The United Arab Emirates’ )UAE( modern educational structure was established in the 1970s. Oil was discovered in 1962 and its profits have funded an expansive education system. The first school in the

UAE was established in Sharjah in 1953, and the first school in Dubai opened in 1956. By 1967, the UAE hosted 36 schools that catered to 10,549 male and female students. In 1972, the government established free, but mandatory, primary education for UAE nationals. Today, education is compulsory for all UAE citizens from the age of six. Many pre-primary, nurseries, and kindergartens have opened to meet the needs of early learners. Primary education comprises of grades 1 through 6. Preparatory education caters to grades 7 through 12. As the numbers of expatriates to the UAE have greatly increased, the private school sector has grown exponentially.

The UAE’s private schools are managed independently from the government and receive less than half of their core funding from government sources, which differentiates these schools greatly from private schools in many other countries. Revenues from UAE private schools comprise almost wholly of tuition fees paid for by parents or their employers.

There are a variety of curricula in UAE private schools, including United States )US( or “American” Curriculum, United Kingdom )UK(, International Baccalaureate )IB(, Indian,

The American Curriculum is based on American standards of achievement in all subject areas, supported by a broad range of co-curricular activities that ensure students have the opportunity to develop fully as individuals. It includes enquiry-based, hands-on teaching methods and learning strategies geared to individualized instruction. The American Curriculum represents a broad and balanced K-12 program commencing with Kindergarten at age 5 and concludes with the award of the American high school diploma on successful completion of grade 12 at age 17. The curriculum prepares the student for the Scholastic Aptitude Test )SAT( and the Advanced Placement )AP( program is an option offered in many American Curriculum schools. The American diploma is accepted for entrance by all US universities and colleges and recognized by international higher education institutions.

In all seven emirates of the UAE there are primary and secondary American Curriculum schools. The majority of these schools are concentrated in Abu Dhabi and Dubai, with more planned across all Emirates.

In formal education, curriculum at a school or university includes two components: )i( the set of courses and content from which students choose in their subjects of study, and )ii( a specific learning program. In the latter, the curriculum collectively describes

the teaching, learning, and assessment materials available for a course of study.

Simply put, curriculum defines what students should know, understand, and be able to do in each grade level and the content of study. As such, curriculum provides direction to teachers on what to teach, how to teach it, when to teach it, and how to assess instruction. This is aligned to standards, assessments, and instructional practices. Modifications are made as needed for special populations. A comprehensive curriculum may also include model lesson and unit plans.

For the majority of the history of the US educational system, standards, from which curriculum is derived, were interpreted in different ways by individual US states. In an effort to ensure that all states are providing

the same quality of education to their students, in June 2009, the US National Governors Association )NGA( and the Council of Chief State School Officers )CCSSO(, in partnership with a team of nationwide educators, announced the Common Core State Standards )CCSS( Initiative. The initiative strives to establish consistent education standards across all US states, as well as ensure that students graduating from high school are prepared to enter credit-bearing courses at two- or four-year college programs or to enter the workforce. The CCSS strive to ensure that students are prepared to compete not only with their American peers in the next state, but also with students globally.

As of April 2015, forty-two US states, the District of Columbia, four territories, and the Department of Defense education system have adopted the CCSS.

The Common Core initiative was developed as a call to action partially in response to an alarming 2004 report entitled Ready or Not: Creating a High School Diploma That Counts, which found that American high school graduates were not provided with the skills and knowledge they needed to succeed in college and careers. The report stated that a diploma had lost

its value because graduates could not compete successfully beyond high school, and that the solution to this problem is a common set of rigorous standards.

The CCSS do not cover science and social studies content standards, thus the Next Generation Science Standards )NGSS( were developed by the National Science Teachers Association, the American Association for the Advancement of Science, the National Research Council, and a consortium of 26 US states. The final version of these standards was released in April 2013, and their content can be cross-linked to the English language arts and mathematical standards of the CCSS. Over 40 states have shown interest in the NGSS standards, and as of March 2015, thirteen states had adopted them.

