, inasmuch as there were proper Conditions of Contest governing these championships and screens, Vu-graph and other technical infrastructure were in operation. Through its past President and now President Emeritus who is a member of WBF Executive Council for the last 32 years and is also WBF Vice-President since 1991, BFAME/Zone 4 has the distinction of making substantial contribution towards the growth & progress of bridge worldwide and the future well being of the WBF and its member NBOs. In this connection, institution of WBF Infrastructure Development Programme and initiative for recognition of bridge as a sport by International Olympic Committee (IOC) stand out. DOWN MEMORY LANE Raman Jayaram

I cherish several memories of the past three BFAME championships. Here are a few of them.

I reckon that it is appropriate I start with our hosts. During the 2003 Amman Championships, Ghassan shared with me a couple of details of his courting days with Nuha. While teaching her Bridge, Ghassan had told Nuha that he would propose to her the day she executed a simple squeeze at the Bridge table and that he would fix up a date for their marriage on the day she executed a double squeeze at the Bridge table. They have been man and wife for several years now and continue to be Bridge partners as well, a key pair of the Jordan Open team. They represented Jordan in the Estoril Bermuda Bowl and in the Karachi BFAME Friendships Pairs event they were in front at one point in time, but ultimately finished sixth. Watch out for this lady, Nuha. On her day, she is capable of making, what I call “tigress bids and plays.” Case in point is a six spades contract she played during the Dhaka BFAME and made it on a line of play which would not occur to ordinary mortals like me at the table; it behoved of a logic to beat all logic (For details, see chapter “Keys of the Queendom,” in my book, Serendipity in Bridge).

Talking of Jordanians, we all know Marwan Ghanem is an active Bridge teacher. Years ago, a young girl, soon after graduating from Bristol University and returning to Amman, enrolled for Marwan’s Bridge classes and promptly failed to turn up for the very first class. The name is Sireen Barakat and she is Marwan’s regular Bridge partner now. The pair was also part of the Jordan Open team in the Estoril Bermuda Bowl and in the Karachi BFAME, they came in second in the Friendship Pairs event.

Two lady students. The day is not far off when these former lady students teach a Bridge lesson or two to their respective former teachers. Mark my word. It may happen during these championships.

In any article on BFAME memories, the name that should stand towering over the rest is Mazhar Jafri. It is stupendous that he has been associated with the World Bridge Federation for nearly three decades and still going strong. It was only a couple of years back that the WBF President honored him with a citation for his contribution to the WBF for a silver jubilee number of years. The man disarms me, because he indeed is BFAME’s godfather. There are quite a few things he has taught me in bulletin work. During breakfast one day at the Pan Pacific Sonargaon during the 2005 Dhaka BFAME, he walked up to my table with a copy of that day’s Daily Bulletin in hand and told me this: “MISTER Jayaram (he has always addressed me that way, although I am far junior to him in rank and age; ‘prim and propah’ as the British would say), while making the bulletin you must always remember one thing. Here, you are not an Indian, a Pakistani, a Bangladeshi or a Jordanian. You are a BFAME-ian. Keep up the good work.”

How the advice was enormously useful is exemplified by this incident. The Jordanian Women’s team had staged an unbelievable recovery against three times winner India, in the last set and won the Vinodini Goenka Trophy at the 2007 Karachi BFAME. Dr Hala Zabaneh, a member of the Jordan winning team, came running towards me in the lobby of The Carlton, hugged me and said “Jay, we have won.” All the three finals in Karachi were very close and the lobby was full of players and officials, looking at the results on the display board. Lina Mayadas, a member of the losing Indian team, was terribly disappointed and had watched the exchange between Hala and me. I walked up to Lina and told her, “Mazhar has told me that I have to be a BFAME-ian.” The impeccable sport that she is, Lina replied, “Of course Jay, I understand. I know you well enough.”

