Keynote Speakers
Warren Whitlock became the Associate Administrator
for the Federal Highway Administration (FHWA), Office of
Civil Rights on September 11, 2011, In this capacity, Mr.
Whitlock provides national civil rights leadership in all
civil rights program areas to include strategic planning,
legislative, regulatory policy development and
implementation, outreach and consultation and
monitoring and evaluation.
Under Mr. Whitlock’s leadership, FHWA’s Civil Rights
Discipline is undergoing a significant transformation
which is significantly improving program efficiency,
delivery and outcomes measures.
Civil rights attorney Eva Jefferson Paterson is co-founder
and President of the Equal Justice Society, a nonprofit
organization transforming the nation’s consciousness on
race through law, social science, and the arts. She
previously served 13 years as Executive Director of the
Lawyers' Committee for Civil Rights.
At the Lawyers' Committee, she was part of a broad
coalition that filed the groundbreaking anti-
discrimination suit against race and gender
discrimination by the San Francisco Fire Department.
That lawsuit successfully desegregated the department,
winning new opportunities for women and firefighters of
color.
Paterson is co-chair of the California Civil Rights
Coalition (CCRC), which she co-founded and previously
chaired for 18 years. One of the priorities for the
Coalition is devising a progressive slate of ballot
initiatives for the November 2012 election.
Shannon was appointed Chief
Procurement Officer for Cook
County, IL in December 2012 by
President Toni Preckwinkle and
confirmed by the Cook County
Board of Commissioners on
February 5, 2013. Shannon Andrews
Robert served as the Deputy
General Counsel for Regulations
and Enforcement for the US
Department of Transportation
(DOT) for over 27 years. As
Deputy General Counsel, Mr.
Ashby was primarily responsible
for all DOT DBE regulations.

Jade is a consultant and trainer
focusing on the application,
administration and enforcement
of federal labor standards
provisions, particularly in
programs offered through the
U.S. Department of Housing and
Urban Development.
Johnell currently serves as
Director of TriMet’s Diversity &
Transit Equity Department. His
analytical, intuitive, and results-
driven approach has brought
both award-winning and National
attention to TriMet’s DBE and
Title VI programs.

Community Partnering Manager
at Balfour Beatty Construction.
She leads efforts in the Southern
California division to include
M/W/DBE firms in close to
$1 billion dollar worth of
projects annually.

Commission. She served the
minority business community for
8 years as the Compliance
Specialist for the Small, Local
and MBE Office.

Sandra has worked at SFO for
31 years as the manager for the
Small Business Affairs Office
and is responsible for small
business policies and program
development, contract
compliance, certifications, and
oversees the LBE program.
John currently serves as special
counsel to Director of Industrial
Relations and drafted the 2014
legislation establishing the new
Public Works Contractor

Rights (LCCR) of the San
Francisco Bay Area. He litigates
cases on LCCR’s racial justice
docket and provides legal
counsel to community groups
advocating for social justice.

developing a strategic framework
that will guide the direction of
workforce policy.

requirements for the bridge
replacement projects.
Tim serves as the Division
Manager at the City of Houston.
His expertise in Small Business
Development includes experience
working as the Director of the City
of Austin’s Small and Minority
Business Resources Department
and DBE Program.
Pat is one of seven FAA DBE
Program Compliance Specialists.
Her duties include reviewing and
approving airport DBE & ACDBE