Published in 2013 as a result of a three-year, state-led collaborative effort, the College, Career, and Civic Life Framework for Social Studies State Standards, known as the C3 Framework, is an inquiry-based framework developed for states to upgrade social studies standards and for teachers and practitioners to strengthen social studies programs. It emphasizes disciplinary concepts and practices that support students as they develop the capacity to know, analyze, explain, and argue about interdisciplinary challenges in the social world. Guidance includes the application of knowledge within the disciplines of civics, economics, geography, and history as students develop questions and plan inquiries; apply disciplinary concepts and tools; evaluate and use evidence; and communicate conclusions and take informed action. The standards align with the CCSS for English language arts and literacy.

Accreditation is both a status and a process. As a status, accreditation provides public notification that an institution or program meets the standards of quality set forth by an accrediting agency. As

a process, accreditation reflects the fact that in achieving recognition by the accrediting agency, the institution or program is committed to self-study and external review by one’s peers in seeking not only to meet standards, but to continuously seek ways to enhance the quality of education and training provided.

There are a variety of organizations based in the US that accredit American Curriculum schools globally. In the UAE, each emirate has a different educational regulatory authority and requires its American schools to adhere to a specific US-based accreditation authority. The UAE emirate educational regulatory authorities are as follows:

New England Association of Schools and Colleges )NEASC)NEASC is the oldest educational accrediting body in the US and serves more than 2,000 public and independent schools, colleges, and universities in the northeastern region of the US, as well as 220 American/international schools in 68 countries through the Commission on American and International Schools Abroad )CAISA(. CAISA promotes high quality education by developing and applying standards that assess the effectiveness of nearly every aspect of American schools operating abroad. To receive a NEASC accreditation in the UAE, American Curriculum schools must deliver content that closely reflects subjects taught in American schools with the mission of delivering high quality teaching and learning. In 2014, Dubai’s KHDA signed a memorandum of understanding )MOU( to create a partnership to facilitate the NEASC accreditation process in Dubai’s American Curriculum schools. AdvancEDAdvancED is a nonprofit organization that conducts rigorous, on-site external reviews of preK-12 schools and school systems globally. It serves over 32,000 schools and school systems across 71 countries. In addition to accreditation, AdvancEd provides professional development and training to teachers and school administrators to implement the accreditation process and participate in the process of continuously reviewing and improving education. Middle States Association of Colleges and Schools Commissions on Elementary and Secondary Schools )MSA-CESS)MSA-CESS accredits preK-12 public, private, parochial, charter, non-degree granting career and technical post-secondary institutions, special purpose schools, supplementary education centers, learning services providers, and distance education institutions.

The original MSA-CESS region focused on the US states of Delaware, Maryland, New Jersey, New York, Pennsylvania, and the District of Columbia. Through strategic partnerships, the organization now reaches 85 countries globally throughout Europe, Africa, the Middle East, and Asia. The organization’s individual commissions on elementary and secondary schools work directly with these specific types of schools to provide accreditation. CCSS – Key Shifts from the Traditional StandardsParents often ask about how the CCSS differ from previous standards in place in American Curriculum schools. Key shifts have been identified across English

Language Arts and Mathematics. In some schools, the CCSS do not differ greatly from the standards in place previously. However, in other schools, these standards represent a noticeable new pathway for teaching and learning.

The key shifts are defined as follows:

English Language Arts )ELA)These standards build on the best of the existing standards and reflect the skills and knowledge students need to succeed in college, careers, and life.

1. regular Practice with Complex Texts and their Academic LanguageWhile past standards focused specifically on reading and writing skills, the CCSS ELA standards introduce an increasing complexity of texts students must read with an expectation of progressive development of reading comprehension. There is a new emphasis on students growing their vocabularies through a combination of conversation, direct instruction, and reading. Students are expected to determine definitions, nuances of words, and to gradually expand their range of words and phrases. The ELA standards do not include a required reading

2. reading, Writing, and Speaking Grounded in Evidence from Texts, both Literary and Informational.The new standards focus on evidence-based writing and the ability to inform and persuade across reading, writing, and speaking. Students must analyze evidence from texts to present clear arguments and well-defended claims. Students are expected to answer a range of text-dependent questions, rather than rely on prior knowledge, opinion, and life experience.