Imran Khan and Kapil Dev are two of the greatest all round cricketers the world has ever known. We, however, have never called Imran “the Kapil Dev of Pakistan” or Kapil “the Imran Khan of India.” In Bridge, Ziaullah Beg of Pakistan and Rajeshwar Tewari of India (both were representing their respective countries in the Dhaka BFAME; Ziaullah, in fact, won the Friendship Pairs and Rajeshwar was a member of winning Indian team in Dhaka) are two of the greatest table-mannered Bridge players I have ever watched. In one of the Daily Bulletins in Dhaka, I wrote as such and called Ziaullah “the Rajeshwar Tewari of Pakistan” and Rajeshwar, “the Ziaullah Beg of India.”

Two interviews that I did for the Daily Bulletin during the 2003 Amman BFAME will always remain etched in my memory. I had spent some time with the legendary Pakistani, Jan-e-Alam Fazli in the restaurant and at the end of that tete-a-tete, he recounted something that had happened long back.

The Fazli family belonged to Kolkata where Fazli Sr was in the civil services. Jan-e-Alam’s mother had passed away early on in his life and a close marwari business friend of Fazli Sr had undertaken to look after her grave when the family shifted to Karachi in 1947. The marwari business friend also passed away after some time and his son had taken over the responsibility. In the mid eighties, after the Pakistan team’s memorable performances in world events, Saturday Club Kolkata had invited them for a tournament. The marwari business son received Jan-e-Alam at the Kolkata airport and took him straight to the grave of Jan-e-Alam’s mother. There were tears in Jan-e-Alam’s eyes when he related this to me.

The other interview that I recall vividly is that of Rehana Saigol, the then President of the Pakistan Bridge Federation, also done during the 2003 Amman BFAME. I profess to be an international author and things like that, but this lady simply floored me with the facility of her English language. I had to match up to her language levels and the fact that she was in the jewellery export business made my task somewhat easier. I gave the title, “Jewel of a lady,” to the interview report published in the bulletin, and Rehana was thrilled.

Mazhar and Rehana surprised me a second time during the 2007 Karachi BFAME. The Air Lanka flight that landed in Karachi airport around midnight had about 30 of us Bridge players and officials from Sri Lanka and India. On the way to The Carlton, the venue of the championships, we learned that there are road blocks and that it is going to be difficult to get into the city. Thanks to a very resourceful bus driver, we reached the hotel around 4 am, after traversing through dry river beds, etc. And whom do we see at that time of the day? Mazhar and Rehana in the lobby of the hotel, waiting to welcome us! My wife tells me that ‘Pak’ in ‘Pakistan’ stands for purity in the Urdu language. I have not received a ‘purer’ welcome, either before or after that, in my life.

One of my long cherished dreams was to one day play as Zia Mahmood’s left hand opponent. Since that was unlikely to happen, I prayed to God to give me a dream at least. I was blessed when I was in Dhaka and I recounted the dream sequence – that of Zia rendering me hors de combat in a deal which he had actually declared during the Montreal World Mixed Pairs Championships – in a chapter in one of my books. When I did finally meet Zia during the Karachi BFAME I showed him that chapter. He was smiling even as he read through the chapter and at the end simply said, “keep writing.”

Tell me, have you ever met a person who either smiles or laughs throughout the day? Make it a point to spend a few minutes with the BFAME Secretary, Azwer. This man is probably smiling even while sleeping. Must ask Zeenat, if it is true. You and I will see a lot of ‘complementarity in action’ over the next eight days, when Ton Kooijman joins hands with Ihsan Qadir and conducts these championships. Both are men of very few words, but the job gets done efficiently, on time every time. And both have worked together in many world championships, as well. And, look out for Umair Kausar, the young lad from Pakistan. He and I were in the Daily Bulletin of Philip Alder during the Karachi BFAME. He has now graduated to become the webmaster of the BFAME website and will be coordinating the Bridgemate scoring here. So when you see your printed score-sheet, say a silent thanks to the young fellow.

I had a great time in Amman in 2003 and I am sure I will have one more in 2009. So will you all, I am confident. Our Jordanian hosts, born with friendliness and warmth in their hearts, will ensure that.

