    Chapter IV :Identification of the eligible households

    I) Quantum of allocation of foodgrains to state shall continue

    Chapter V: Reforms in TPDS

    1)Insert a new section -3

    There shall be at least one fair price shop in

    i)In every rural and urban habitats of SC and ST and isolated habitation of SEBC.

    Ii)In every urban habitation in which more than 75% of the inhabitatnts belong to SC and in every urban habitation in which

    more than 75% inhabitatnts belong to ST and in every urban habitation in which more than 75% belomg to SCBC.

    Iii)In every urban habitation in which the population SC,ST and SEBC is more than 50%

    2) Every Fare price shop in clause 1 of section 3 shall be licensed to the person belonging to the same category as that of resident,

    who shall by the general body of residents or SHG or cooperative

    3)Every Fare price shop in clause 2 of section 3 shall be licensed to the person belonging to the same social category to which more

    that 75% of the residents of that habitation belong.

    4)Every Fare price shop in clause 3 of section 3 shall be licensed to the person belonging to the one of the social categories to which

    the residents belong.

    Chapter-VII: Grievance Redressal Mecahnism

    Sub section 2(c) : 2 persons from Schedule Castes, 1 person from Schedule Tribe,2 Persons from SEBC and 1 of the 3 persons from

    SEBC and schedule tribes will be from religious minotities.

    ii)There shall be at least two women whether chairpersons, member secretary or member

    schedule caste, schedule tribes and SEBC

    girls belonging to categories 1 to 6 mentioned in the first proviso of section 9.

    Section-3(c): Universal health care with priority attention to the categories 1 to 6 mentioned in the first proviso of section 9.

    Section-3(d): Adequate pensions for single women, victim or survivors of the victims of the atrocities enumerated in the

    SC/ST(Prevention of atrocities act,1986)

    x) Section-7:guidelines and cost sharing for implementing the scheme: in consultation and agreement with stategovernment

    Chapter-III:Food Security allowance

    xi) Insert 8(2): Every destitute shall be entitled on free meal very daythrough a scheme which may include communitykitchen

    Section-37:Central government may amend the schedule with approval of both the houses of parliament not by notification

    Section-39-2(a): Remove including cost sharing

    Section-39-2(d): remove this provision of casth transfer and food coupons

    Section:44: Remove this provision that the government shall be liable for claim except in case of war, earthquake,fire,etc

    iii).Landless agricultural labourer.

    iv).Urban labourers in the unorganized sectors.

    Chapter-VII:Grievance Redressal Mechanism

    i) Public authority responsible for implementing the act shall publish a statement of obligations towards the citizen, violation of

    which shall constitute grievance, the grievance redressal mechanism shall accept and support the complains, the procedure for

    making complains should be disabled friendly.{Section-14}

    ii) Appointment of Grievance redressal officer at Panchayat/Municipal and block level in addition to district{Section-15(1)} and

    qualification for appointments and the power shall be such as may be prescribed by the state government{ Section-15(2)}

    iii) {Section 15(5)}:Here Mr.Pathak has proposed two options

    Option-A)The officers shall take necessary actions for redressal within two weeks in an effective manner NOT such time as

    prescribed by the state governments

    Option-B)Same as RTFC i.e. replace clause 15(5) with following

    The officer shall have power to a) hear complain, b)to conduct open court hearing, c) to impose penalty

    iv)add The state government shall set up facilitations centre at block level{Section-15(7)}

    Section-16:State Food Commission

    v) one person disabled as Chairperson, Member or member-secretary

    vi)Remove section 16-9(b) : The government may remove chairperson or member who has become mentally and physically incapable.

    vi) State government may remove from the office the chairperson or member who a)on the basis of caste,gender,religion or race

    enforces restriction with regard to the access to the fair price shop,utensils or any place prescribed under this act, or any employment

    under this act or b) willfully neglects his/her duties shall be imprisoned from 6 to 12 months and fine from 3000 to 20000(in former

    case ).and 3000 to 25000(in later case ) and offenses in later case will be cognizable and non bailable {Section 16-9(e)}

    vii)A) The state commission shall dispose cases within two weeks and shall have power to impose penalties and order forcompensatiom B) Member of the commission shall subject to appraisal (Proposal of new sub section 11 and 12 under section-16)

    Chapter XI:Transparency and accountability

    I) State government or local authorities shall set up

    a) SMS through which complains shall be submitted, information regarding the allocation of food and funds shall be provided

    b)dedicated telephone lines for dealing with PDS and the related enquiry and complains

    Chapter-XII: Provisions for advancing food security

    Section-31:Same as RTFC

    The governments shall ensure that all guidelines , policies, programmes and laws are in place towards and in accordance with the

    Chapter-1:Preliminary

    Explaination: Availability,Stability of supply,access and utilization four pillar of food security

    iii) MSP should be 50% more than the average cost of production, at which foodgrains are procured from the farmers.{Section(10)}

    Chapter-2:Provisions for Food Security

    i) 35kg of foodgrains/family/month, 1.5 kg of pulses/person/month, 800gm of cooking oil/person/month, under the universal PDS.Section-3(1)

    ii) Section-3(2): to every resident of India not 75% rural and 50% urban

    iii)Section-4: Omit subject to such schemes as may be framed by the central government.

    iv) Section-4(b): Universal and unconditional maternal benefit.

    v) section-5(2): All children below 6 should be under the ICDS, No private contractor, preference should be given to Gram

    vi) section-6: A)State govt. shall identify the children who suffer from malnutrition or nutritional deterioration,

    Chapter-VII:Grievance Redressal Mechanism

    i) Public authority responsible for implementing the act shall publish a statement of obligations towards the citizen, violation of

    which shall constitute grievance, the grievance redressal mechanism shall accept and support the complains, the procedure for

    making complains should be disabled friendly.{Section-14}

    ii) Appointment of Grievance redressal officer at Panchayat/Municipal and block level in addition to district{Section-15(1)} and

    qualification for appointments and the power shall be such as may be prescribed by the state government{ Section-15(2)}

    iii) The officers shall take necessary actions for redressal within two weeks in an effective manner NOT such time as prescribed by

    the state governments {Section 15(5)}

    iv)add The state government shall set up facilitations centre at block level{Section-15(7)}

    Section-16:State Food Commission

    v) one person disabled as Chairperson, Member or member-secretary

    vi)State government may remove from the office the chairperson or member who has become mentally incapable not physicallyor mentally incapable{9(b)}

    under this act or b) willfully neglects his/her duties shall be imprisoned from 6 to 12 months and fine from 3000 to 20000(in former

    case ).and 3000 to 25000(in later case ) and offenses in later case will be cognizable and non bailable {Section 16-9(e)}

    viii)A) The state commission shall dispose cases within two weeks and shall have power to impose penalties and order for

    compensatiom B) Member of the commission shall subject to appraisal (Proposal of new sub section 11 and 12 under section-16)

    Chapter XI:Transparency and accountability

    I) State government or local authorities shall set up

    a) SMS through which complains shall be submitted, information regarding the allocation of food and funds shall be provided

    b)dedicated telephon lines for dealing with PDS and the related enquiry and complains

    Chapter-xii: Provision for advancing food security

    i) Specified entitlements and special focus to the needs of vulnerable groups(destitutes and homeless) , especially in the remote areas

    and other areas which are difficult to access, hilly and tribal areas and for emergency feeding after some natural calamities (Section-