3. Building Knowledge Through Content-rich NonfictionStudents need to become successful readers and systematically develop knowledge about the world around them. Learning independently through reading nonfiction is a key tenet of the new ELA standards. There is also a focus on literature throughout K-12. It is the core focus of grades 6-12 and it constitutes half of the reading in K-5, whereas the other half is on informational reading, which is content-rich nonfiction in history/social studies, sciences, technical studies, and the arts. In grades 6-12, the standards for literacy in history/social studies, science, and technical subjects ensure that students can independently build knowledge in these disciplines through reading and writing. Reading, writing, speaking, and listening now span the school day from K-12 as integral parts of every subject.

MathematicsThe following shifts describe how CCSS has impacted the teaching and learning of mathematics.

1. Greater Focus on Fewer TopicsWhereas traditional standards focus on many topics in a mile-wide, inch-deep curriculum, the CCSS encourage math teachers to narrow and deepen the time and energy on specific topics. The major work of each grade is as follows: • Grades K-2: Concepts, skills, and problem solving related to

addition and subtraction• Grades 3-5: Concepts, skills, and problem solving related to

multiplication and division of whole numbers and fractions• Grades 6: Ratios and proportional relationships, and early

algebraic expressions and equations• Grade 7: Ratios and proportional relationships, and arithmetic

of rational numbers• Grade 8: Linear algebra and linear functions

This focus creates a strong foundation and solid understanding of concepts, a high degree of procedural skill and fluency, and the ability to apply math in problem solving both inside and outside of the classroom.

Students in the UAE understand the need to put their best foot forward and submit high scores to secure admissions into highly selective universities. Traditionally, this meant mastering the SAT, although

the ACT has also been catching up in recent years. In fact, within the United States itself, numbers for the ACT were higher than the SAT last year for the first time in history. Regardless, the SAT will undergo the biggest change since the 1960s in mid 2016. The ACT is instructive here because the new SAT, as far as we can tell, looks a lot like the ACT, though it has some important differences. It also brings the PSAT into high relief, because the version that students will take in October 2015 is the redesigned version.

The PSAT/NMSQT )National Merit Scholarship Qualifying Test( does not count towards college admissions but there are two important reasons to take it. If your child holds a US passport and/or is a resident of a US state it remains the only entryway into the National Merit Scholarship. Second, whoever takes the October test, will have a firsthand experience of what the )Redesigned( SAT will be like. For the first time in history, the PSAT )P is for “preliminary”( is fully aligned with the SAT. It has just fifteen fewer questions and of course no essay. The total time is close to the three hours that the SAT takes )without the essay.(

One of the most important changes to the SAT and how students cope with it is the disappearance of the guessing penalty. This means that there will no longer be a penalty for wrong answers, just “rights only” scoring, much like the ACT. Likewise, there will only be four answer choices in those questions that have them, whereas the current SAT has five.

Another important shift will be in how students pace. Currently, the SAT has a total of ten sections, ranging from 10 to 25 minutes. The RSAT will have only 5 sections but each will be significantly longer, with the evidence-based Reading,

for example, having an entire hour )65 minutes( in which to answer 52 questions. Likewise, the Writing section will be 44 questions to be completed in 35 minutes. Some students will do better with this format, while others will struggle. Of note is the move toward a 1600 total score, which is accomplished not by getting rid of the Writing score, as many had thought earlier, but by combining Reading and Writing into one score. The Essay, which will now be 50 minutes, will no longer be a part of the Writing score.

The content will be changing as well. There will be more emphasis on fewer topics, but these are higher level. Math will be split into two sections, the longer of which will allow calculator usage )38 questions in 55 minutes(, but the shorter section )25 minutes, 20 questions( will not. Topics will be organized into several new categories, among which are Passport to Advanced Math and Heart of Algebra.

The Reading will no longer include vocabulary per se, but will emphasize words in context and passage-based questions. The Writing section will also be passage-based, much like the ACT.

One thing that makes the RSAT unique is the inclusion of graphical data everywhere – in Math, but also in the Reading and Writing sections. Students need to become expert at reading and interpreting charts, graphs and tables and incorporating the same into their analyses.

Rather than a simplification, the return to a 1600 composite score represents a veritable explosion of information. Beside the composite score )400-1600( and its attendant section scores )200-800 each, Math and Verbal(, there will be a great deal of information offered. There will be three test scores from 10-40, as well as seven sub-scores and two cross-test scores. The essay will be reported separately, as aforementioned and may have as many as three components.