Important Points for the 15th BFAME

"BFAME Championships" mean the 2009 Asia and Middle East Bridge Championships comprising Open, Women & Seniors Teams Championships along with Friendship Open Pairs and conducted under the auspices of the BFAME from 26th June to 4th July 2009 in Amman, Jordan, or at such other time and place as the BFAME may determine.

"Open Teams Championship" means the BFAME Open Teams Championship for Zakaria Adamji Memorial Trophy contested biennially (in the odd-numbered years) by teams from eligible BFAME member NBOs.

"Women Teams Championship" means the BFAME Women's Teams Championship for Vinodini Goenka Trophy contested biennially (in the odd-numbered years) by teams from eligible BFAME member NBOs.

Seniors Teams Championship” means the BFAME Seniors Teams Championship, to be played simultaneously with the Open Team and the Women Teams Championship, for qualifying from Zone 4-BFAME representative teams for participation in Seniors Bermuda Bowl in Sao Paulo, Brazil from 29th August till 12th September 2009.

"Friendship Open Pairs" mean the BFAME Open Pairs contested biennially (in the odd-numbered years) by Pairs from BFAME member NBO, participating in the other championship events of the 2009 BFAME Championships, and additional Pairs representing the host NBO and accompanying officials.

TYPE OF CONTEST Participating teams will compete in accordance with schedule drawn up independently for the Open, Women and Seniors Teams Championships (Please see Appendix-A and Appendix-A1). These conditions are written with the expectation that entries in Open and in the Women/Seniors Teams Championship between 9-10 and 5-6 teams inclusive.

If entries in any aforesaid championship event fall outside these limits, the BFAME President may, in consultation with Chief Tournament Director, make such changes to these Conditions of Contest as he deems appropriate, including the number of boards to be played in matches of any championship event.

(a) The Open Teams Championship:

The competing teams presently nine (9) will play a complete double round robin of 16-board matches (18 matches) straight through, for 6 days, during 26th June to 1st July 2009. The top four teams will play the 96 boards (16x6) Semi Finals on 2nd and 3rd July’09 and thereafter the finalists would play 32 boards (16x2) on 4th July’09.

SUPPLEMENTAL CONDITIONS OF CONTEST (Issued under Article 10 of the BFAME Constitution)

Both the finalists will qualify, and be eligible to represent Zone 4/BFAME in the Bermuda Bowl World Championship in Sao Paulo, Brazil in August/September 2009 and the winners of the final shall be declared the Champions and winners of the 15th BFAME Open Teams Championship 2009 for Zakaria Adamji Memorial Trophy. However, in the event of one, or both, of the finalist teams' ineligibility to participate in the 2009 Bermuda Bowl due to eligibility requirements of the WBF, replacement will be suitably made from the remaining spots, being so eligible.

(b) The Women Teams Championship:

The competing teams presently six (6) would eliminate the need of Semi Finals and would therefore play a Triple Round Robin (15 matches of 16 boards each). The top two teams would play Finals of 96 boards (16x6) along side the Semi Finals of Open Teams. However, if the number exceeds they will have to play the Semi Finals as well and that would be same as Open teams mentioned above. Both the competing teams’ finalists will qualify, and be eligible to represent, Zone 4/BFAME in the Venice Cup World Championship in Sao Paulo, Brazil in August/September 2009 and the winners of the final shall be declared the Champions and winners of the 15th BFAME Women Teams Championship 2009 for the Vinodini Goenka Trophy. However, in the event of one or both of the finalist’s teams’ inability to participate in the 2009 Venice Cup due to eligibility requirements of the WBF, replacement will be suitably made from the remaining spots, being so eligible.

(c) Seniors Teams Championship:

This event will be played concurrently with the Open and Women Teams Championship. Depending on number of entries, if 5 or 6, then it may follow the same format as that of the above, otherwise the President BFAME in consultation with the Chief Tournament Director decide the format in the first BFAME Council meeting. The top two teams would play the Finals of 96 boards (16x6), to determine the Champions while both of them as committed by BFAME to WBF will represent BFAME/Zone 4 in the Seniors Bowl World Championship in Sao Paulo, Brazil in August/September 2009.

(Note: According to WBF regulations a “Senior” in 2009 is a person whose 59th birthday falls during the 2009 calendar year, in other words, should be born before 01-01-1950).

(d) The Friendship Open Pairs:

This will comprise of four sessions, first to be played on Wednesday 1st July 2009 after the Round Robin qualifying matches, commencing at 11.00 A.M. and 03.00 P.M. Participation is open to all visiting and local players and officials. Entry Fee is US$ 25/- per pair for foreigners and JD 20/- for Jordanians.

LINE UPS

The line-ups for Visiting Teams must be submitted 30 minutes before the beginning of all matches or sessions and the line-ups for Home-Teams must be submitted within 5 minutes thereafter. Thus, for a match or session scheduled to begin at 10:30, the Visiting Teams' line-up must be submitted by 10:00; and the Home Team's line-up by 09:05, Teams lining-up HUM pairs must submit their line-ups, and also make their playing HUM Pair available at the place of submission of line-ups, 15 minutes before the scheduled starting time of the match or session. Line-ups are to be submitted at the place designated by the Chief Tournament Director.

CARRY-OVER

There will be a carry over in the Finals of Open and Women Teams Championships. The carry over will be 1/2 or 1/3 of the IMP difference in the meetings of the teams in the round-robin. It will be 1/2 if the highest ranked team in the round-robin won against their opponents and 1/3 if the highest ranked team in the round-robin lost the match to their opponents. The maximum carry over will be calculated @ 0.25 imp per board of the Semi Finals or Finals. Therefore (6x16) for the 96 board Finals a maximum of 24 imps (96x0.25) will be applicable for all the Open, Women & Seniors Teams Championships. Similarly for 16x2=32 board Finals, the maximum carry over would be only 8 imps.

LENGTH OF MATCHES

Each 16 board matches in the qualifying round-robin will be played straight through and will be completed giving 8 ½ minutes playing time with screens, within (2) two hours and (20) twenty minutes, and the same would apply to each of the 16 board segment of Semi-Finals and Finals; after that, teams judged guilty of slow play will be subject to penalty. Additional time will not be allowed for teams playing on Vu-Graph; neither will extra time be granted because of the use of bidding boxes, screens, discussions of systems or for other similar reasons. Vu-Graph presentation for any match or sessions will not start until The Chief Tournament Director notifies the Chief Commentator or his designee. Similarly for 16 board matches the total time would be 136 minutes or 2hours 20 minutes.

Lateness

Any team not seated and ready to play at the announced starting time of a match or a session of a match will be assessed a penalty according to the following scale;

During the Round-Robins 0+ - 05 minutes late - warning to captain(s) (after the second warning the provision for 5+ minutes late shall apply) 5+ - 10 minutes late - 1 VP 10+ - 15 minutes late - 2 VPs 15+ - 20 minutes late - 3 VPs 20+ - 25 minutes late - 4 VPs

No Smoking

Smoking in the playing area, Press & Bulletin Rooms and the Scoring & Results Room as well is strictly prohibited. Any player or team official smoking in the areas designated may attract penalties.

No Mobile Phones

Use of Mobile telephones is prohibited in the playing area and Toilets while the play session is on.

IMPORTANT - PLEASE NOTE The Tournament Directors would award penalties as prescribed by the Laws and Conditions of the contest for Use of Mobiles, Slow play or Late Arrival.

All players are informed that ENGLISH is the official language of the tournament for interacting while the match is on.

Over 25 minutes late - at the Discretion of the Tournament Appeals Committee; may include recommendation of forfeit of match or more severe action by the BFAME Council.

During the Finals 0+ - 5 minutes late - warning to captain(s) (after the second warning the provision for 5+ minutes late shall apply) 5+ - 25 minutes late - 1 IMP plus an additional 1 IMP for each full minute or part there beyond 5 minutes. Over 25 minutes late - at the discretion of the Tournament Appeals Committee; may include recommendation of forfeit of match or more severe action by the BFAME Council.

MOBILE TELEPHONES PROHIBITED

Mobile telephones will not be allowed in the playing area and toilets. Teams of players offending this regulation will be penalized with 2 VPs.
